DECEMBER 21, 1989
CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MRS. TAYLOR, MR. FULLERTON, MR. KRULIKOWSKI, MR.
MAHONEY, MR. WADSWORTH, MRS, KILKELLY, MR. THOMPSON, MR.
SHROYER
ABSENT; MR. GILCHER, RESIGNED
ALSO PRESENT; DAVID FISHER, PETER JONES, BRUCE COOPER, LINDA
KINCHEN
ANNOUNCEMENTS; CHAIRMAN ASKS THAT MR. GILCHER'S LETTER OF
RESIGNATION BE ADDED TO THE AGENDA. UNANIMOUS CONSENT.
DAVID FISHER ASKS THAT THE RICHARD FEY SITE PLAN BE WITHDRAWN
FROM THE AGENDA UNTIL THE NEXT MEETING.
DECEMBER 7TH, 1989 MINUTES; MR. THOMPSON VOTING FOR MR.
GILCHER, MADE A MOTION TO APPROVE THE MINUTES SECOND BY MR,
WADSWORTH PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE - THOMAS RIDER 231 MAIN STREET -
ACCOUNTING SERVICES AND PAYROLL, TAX RETURNS.
NO EMPLOYEES PER MR. RIDER WILL GO TO CLIENTS HOME OR
BUSINESS TO PiCK UP AND DELIVER- NO TRAFFIC
A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR THOMAS
RIDER AT 231 MAIN STREET WAS MADE BY MR. WADSWORTH SECOND MR.
FULLERTON -
PUBLIC HEARING OPENED AT 7:10 P.M. CLOSED AT 7:10 P.M. NO
COMMENT
MOTION PASSED UNANIMOUSLY.
MODEL HOME PERMIT-SUNLIGHT HOMES - A MOTION TO POSTPONE UNTIL
THE APPLICANT CAN BE PRESENT WAS MADE BY MR. FULLERTON SECOND
MRS. TAYLOR - PASSED UNANIMOUSLY,
SITE PLAN RICHARD FEY - A MOTION TO POSTPONE TO THE NEXT
MEETING WAS MADE BY MR, WADSWORTH SECOND MR, FULLERTON PASSED
UNANIMOUSLY.

SITE PLAN - PUBLIC WORKS COMPOUND - CITY OF SEBASTIAN
DAVID FISHER SPEAKS FOR THE CITY OF SEBASTIAN
AFTER SOME DISCUSSION REGARDING THE LOOKS OF THE BUILDING AND
ITS PROXIMITY TO THE NEW 512 CORRIDOR THE FOLLOWING NOTION
WAS MADE.
A NOTION TO APPROVE THE SITE PLAN FOR THE CITY OF SEBASTIAN
PUBLIC WORKS COMPOUND AT 805 LOUISIANA AVE PLAN DATED 11-13-
89 BY HR. WADSWORTH SECOND BY MR FULLERTON - PASSED
UNANIMOUSLY.
SECRETARY ADVISES CHAIRMAN THAT A REPRESENTATIVE FROM
SUNLIGHT HOMES HAS ARRIVED AND COULD THEY PUT IT BACK ON THE
AGENDA.
A MOTION TO PUT THE MODEL HOME PERMIT FOR SUNLIGHT HOMES BACK
ON THE AGENDA WAS MADE BY MR, FULLERTON SECOND MR, THOMPSON
PASSED UNANIMOUSLY.
ANTERO FIGUEIREDO - PRESIDENT - SPEAKS FOR THE PERMIT
MR. THOMPSON STATES IS AN ALL BRICK HOME WHICH SHOULD BE AN
ASSET TO THE COMMUNITY.
THERE WERE NO OTHER QUESTIONS.
PUBLIC HEARING WAS OPENED AT 7:41 P.M. CLOSED AT 7:~1 P.M.
NO COMMENTS
A MOTION TO APPROVE THE MODEL HOME PERMIT FOR SUNLIGHT HONES
AT 1555 BARBER STREET WAS MADE BY MR. THOMPSON SECOND MRS.
