A. Chairman Hill called the CRA Meeting to order at 6:10 p.m. All members were
present.
B. The June 13, 2018 CRA Meeting Minutes were unanimously approved with a motion
by Vice Chairwoman Kinchen and second by Mr. Dodd.

i. ADDrove Grant Award to 920 U.S. Hiahwav 1. LLC (Transmittal. Summary,
Application)
The City Manager said Ms. Butler is requesting assistance for the significant
improvements she is undertaking at 920 U.S. Highway 1.
MOTION by Mr. Dodd and SECOND by Mr. McPartlan to approve the grant request
as presented by staff.

18.105 D. Award Work Authorization #1 Under the Continuino Services Agreement with GAI
Consultants. Inc. in Amount of $33.985 for Conceptual Desions and Construction
Drawings of Landscaoe. Handscaoe. and Sianaae at the Working Waterfront and
Authorize the City Manager to Execute the ADorooriate Documents (Transmittal,
WA#1)
The City Manager said this was conducive to provide more of what the City would
like to see on the waterfront while providing direction to the residents and visitors.
Chairman Hill noted there were designs and locations done a few years ago for signs
in the CRA district but they did not come to fruition and asked how the City will go
forward with this study and the work previously completed.
The Community Development Director replied that she was not aware of a
completed study but she had seen renderings; this project would be concentrated on
the Working Waterfront; and the existing logo would be used throughout the CRA.
Mr. Dodd asked how the Working Waterfront sign and CRA Master Planning process
would be combined at some point to allow for updating the CRA sign overlay in the
LDC. The Community Development Director said the master plan will most likely
recommend a wayrinding study for the CRA and she planned to use the same logo
and color scheme being used today.
Mr. Dodd asked that landscaping be extended to the overlay district to be consistent.
The Community Development Director advised that was the intent, to provide the
same features to be compatible and provide a sense of place.
Mr. Dodd also asked that landscaping be converted to sustainable and low
maintenance, Florida native landscaping.

The Community Development Director offered to include that into the cover letter
(work authorization).
MOTION by Mr. Dodd and SECOND by Chairman Hill to move approval with staff to
integrate the previous way(inding sign study and Florida native landscaping in the
instructions to the consultant.

2018-2019
RECOMMENDATION: Move to Approve Resolution R-18-01
BACKGROUND:
In accordance with Florida Statute 189.418(3), a
Community Redevelopment Agency (CRA) should adopt a budget by resolution. The
proposed budget for Fiscal Year 2018-2019, beginning October 1, 2018 and ending
September 30, 2019, is included as EXHIBIT "A" to the Resolution for the CRA Board's
consideration.
The proposed budget for the CRA is $501,885. The total tax
increment revenue is projected to be $385,710. Upon approval, the CRA budget is
incorporated in the Annual Budget for the City of Sebastian as a Special Revenue Fund.

