REGULAR MEETING MINUTES
DECEMBER 8, 1988
CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7:04
PRESENT; MR. KRULIKOWSKI, MR. FULLERTON, N_RS. POOLE, ERS.
KILKELLY, MR. GILCHER, MR. NAHONEY.
ABSENT; MRS. TAYLOR AND MR. WADSWORTH BOTH EXCUSED
ALSO PRESENT; BRUCE COOPER, LINDA KINCHEN
ANNOUNCEMENTS; CHAIRMAN ANNOUNCES THAT THE LULICH SITE PLAN
IS BEING REMOVED FROM THE AGENDA TO BE DISCUSSED,AT A LATER
DATE.
APPROVAL OF MINUTES; NOVEIIBER 17, 1988 MR. FULLERTON MAKES A
CORRECTION ON PAGE TWO WITH REFERENCE TO INVITING MR. GILANIS
TO THE MEETING AND STATES IT SHOULD READ SEND A LETTER.
A MOTION TO APPROVE THE MINUTES AS AN.ENDED WAS MADE BY MR.
FULLERTON SECOND BY MRS. POOLS PASSED UNANIMOUSLY.
MODEL HOME PERMIT; YACKSO/STRNAD
KEVIN CROWE IS PRESENT TO REPRESENT THE PROJECT
CHAIRMAN QUESTIONS THE 30 FOOT DRIVEWAY REQUIREMENT ON CORNER
LOT~ AND IT IS BROUGHT UP THAT THE SECRETARY REMEMEERS THAT
BEING CORRECTED AT THE TIME THE DRIVEWAY PERMIT WAS PULLED
CHAIRMAN ASKS FOR CONFIRMATION AND THE SECRETARY PULLS THE
PERMIT FROM THE ENGINEERING OFFICE BRUCE COOPER STATES THE 30
FOOT REQUIREMENT HAS BEEN MET ON THE PERMIT APPLICATION.
CHAIRMAN ALSO STATES THAT TWO PROPERTY OWNERS HAVE SENT
OBJECTIONS TO THE PERMIT
THE PUBLIC HEARING SECTION WAS OPENED AT 7:26 P.M. AND CLOSED
WITH NO COMMENTS AT 7:26 P.M.
A MOTION TO APPROVE THE PERMIT WAS MADE BY MRS. KILKELLY
SECOND BY MRS. POOLE UNDER DISCUSSION MR. VORATH'S CoI~PLAINT
REFERENCE DRAINAGE WAS DISCUSSED.
A ROLL CALL VOTE RESULTED IN A 4-2 PASSAGE WITH MR.
KRULIKOWSKI AND MR. MAHONEY VOTING NO.

AT THiS TiME THE CHAIRMAN REQUESTS THAT A MOTION TO ALLOW THE
OWNERS OF THE LEARNING NEST TO SPEAK TO THE BOARD FOR A FEW
MINUTES BE MADE.~ MOTION WAS MADE BY MR. MAHONEY SECOND BY
MRS. POOLE PASSED UNANIMOUSLY.'
PAT LUNDELL AND MARLENE ANDREWS EXPRESS THEIR FEELINGS ABOUT
THE POSSIBILITY OF ALLOWING CHILD CARE CENTERS IN THE CL-512
DISTRICT. THEY AT THE MAXIMUM NOW AND WOULD LIKE TO EXPAND
AND FELT THAT 512 WOULD BE AN EXCELLENT LOCATION.
IT WAS THE GENERAL FEELING OF THE MEMBERS THAT LOOKING AT A
CHANGE TO ALLOW CHILD CARE CENTERS ALONG 512 WAS ACCEPTABLE
AND BRUCE WILL SEE WHAT HE CAN COM~ UP. '
EXPAND LAND DEVELOPMENT CODE REFERENCE AIRPORT NOISE
MR. GILCH~R SPEAKS REGARDING THIS MATTER AND BRIEFLY GOES
OVER HIS FOUR PAGE LETTER REGARDING HIS FEELINGS. THERE WAS A
LOT OF DISCUSSION BETWEEN THE MEMBERS WITH BRUCE COOPER AND
BOB MCCARTHY, CITY COUNCILMAN ALSO SPEAKING ON THIS MATTER.
MR. GILCHER MADE THE FOLLOWING MOTION FROM HIS PAPERWORK;
"I MOVE THAT THE PLANNING AND ZONING COl(MISSION REQUEST CITY
STAFF PREPARE ADDITIONS TO THE,LAND DEVELOPMENT CODE (AND
COMPREHENSIVE PLAN WHERE NECESSARY) LIMITING THE RESIDENTIAL
USE OF LAND WHERE THE NOISE.OF AIRCRAFT IS PREDICTED TO
EXCEED PREDETERMINED LIMIT~. THE ADDITION SHOULD ALSO COVER
AIRCRAFT GENERATED SAFETY HAZARDS; AND SHOULD INCLUDE AN
INTERFACE WITH THE AIRPORT MASTER PLAN."
