The public hearing was opened at 7:10 p.m. There were 23 notices of hearing sent out and we
received one objection letter and no non-objection letters.
The Chairman noted that the objection letter was fi.om Massachusetts, and they will be sent a copy
of the Code.

LOUISIANA AVENUE - LAWN MAINTENANCE
The applicant, Greg Snyder of 832 Louisiana Avenue, was present.
There were nine notices of hearing sent out. We received one non-objection letter and no objection
letters.
The public hearing was opened at 7:25 p.m.
Ms. King explained that the applicant plans to screen in part of his carport for storing some of his
equipment. Providing he can adequately screen his utility trailer and equipment, staff would have no
objection to this request.
Staff recommended that if the Commission were inclined to approve this application, they

make it conditional on him making these minor changes, and then having them inspected by our
Building official or someone on his staffto verify that the screening is in fact adequate.
There Was no public input and the public hearing was closed at 7:30 p.m.
Mr. Pliska requested a letter of verification from an owner on where the yard debris will be dumped.
MOTION by Barnes/Munsart
I make a motion to approve the Home Occupational License for Greg Snyder, 832 Louisiana
Avenue, subject to him making modifications to his carport area to the approval of the Building
Department, and subject to him supplying to the Building Department certification that he has
permission to dump the lawn debris in some person's property.
Roll call was taken. 7-0 motion carried.

MIDVALE TERRACE - CRAFT AND SEWING BUSINESS
The applicant was present and identified herself.
The public hearing was opened at 7:40 p.m. There were 23 notices of hearing sent out and we
received no objection or non-objection letters.
Staffhad no objection. There was no public input. The public hearing was closed at 7:42 p.m.

I move that we grant a Home Occupational License to Heidi Maxcy to conduct a craf~ and
sewing business from her home at 241 Midvale Terrace.

ACCESSORY STRUCTURE REVIEW - SECTION 20A-5.7.D.7 - 1520 CLEARBROOK
MR. DAN BROWN
Ms. King explained that this is a request for a detached garage on a residential lot in Sebastian
Highlands. New language in the Code requires certain accessory building permits to come before
Planning and Zoning for review. They are requesting an 8 f~. garage door and the building is
40 x 24, which is why this is up for review.
Mr. Brown was asked to show the members the location of the building on the lot. It will set back
approximately 60 fk from the street.

Mr. Schulke pointed out that this garage is over 200 sq. ff. in area, and his garage door is over 7 ff.
We need to review this according to Code based on 7 a, b, e, & d on page 328, 'and if he meets all
this criteria, we should approve it.
Mr. Brown explained that the accessory will have the same exterior as his house. He assured the
Commission that he would not store any equipment related to his business in this structure.
Ms. Kilkelly and Mr. Schuike and Ms. Brantmeyer have seen the property.
Discussion was held about improving drawings and noting the "Unity of Title" on the paperwork.
The drawings also did not indicate the future culvert and concrete driveway that will be put in.

I make a motion that we approve the permit for 1520 Clearbrook Street, Sebastian for Daniel
H. Brown, owner/builder for the construction of the storage building.

Since this is the first site approved under the new regulations, the applicant was asked to sketch the
location of his proposed accessory structure on a survey sheet for reference.
TRANSFERAL OF SITE PLAN OWNERSHIP - SECTION 20A-10.5 - FISCHER
INDUSTRIAL PARK TO MECHANICAL RESEARCH AND DESIGN
Mr. Carl Fischer stated his conflict of interest and withdrew fi~om voting. He has signed the form BB.
It was mentioned that Ms. Kilkelly was in rotation to vote.
Ms. King referred to Section 20A-10.5 that discussed "termination, extension and transferability".
This Section stated that site approval may be transferable upon approval by the P & Z Commission.
Dr. Fischer obtained site plan approval in approximately 1988, and has since carved a piece of this
property away to sell off, and is asking in his letter of November 30, that you transfer the site plan
approval to the new owner, who is anxiously waiting to begin construction, and has already applied
for a building permit.

The building permit cannot be issued till he has site plan approval.
MOTION by Barnes/Munsart
I make a motion to transfer the site plan of Fischer Industrial Park, the portion indicated in
Phase II, to Mr. Peno, of 6520 114th Lane, Sebastian Florida.
Roll call was taken. 7-0 motion carried.
DISCUSSION - INITIAL REVIEW - OFF-STREET PARKING REQUIREMENTS
Ms. King explained that the Board of Adjustment requested that certain portions of the parking code
be looked at, and possibly some changes made. There have been a rash of applications made for
variances, for Dentists and Doctors. The present code has a lot of requirements on their parking and
they have been asking for relief from that. There have been three variances granted, and they felt that
at this rate, maybe the code needs to be looked at. The variances included reducing the number of
spaces from 15 to 8; another was also reduced to a smaller number; the last one was a flat reduction
from approximately 15 to 8, to the best of her memory.
Mr. Schulke suggested possibly having the Developer order a study done by an engineer/ technician
to study how many spaces are really needed at present Doctor/Dentist offices.
Ms. Kilkelly referred to Naples Code Book, Section 106-107 which has a "Parking Needs Analysis".
She suggested adding this section to our code.
Mr. Fischer suggested having a workshop to study the Palm Bay code as well as others, and possibly
adopt additional requirements that cover large office needs as well as small office needs.
Chmn. Thompson suggested deferring this discussion to the next meeting, and if this Commission
does not come to some solution, then a workshop could be set up.
Mr. Schulke asked for a copy of the ITE Parking Generation Manual to have for reference.

MEMBERS MATTERS:
Ms. Brantmeyer asked Ms. King if she has a building permit issued for a model on Concha. The
Builder's initials are WJS, Unit 112 Block 293 and she thought lot 2 or 3. Ms. King would check.
She then reported that a certain builder in town had clear-cut lots on Mainsail, on Periwinkle and on
Concha. Prior to the clearing, there were many trees with red ribbons on them.

Mr. Johns noted that he wouldn't be present for the next meeting as he would be out of town.
There is a special workshop on Saturday, 8 a.m.
Mr. Pliska noted that he would not be here for the next two meetings.
Ms. Kilkelly asked if the Seminar would be taped for those who could not attend, and the Secretary
assured her that it would.
Mr. Barnes noted that on Mel Fischer's application, we had discussion with Bruce Cooper about
looking at the ordinance, as this application is for parking on the East side of Indian River Drive.
We've had one application with parking on the West side, which is allowed by ordinance. We
discussed looking at the ordinance to allow parking on the East side, and would like this added to the
next agenda.
Mr. Barnes announced that Solin and Associates was directed to review the Comprehensive Plan, as
of the City Council last night.