RESOLUTION NO. 18-01
A RESOLUTION OF THE CITY OF SEBASTIAN COMMUNITY
REDEVELOPMENT AGENCY (CRA) ADOPTING A BUDGET FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND ENDING
SEPTEMBER 30, 2019; MAKING FINDINGS; AUTHORIZING
AMENDMENTS AND TRANSFERS; PROVIDING FOR CONFLICTS;
PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Manager of the City of Sebastian has submitted a budget for the
City of Sebastian Community Redevelopment Agency (CRA) for the Fiscal Year beginning
October 1, 2018 and ending September 30, 2019; and
WHEREAS, the budget includes the estimated expenditures necessary to carry out the
functions of the CRA for the Fiscal Year beginning October 1, 2018, and ending September 30,
2019; and
WHEREAS, the budget includes the estimated revenues to be received by the CRA during
said period from all sources, including tax increment funding; and
WHEREAS, the CRA has examined and carefully considered the proposed budget in a
duly assembled meeting;
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF
CITY OF SEBASTIAN COMMUNITY REDEVELOPMENT AGENCY:
SECTION 1. The City of Sebastian Community Redevelopment Agency does hereby
adopt, confirm and approve the budget attached hereto as Exhibit "A" as the budget for the CRA
for the Fiscal Year beginning October 1, 2018 and ending September 30, 2019.
SECTION 2. The governing board of the CRA does hereby find that:
(a) The budget adopted has been prepared in accordance with generally accepted
accounting principles; and
(b) The estimated revenues to be received by the CRA during the Fiscal Year beginning
October 1, 2018, and ending September 30, 2019 from all sources, including tax increment
funding and reserves, equals the total of appropriations for expenditures in the budget during said
period; and
(c) The budget will regulate expenditures of the CRA and no expenditures or contracts
for expenditures shall be made except in pursuance of budgeted appropriations;
(d) The budget is adopted in accordance with Section 189.418, Florida Statutes.
SECTION 3: hi order to effect an orderly year-end closeout of all financial books and
records for the CRA, the City of Sebastian City Manager is hereby authorized and directed to
increase the corresponding line item appropriations in the budget to the extent of those purchase
orders which shall have been issued prior to September 30, 2018, but shall not have been filled prior
to that date, and is authorized and directed to pay all such purchase orders upon receipt of the goods
or services therein specified from the funds so appropriated. The City of Sebastian City Manager is
hereby further authorized and directed to increase the budget appropriations to the extent of any
unexpended balances from state, federal or other grants as of the end of business on September 30,
2018, and to the extent of any unexpended balances, whether or not encumbered, outstanding in
projects or programs as of the end of business on September 30, 2018 and all such balances shall be
appropriated to the corresponding accounts in the same funds in which they were outstanding as of
September 30, 2018; and the City Manager shall be authorized to expend such appropriations for the
purposes approved by the CRA in connection with such state, federal or other grants, and projects.
The City Manager shall, prior to December 31, 2018, report to the CRA all such purchase orders,
grants and projects. Corresponding changes in the anticipated revenue accounts are hereby
authorized.
SECTION 4: The City Manager is hereby authorized and directed to maintain and amend
the budget so as to reflect the anticipated revenue and the appropriation of, and expenditure of, all
grant funds and bond proceeds committed to, or received by the CRA subsequent to September 30,
2018, and prior to October 1, 2019, in accordance with the directions of the CRA as to the
appropriation and expenditure of such grants and bond proceeds as and when received. The City
Manager shall have the authority to transfer appropriations from one line item to another line item
of the budget, so long as the total appropriations shall not be increased thereby. Transactions
affecting total appropriations, other than those authorized herein in other sections shall require the
prior approval of the CRA. Any such transactions are subject to any restrictive statutes or
ordinances, including those authorizing the issuance of any outstanding bonds.
SECTION 5: CONFLICTS: All resolutions or parts of resolutions in conflict herewith are
hereby repealed.
SECTION 6: SCRIVENER'S ERRORS: Sections of this resolution may be renumbered
or re -lettered and corrections of typographical errors which do not affect the intent may be
authorized by the City Manager, or the City Manager's designee, without need of further action of
City Council by filing a corrected copy of same with the City Clerk.
SECTION 7: This Resolution shall become effective October 1, 2018.
The foregoing Resolution was moved for adoption by CRA Board member . The
motion was seconded by CRA Board member and, upon being put into a
vote, the vote was as follows:

City of Sebastian Community Redevelopment Agency was created by City Ordinance in 1995, pursuant to
Section 163.397, Florida Statutes. The purpose of the Community Redevelopment Agency is the removal of
blighted areas and the development of such areas, pursuant to the Community Redevelopment Act of 1969.

CRA MEETING DATE: September 26, 2018
AGENDA ITEM TITLE: Septic -to -Sewer Program Grant Application
RECOMMENDATION: Approve grant application up to the maximum allowed
BACKGROUND: In accordance with the Septic -to -Sewer (SSP) Grant Program, a
property owner has submitted a grant application for a parcel located within the CRA district.
The applicant will be removing a septic system and connecting to the Indian River County's
wastewater sanitary system. A complete grant application has been provided, including a copy of
the deed, proof of taxes paid, and a wastewater connection design plan as submitted from the
following applicant:
• 821 U.S. Highway 1 —Paul Kelley - $15,000
If approved, an award can be granted up to the maximum amount
of $15,000 per septic system for reimbursement of costs incurred with design, removal, and
connection. The first $10,000 of the award will be paid equally from the CRA and Indian River
Lagoon Council grant funds, with the next $5,000 covered solely by the CRA.

