IIEETING CALLED TO ORDER BY CHAIRMAN KRULIKOWSKI AT 7:10 P.M.

THERE BEING NO CHANGES OR CORRECTIONS MRS. POOLS MADE A
MOTION TO APPROVE THE MINUTES AS PRESENTED, SECOND BY MRS.
KiLKELLY PASSED UNANIMOUSLY.

BRUCE COOPER SPEAKS FIRST AND DISCUSSES THE SURROUNDING CITY
REQUIREMENTS. TOM PALMER SUGGESTS THAT THE MINIM~JM CHANGE
SHOULD BE THREE SPACES FOR EMPLOYEES AND ONE PER 200 SQUARE
FEET AFTER MORE DISCUSSION BACK AND FORTH AND MR. COOPER
INDICATING THAT HE FELT ANY CHANGE SHOULD MADE AT THE TIME
THAT THE ENTIRE ORDINANCE IS CHANGED AND NOT PIECE MEAL THE
FOLLOWING MOTION WAS MADE.
MOTION TO KEEP THE ORDINANCE THE SAME AT THIS TIME BY
FULLERTON, SECOND FOR DISCUSSION BY MR. MAHONEY. PA~SED
UNANIMOUSLY.
ATTORNEY PALMER LEAVES THE MEETING AT 7:50 P.M.
HOME OCCUPATIONAL LICENSE - JANE COlfI~ERCIAL CLEANING
NO OBJECTION OR INPUT FROM THE PUBLIC - MBS. MC COMIS
EXPLAINS THIS IS A REQUEST FOR A TELEPHONE ONLY AND ALL HER
CLEANING SUPPLIES ARE KEPT INSIDE HER MINI-VAN.
MR. FULLERTON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL
LICENSE FOR JANICE L. MC COMIS AT 310 PINEAPPLE STREET

BEFORE TODD CAN GIVE HIS PRESENTATION THE CHAIRMAN STATES HE
FEELS NO ACTION SHOULD BE TAKEN BECAUSE OF THE LARGE ANf)UNT
OF LAST MINUTE PAPERWORK GIVEN THE COMMISSION AT THE MEETING
TONIGHT. MR. GILCHER SAYS HE FEELS THE SANE WAY AND HE WOULD
LIKE TIME TO REVIEW THE PAPERWORK.
CHAIRMAN ALLOWS TODD TO DESCRIBE THE PROJECT AND BILL
MESSERSMiTH IS ASKED TO EXPLAIN HIS LETTERS TO THE BOARD.
BRUCE COOPER FEELS THAT ANY WAIVER FOR COMPACT CARS IS NOT
WITHIN THE AUTHORITY OF THE BOARD AND REQUIRES A VARIANCE.
ALSO BRUCE STATES THIS PROJECT DOES ABUT RESIDENTIAL AND THE
SCREENING IS REQUIRED.
MORE DISCUSSION REGARDING THE HANDICAPPED SPACE THAT WAS
MOVED AND REPLACED WITH A REGULAR PARKING SPACE AND WHETHER
IT IS FEASIBLE TO LEAVE THE SPACE WHERE IT IS OR MOVE IT DUE
TO THE FACT THAT CARS WILL HAVE TO BACK IN TO PARK THERE.
MR. FULLERTON MADE A MOTION TO POSTPONE ACTION.ON THIS SITE
PLAN SO THEY HAVE TINE TO INCLUDE ALL CONTINGENCIES AND
QUESTIONS BROUGHT UP TONIGHT, SECOND BY MR. GILCHER.
UNDER DISCUSSION BRUCE FEELS A PRE-APPLICATION CONFERENCE CAN
CLEAR UP ANY PROBLEMS AND THEN PLANS CAN BE REVISED AND
BROUGHT BACK TOTHE BOARD.
THERE WAS SOME DISCUSSION WHETHER THIS WAS A NEW.SITE PLAN OR
A MAJOR MODIFICATION - CODE DOES NOT SPECIFY WHAT A MAJOR
MODIFICATION IS COMPRISED
MR. MAHONEY INDICATES THAT THE APPLICANT HAS ADDRESSED ALL OF
l(R. KESSERSMITHS COKNENTS AND THAT ACTION SHOULD NOT BE
DELAYED.
IT WAS BROUGHT OUT BY MR. GILCHER THAT THE PARALLEL PARKING
SPACES WERE THE WRONG SIZE AND ALSO THAT THE COMMiSSION FELT
NO DOORS SHOULD OPEN UNTO THE DRIVEWAY.
TODD SPEAKS REGARDING THE WAIVERS REQUESTED AND STATES THEY
ARE NOT BEING REQUESTED SIMPLY AS A CARRY OVER FROM THE
PREVIOUS SITE PLAN BUT THAT THEY SHOULD BE CONSIDERED AS
NEW REQUESTS SINCE THE SITE PLAN HAS CHANGED.

AFTER SOME DISCUSSION BACK AND FORTH AND REQUESTS FOR, BACK UP
MATERIAL OR LETTER OF EXPLANATION REGARDING THE PROJECT
BRUCE COOPER REQUESTS THE BOARD TABLE THIS MATTER AND A PRE-
APPLICATION BE SCHEDULED FOR THIS SITE PLAN AS WELL SO THAT
ALL iTEN~ IN THE CODE GAN BE ADDRESSED AND THEN IT CAN BE
RETURNED TO THE COMMISSION FOR DISCUSSION.

MEETING - MOTION DIED FOR A LACK OF SECOND WHILE DISCUSSION

MR. MAHONEY STATES HE IS UPSET THAT LES SOLIN HAS SUBMITTED A
PROGRESS REPORT TO CiTY COUNCIL AND THAT THE PLANNING AND
ZONING BOARD HAS NOT RECEIVED A COPY. BRUCE INDICATES HE
UNAWARE OF THE REPORT THAT HE HAS NOT SEEN IT. SECRETARY
STATES SHE HAS NOT RECEIVED A COPY EITHER. BILL MESSERSNITH
INDICATES HE WILL TRY TO GET COPIES FOR THE BOARD.
BLDG OFFICIAL MATTERS; BRUCE DISCUSSES HIS LETTERS GIVEN TO
THE BOARD TONIGHT -FIRST ON SOME PROPOSED CHANGES TO THE CODE
SECOND ON OPEN HOUSE SIGNS
MR. OlLGHER MADE A NOTION TO EXTEND THE TIME LIMIT FOR THE
BUILDING OFFICIAL TO FINISH SECOND BY MRS. TAYLOR PASSED
UNANIMOUSLY
BOARD GIVES HIM SOME DIRECTION ON THE CHANGES TO RESIDENTIAL
REGARDING LANDSCAPING AND TREES
THEY FEEL THE HEIGHT IS TO STRICT AND THAT NO DEMANDS ON THE
OWNERS SHOULD BE N2kDE AS TO WHERE THE FIVE TREES SHOULD BE
PLACED.