SECOND WAS MADE BY MR. MAHONEY FOR DISCUSSION
AFTER SOME DISCUSSION REGARDING THE AIRPORT MASTER PLAN AND
THE NOISE STUDY IT CALLS FOR THE FOLLOWING ROLL CALL VOTE WAS
TAKEN.
MR. GILCHER - YES, IIR. MAHONEY - YES, MRS. KILKELLY- NO,
MRS. POOLE - NO, MR. FULLERTON - NO, MR. KRULIKOWSKI - YES
MRS. KILKELLY STATED HER REASON FOR VOTING NO WAS DUE TO THE
PART LIMITING RESIDENTIAL USE IN THE MOTION AND THAT SHE WAS
NOT AGAINST FURTHER INVESTIGATION OF THIS MATTER.
MR. FULLERTON STATED HE VOTED NO BECAUSE HE FELT THE MOTION
WAS PREMATURE AND SHOULD WAIT TILL THE NOISE STUDY HAD BEEN
COMPLETED.
SINCE THE MOTION DIED DUE TO A TIE VOTE IT WAS DECIDED THAT
BRUCE WOULD GATHER SIMILAR INFORMATION FROM SURROUNDING
CITIES AS WELL AS COMMENTS FROM THE CITY ATTORNEY ON THIS
MATTER AND BRING THEM BACK TO A MEETING IN JANUARY.
THE MEMBERS WHO VOTED NO HAD NO OBJECTIONS TO THIS.

NEW REGULATIONS MOBILE HOME AND MANUFACTURED HOMES
MR. FULLERTON STATED HE FELT THE BOARD SHOULD BE AWARE OF THE
INFORMATION HE PRESENTED AND THOUGHT THAT THE CITY ATTORNEY
SHOULD LOOK INTO IT. BRUCE STATED HE FELT IT WAS PREMATURE TO
LOOK INTO THIS HATTER AT THIS TIME sINCE NO ONE KNEW IF AN
APPEAL WOULD ~ GRANTED AND THAT IT WAS TAKING PLACE IN A
TOTALLY DIFFERENT STATE THEN FLORIDA.
ALSO MR. FULLERTON MADE A MOTION THAT THE FELLSMERE ORDINANCE
REFERENCE AGE OF MOBILE HOMES BE PASSED ON TO THE CITY
COUNCIL FOR REVIEW AND iNFORMATION SECOND BY HR. MAHONEY
PASSED UNANIMOUSLY.
CHAIRMANS MATTERS; NONE
MEMBERS MATTERS; MR. FULLERTON SUGGESTED THAT ASPHALT AND
CEMENT PLANTS SHOULD NOT BE ALLOWED IN ANY OF OUR
INDUSTRIAL ZONES. BRUCE STATES THAT THE CODE DOES NOTALLOW
THEN NOW AND THE ONLY WAY THEY COULD GET IN WOULD BE THRU A
SPECIAL USE PERMIT GRANTED BY THE CITY COUNCIL.
MRS. KILKELLY BRINGS UP THE COST FOR THE REGIONAL PLANNING
BOOKS AND STATES THEY HAVE GROWN TO T§O PAGES SO SHE FEELS
THAT SPENDING $12.00 PER MEi~BER IS NOT OUT OF LINE. SHE ALSO
INQUIRES OF BRUCE WHEN LES SOLiN WiLL COlfPLETE THE CITY PLAN;
BRUCE ADVISES HE IS COMPLETED AND IS IN THE PROCESS OF
PUTTING THE BOOKS TOGETHER AT THIS TIME.
MR. MAHONEY STATES THAT THE INLET MARINA HAS NOT INSTALLED
THE HEDGE REQUIRED BY THEIR SITE PLAN AND BRUCE ADVISES THAT
THEY ARE NOT COMPLETED WITH THEIR SEND FLOOR RENOVATIONS AND
THAT THEY SHOULD BE FINISHED IN THE NEAR FUTURE.
MR. GILCHER MAKES A MOTION TO REVERT BACK TO PICKING UP THE
PLANNING AND ZONING PACKAGES ONE WEEK BEFORE THE MEETING
SECOND BY ME. MAHONEY - MOTION DIES DUE TO A TIE VOTE WITH
MRS. POOLS, MR. FULLERTON AND MR. KRULIKOWSKI VOTING NO.
DISCUSSION TURNS TO THE POSSIBILITY OF THE PACKAGES BEING
DELIVERED OR LEFT SOMEWHERE TO BE PICKED UP ON A SATURDAY
BRUCE STATES HE WILL LOOK INTO THE MATTER.
