DECEMBER 7, 1989
CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MRS. TAYLOR, MR. MAHONEY, MR. KRULIKOWSKI, MR.
WADSWORTH, MRS. KILKELLY, MR. THOMPSON, ALTERNATE AND MR.
SHROYER ALTERNATE.
ABSENT; MR. FULLERTON, EXCUSED, MR. GILCHER
ALSO PRESENT~ PETER JONES, BRUCE COOPER, LiNDA KINCHEN
ANNOUNCEMENTS: NONE
APPROVAL OF MINUTES; MRS. KILKELLY STATED ON PAGE SEVEN
SECOND PARAGRAPH NEXT TO THE LAST LINE IT SHOULD READ
(WITHOUT AMBIGUITY) ALSO MR. THOMPSON STATED ON PAGE ONE THE
INFORMATION REGARDING THE PUBLIC HEARING WAS OMITTED FOR
CUSTOM LAWN SERVICE AND THE FOLLOWING IS ADDED ; PUBLIC
HEARING OPENED AT 7:21 P.M. NO COMMENT CLOSED AT 7:21 P.M.
A MOTION TO APPROVE THE MINUTES AS AMENDED WAS MADE BY MR.
WADSWORTH SECOND BY MRS. TAYLOR PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE
HARPER ELECTRIC 666 JENKINS ST - JAMES HARPER IS
PRESENT
MR. HARPER STATES HIS INTENT IS TO USE HIS HOME FOR A MAIL
ADDRESS AND PHONE CALLS ONLY - HAS WAREHOUSE SPACE IN VERO
BEACH FOR HIS EQUIPMENT. CHAIRMAN KRULIKOWSKI POINTS OUT THAT
MR. HARPERS' WIFE ALSO HAS A HOME OCCUPATIONAL LICENSE AT THE
SAME ADDRESS.
PUBLIC HEARING OPENED AT 7:20 P.M. NO COMMENT CLOSED AT 7:20
P.M.
A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR HARPER
ELECTRIC AT 666 JENKINS WAS MADE BY MR. WADSWORTH SECOND BY
MR. THOMPSON FOR DISCUSSION - PASSED BY 6-1 MR. KRULIKOWSKI
VOTED NO.
SITE PLAN - MARY FLOOD RESIDENCE - MRS. FLOOD IS PRESENT
MRS. FLOOD GIVES A BRIEF DISCUSSION PERTAINING TO HER PLANS
AND REQUIREMENTS.
BRUCE CLARIFIES THE ORDINANCE REQUIREMENTS AND WHY THIS
NEEDED TO COME BEFORE THE BOARD.

CHAIRMAN KRULIKOWSKI SPEAKS ON THE PERMITS RECEIVED AND THE
SEWER HOOKUP REQUIREMENTS.
MR. THOMPSON CLARIFIES THE ACTUAL LOCATION AND WHETHER THE
HEALTH DEPARTMENT WILL APPROVE THE DRIVEWAY WITH A NORTH AND
SOUTH DRAiNFIELD DIVIDER.
MRS. KILKELLY HAS SOME CONCERNS REGARDING WATER RUNOFF INTO
THE RIVER AND ASKS IF IT IS POSSIBLE TO TURN AROUND RATHER
THAN BACK OUT ON INDIAN RIVER DRIVE.
BRUCE STATES ORDINANCES ALLOW RESIDENCES TO BACK OUT ON
STREETS AND STATES THERE IS NOT ENOUGH ROOM FOR A TURN
AROUND.
MRS. KILKELLY ASKS IF THEY WOULD CONSIDER OYSTER MARL FOR
THEIR DRIVE RATHER THAN PAVING THE APPLICANT STATES YES THEY
WOULD,
MR. WADSWORTH ASKS WHY MARL IS ON SITE NOW FOR FILL AND THE
APPLICANT STATES THEY INTEND TO USE IT TO FILL THE WASHOUT
AREA WHICH WAS LOST IN THE STORM A COUPLE OF YEARS AGO OUT TO
THE MEAN HIGH WATER LINE.
MR. THOMPSON MAKES A MOTION THAT PLANNING AND ZONING
RECOMMENDS TO THE CITY COUNCIL THE APPROVAL OF THE SPECIAL
USE PERMIT FOR ROBERT AND MARY FLOOD AT 1716 INDIAN RIVER
DRIVE SUBJECT TO THE FOLLOWING CONDITIONS LISTED AS i AND 2
OF THE DECEMBER 1, 1989 TRC LETTER AND NUMBER THREE - THAT
THE HIGHEST POINT OF THE ROOF SHOULD NOT BE MORE THAN 25 FEET
BUT THE CHIMNEY IS ACCEPTABLE ABOVE 25 FEET. AND FOUR THAT
DRYWELLS OR SOME OTHER ACCEPTABLE METHOD APPROVED BY THE
BUILDING DEPARTMENT BE PROVIDED AT DOWNSPOUTS FOR RUNOFF.
SECOND BY MRS. KILKELLY
MR. THOMPSON ADDS THAT THE PLAN THEY ARE APPROVING IS THE
DRAWING DATED 11-20-89 FOR 3120 SQ FT.
PASSED UNANIMOUSLY.
SITE PLAN - PRESBYTERIAN CHURCH - DAVID FISHER REPRESENTS
MR. KRULIKOWSKI ASKS WHY IT NEEDED TO COME BEFORE THE BOARD
AND BRUCE EXPLAINS DUE TO THE SIZE OF THE ADDITIONAL PARKING
AREA.
MRS. TAYLOR ASKS FOR THE SURFACE OF THE PARKING AREA - MR.
FISHER STATES MARL IN DRIVES SOD IN OTHER AREAS WITH BUMPERS
PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES

MR. WADSWORTH MAKES A MOTION TO RECOMMEND TO CITY COUNCIL
THAT THE WAIVER OF FEES BE APPROVED SECOND BY MR. THOMPSON
PASSED UNANIMOUSLY.
MR. WADSWORTH MAKES A MOTION THAT THE MINOR SITE PLAN FOR THE
PRESBYTERIAN CHURCH 1405 LOUISIANA AVENUE BE APPROVED BASED
ON THE TRC LETTER DATED NOVEMBER 30, 1989. SECOND FOR
DISCUSSION BY MR. THOMPSON, MR. THOMPSON ASKS THAT THE DATE
OF THE DRAWING BE ADDED-NO OBJECTION BY MR. WADSWORTH SO
"DECEMBER 1, 1989 DRAWING" IS ADDED TO MOTION.
PASSED UNANIMOUSLY.
CHAiRMANS MATTERS~ NONE
MEMBERS MATTERS~ MRS. KILKELLY STATES SHE WILL BE AT THE
COUNCIL MEETING ON THE 13TH AND WILL BE READING THE FOLLOWING
STATEMENT REGARDING THE ARCHITECTURAL REVIEW BOARD. SHE ASKS
IF THE COMMISSION WOULD LIKE HER TO MAKE THE STATEMENT FOR
THE ENTIRE BOARD OR AS AN INDIVIDUAL.
SHE IS ADVISED SINCE THE STATEMENT DIFFERS IN PART FROM THE
COMMISSIONS RECOMMENDATION TO THE COUNCIL THAT IT SHOULD BE
MADE AS AN INDIVIDUAL AND NOT AS A COMMISSION STATEMENT.
MR. THOMPSON ASKS REGARDING THE RESTROOM DRAWING FOR
RIVERVIEW PARK AND WHY THEY DiD NOT COME BEFORE THE BOARD,
PETER GIVES A BRIEF STATEMENT AND SHOWS THE NEW DRAWINGS.
