APPROVAL OF MINUTES: MOTION BY MR. FULLERTON, SECONDED BY MR. MCCARTHY, TO APPROVE THE MINUTES OF THE NOVEMBER 21, 1985, PLANNING AND ZONING COMMISSION MEETING AS PRESENTED. MOTION CARRIED. 'OLD BUSINESS: RECOMMENDATION'TOCITYCOUNCIL RE: REVISED HOME OCCUPATION LICENSE APPLICATION: THE COMMISSION WAS INFORMED BY THE PLANNINGAND ZONING COMMISSION'S SECRETARY, THAT AFTER A DISCUSSION WITH THE CITY CLERK, THE COMMIS$ION DOES NOT HAVE TO RECOMMEND APPROVAL OF THE APPLICATION TO THE CITYCOUNCIL. IF THE COMMISSION AND CITY CLERK ARE SATISFIED WITH THE APPLICATION THEN IT CAN BE IMPLEMENTED. MOTION BY MR. THOMPSON, SECONDED BY MR. WADSWORTH, TO ACCEPT AND IMPLEMENT THE REVISED HOME OCCUPATION LICENSE APPLICATION AND THE CRiTERiA THAT IS ATTACHED. MOTION CARRIED. NEW BUSINESS: APPLICATIONRE:'DIVISIONOFALCOHOLIC BEVERAGES AND TABACCO: MR. TIM SMITH AND MR. HOWARD CARSWELL WERE IN ATTENDANCE AND REPRESENTED THEIR REQUEST THAT THE PLANNING AND ZONING COMMfSSION STATE WHETHER OR NOT SELLING PACKAGE BEER ANDWINE IS A PERMITTED USE ~N A CL (LIMITED COMMERCIAL) ZONED DISTRICT. THE COMMISSION RECEIVED A LETTER FROM MR. HECTOR FRANCO, CITY ENGINEER, STATING THAT IN HIS OPINION, AND AFTER REVIEWING THE CiTY OF SEBASTIAN LAND DEVELOPMENT CODE, HE DID NOT BELIEVE IT WAS A PERMITTED OR CONDITIONAL USE UNDER CL. FRANCO POSSIBLY FOUND SOMETHING IN THE LAND DEVELOPMENT CODE THAT THEY HAD OVERLOOKED. MOTION BY MR. FULLERTON, SECONDED BY MR. WADSWORTH, TO SEND A LETTER TO DIVISION OF ALCOHOLIC BEVERAGES AND TABACCO STATING THAT IT IS AN ALLOWABLE USE UNDER THE CL (LIMITED COMMERCIAL) ZONING TOSELL BEER ANDWINE PACKAGE, AS'PER'-THET-APPLICATION SUBMITTED BY MR. TIM SMITH, MR. HOWARD CARSWELL, AND MR. CHARLES GRIMES, FOR 1634 INDIAN RIVER DRIVE, SEBASTIAN, CONTINGENT THAT MR. HECTOR FRANCO, CITY ENGINEER APPROVE THE APPLICATION REQUEST. (MR. THERE WAS A BRIEF DISCUSSION REGARDING IMPACT FEES, PLANNING AND ZONING COMMISSION'S RECOMMENDATION TO CiTY COUNCIL REGARDING THE CITY'S THOROUGHFARES, AND THE RE-LOCATION OF C.R. 512. MEMBER"S'MATTERS: MR. MCCARTHY STATED THAT HE WOULD LIKE TO APOLOGIZE TO THE PLANNING AND ZONING COMMISSION FOR BEING. AFEW MINUTES LATE iN ATTENDING A PRE-APPLICATION IN HOUSE CONFERENCE REGARDING THE TRODGLEN PROPERTY. MR. MCCARTHY EXPLAINED THAT HE WAS EIGHT {8) MINUTES LATE AND THE MEETING WAS OVER AT 10:10 A.M. THERE WAS A DISCUSSION HELD REGARDING GETTING THE PACKAGES TO THE COMMISSION MEMBERS ON A MORE TIMELY BASIS. AFTER A BRIEF DISCUSSION, iT WAS DECIDED THAT THE PACKAGES WILL BE READY FOR A FRIDAY MORNING PICKUP AND IF NOT PICKED UP, THEN TO BE PUT IN THE MAIL FRIDAY EVENING AT THE END OF THE WORK DAY. MR. FULLERTON BROUGHT UPA MATTER REGARDING DEADLINE DATES TO REQUEST RE-ZONING AND LAND DESIGNATION USE CHANGE. MOTION BY MR. FULLERTON, SECONDEDBY MR. MAHONEY, TOSEND A LETTER TO THE MAYOR AND CITY COUNCIL RECOMMENDING THAT THE DEADLINE DATES TO AMEND THE COMPREHENSIVE LAND USE PLAN BE APRIL"30, AND NOVEMBER 30,-OF EACH YEAR. MOTION BY MR. FULLERTON, SECONDED BY MR. MCCARTHY, TO SEND A LETTER TO THE CITY COUNCIL AND COPY THE LETTER TO POLICE CHIEF GERALD NAPPI, RECOMMENDING THAT NO EIGHTEEN (18) WHEELED VEHICLES BE PERMITTED TO PARK IN THE CITY PARKING LOT LOCATED AT THE NORTHWEST CORNER OF MAIN STREET AND INDIAN RIVER DRIVE, AND THAT SIGNS BE POSTED TO THAT EFFECT IN ACCORDANCE WITH THE SIGN REGULATIONS OF THE CITY'S LAND DEVELOPMENT CODE. MOTION CARRIED. THERE WAS A BRIEF DISCUSSION REGARDING THE REDUCE SITE PLAN FEES FOR NON PROFIT ORGANIZATIONS. THERE WAS ~ BRIEF DISCUSSION REGARDING LOUISIANA AVENUE. THE PLANNING AND ZONING COMMISSION REQUESTED THAT THE SECRETARY SUPPLY THE MEMBERS WITH THE LIST OF THE CODE ENFORCEMENTBOARD IN THEIR NEXT PACKETS. MOTION BY MR. MAHONEY, SECONDED BY MR. KRULIKOWSKI, TO REQUEST THE BUILDING OFFICIAL TO INVESTIGATE A PARKINGLOT THAT HAS NOT BEEN APPROVED BY THE PLANNINGAND ZONING COMMISSION, WHICH IS LOCATED·ON THE SOUTH SIDE OF C.R. 512, AND ISEAST OF AND ADJOINING K & E ELECTRIC COMPANY. MOTION CARRIED. MR. KRULIKOWSKI REQUESTED THAT THE PLANNING AND ZONING COMMISSION SECRETARY SEND A MEMO TO ATTORNEY PALMERREQUESTING WHAT THE STATUS IS OF THE RE-DRAFT OF THE ANTENNA ORDINANCE.