KILKELLY PASSED UNANIMOUSLY.
RESIGNATION OF MR. GILCHER
MR, FULLERTON REQUESTS A LETTER OF THANKS BE HAILED TO
MR, GILCHER. THERE WAS MUCH DISCUSSION REGARDING THE FACT
THAT MR, GILCHER WOULD BE SORELY HISSED BY THE COMMISSION PER
MRS. KILKELLY HE WAS A HOVER AND A SHAKER AND GOT THINGS DONE
AND THE COMMISSION WILL HISS HIN. THE REST OF THE COMNISSION
MEMBERS FEEL THE SAME WAY AND SO STATED.

A MOTION TO RECOMMEND TO CITY COUNCIL THAT THE RESIGNATION BE
ACCEPTED WITH REGRET AND A PLAQUE BE AWARDED FOR TIME SERVED
WAS MADE BY MR, THOMPSON, SECOND MRS. KILKELLY PASSED
UNANIMOUSLY.
A MOTION TO RECOMMEND TO THE CITY COUNCIL THAT FIRST
ALTERNATE TOMMIE THOMPSON BE APPOINTED TO FILL THE VACANCY
AND THAT PERMISSION TO SEEK A SECOND ALTERNATE BE GIVEN WAS
MADE BY MRS. KILKELLY SECOND MR. WADSWORTH UNDER DISCUSSION
THE COMMISSION WAS ADVISED THAT MR. GILCHERS TERM EXPIRES IN
FEBRUARY OF l§§O AND THAT THE COMMISSION SHOULD ALSO
RECOMMEND THAT THE COUNCIL MAKE THE APPOINTMENT FOR A NEW
THREE YEAR TERM MRS. KILKELLY AND MR. WADSWORTH AGREE TO
AMEND THE MOTION TO SO STATE. PASSED UNANIMOUSLY.
CHAIRMANS MATTERS; NONE
MEMBERS MATTERS: MR. THOMPSON THANKS BRUCE FOR THE COPY OF
THE ZONING NEWS HE SUPPLIED THE BOARD,
MRS. KILKELLY SPEAKS AS LIAISON FOR THE CITIZENS FOR A
BEAUTIFUL SEBASTIAN AND THAT THE US #1 MEDIANS ARE THERE
FIRST REAL PROJECT. SHE STATES THE CITY COUNCIL WILL BE
RECEIVING A RECOMMENDATION AT THEIR NEXT MEETING WITH REGARDS
TO THIS MATTER.
MR. MAHONEY QUESTIONS WHY RICHARD FEY SITE PLAN WAS REMOVED
AND MR. FISHER STATES IT WAS REMOVED AT HIS REQUEST AND NOT
THE APPLICANTS AND THAT MR. FEY WAS WORKING WITH THE CITY TO
GET EVERYTHING TAKEN CARE OF PRIOR TO COMING BACK BEFORE THE
BOARD,
MR. WADSWORTH STATES THE ANNEXATION COMMITTEE WILL HAVE
SOMETHING BEFORE THE COUNCIL AT THE NEXT MEETING ALSO.
ENGINEERS MATTERS; DAVE TALKS ABOUT THE COMMiSSiON COMING IN
TO TALK WITH HIM BEFORE THE MEETINGS WHEN THERE ARE ANY
QUESTIONS ON SITE PLANS WHICH CAN BE RESOLVED PRIOR TO THE
MEETING. THE COMMISSION STATES IT IS A GOOD IDEA.
BUILDING OFFICIAL MATTERS; BRUCE STATES A SMALL SiGN STUDY
WILL BE MADE WITHIN THE NEXT FEW MONTHS AND DISCUSSES THE
FACT THAT THE BUSINESSES ON LOUISIANA AVENUE WILL BE
SCREENING THERE FACILITIES WITHIN THE NEXT FEW WEEKS.
CITY PLANNER STATES THE RIVERFRONT STUDY WAS APPROVED BY CITY
COUNCIL AND IS NOW UNDERWAY,