WITNESSETH that the GRANTOR, for and in consideration of the sum of TEN AND N01100 DOLLARS
($10.00), and other good and valuable consideration to GRANTOR in hand paid by GRANTEE, the receipt whereof
is hereby acknowledged, has granted, bargained and sold to the said GRANTEE and GRANTEE's heirs, successors

The interest of the Grantee herein shall not merge with interest Paul F. Kelley, as the sole Trustee of the Elizabeth
A. Kelley Revocable Trust Agreement dated November 8, 2011 in that certain purchase money mortgage dated
November 10, 2004 recorded in Official Record Book 1801, page 1670, as assigned in Official Record Book 2537,
page 2046, Public Records of Indian River County, Florida. There shall not be a merger of the fee with the lien of
the Mortgage.

AGENDA ITEM TITLE: Septic -to -Sewer Program Grant Application
RECOIMMENDATION: Approve grant application up to the maximum allowed with conditions
BACKGROUND: In accordance with the Septic -to -Sewer (SSP) Grant Program, a
property owner has submitted a grant application for a parcel located within the CRA district.
The applicant will be removing three (3) septic systems and connecting to the Indian River
County's wastewater sanitary system. A complete grant application has been provided, including
a copy of the deed, proof of taxes paid, and a wastewater connection design plan as submitted
from the following applicant:
1206 U.S. Highway 1 — Robert and Ronna Greason
If approved, an award can be granted up to the maximum amount of $15,000 per septic
system for reimbursement of costs incurred with design, removal, and connection. The first
$10,000 of the award will be paid equally from the CRA and Indian River Lagoon Council grant
funds, with the next $5,000 covered solely by the CRA.
The following conditions are recommended as part of the consideration for approval of this grant
application:
1. The applicant wishes to tie into the City of Sebastian Force Main as part of the connection to
the County sewer system. The City and Applicant have agreed to reduce the grant amount by
$2763.50, half of the Cities portion of the infrastructure cost for the tie in.
2. The Applicant agrees to provide assurance of maintenance responsibility through an
agreement to be executed prior to connection to the County's Force Main.

SECTION 5: APPLICATION PROCESS AND DEADLINE
Applications will be accepted on a first come, first served basis.

The following chronology outlines the application process:
(1) The applicant receives a FSL Grant Rnagracn-Application. Application forms are
available at City Hall, the City's website (www.cityofsebastian.org) or the office of the
Sebastian River Area Chamber of Commerce, 700 Main St., Sebastian, Florida. City
Staff is available to meet for an optional pre -application meeting to answer any
questions.
(2) The applicant completes the application (pgs. 6, 7 & 6) and submits it to the City for
review and consistency with the CRA Redevelopment Plan, the Land Development
Code, and any other applicable plans. The application package includes the
following:
a. completed application;
b. proof of ownership of the property;
c. proof of paid property taxes (current and prior years),
d. copy of Local Business Tax Receint(s) (current);
e. copies of two 2 cost estimates for the work to be completed; and,
f. photos of areas to be improved and/or the proposed improvements.
The applicant is responsible for all building and other permits and fees which are
associated with the proposed project.
• Applicants are advised to submit a complete application and all supporting materials
per the instructions in this packet. Incomplete applications will not be reviewed
(3) Staff will review the grant application based upon FSL grant criteria established
herein, and forward a recommendation to the CRA Board for final grant
consideration. The CRA Board shall approve, approve with modifications, or deny
the funding application.

that orant awards made are discretionary in nature and should not be considered an
entitlement by the aoolicant. All grant criteria contained herein are auidelines for
awards and successful applicants may receive anv amount uo to the maximum award.
Should an application meet all arant criteria. a arant may or may not be awarded at the
CRA Board's discretion due to fundina limitations. comoetina applications. and/or
comoetina priorities.
• Please note that applications must be reviewed and approved BEFORE fagade,
sign or landscaping construction work begins. Grants will not be awarded to
improvement projects (facade, sign or landscaping) that are under construction or
completed prior to grant application.
(5) For approved grant projects, prior to construction of improvements, the applicant
must submit and receive applicable building and other regulatory permits.
(6) Upon completion of the improvements, finalInspection and approval by the City, and
issuance of a certificate of esoupaney—completion (if applicable), the applicant
submits a "reimbursement package" to the City which includes the following:
a. completed reimbursement form (provided by the City);
b. eeples-of apla4 sabfe-iaveises-erteseipts;
c. proof of payment for improvements (whch must be at leAct cc ^ ieh as ;he

• Acceptable documentation is defined as PAID invoices/statements and/or schedule
of values from vendors clearly detailing the work done, accompanied by copies of
the cancelled check(s) or paid receiots showing payment accompanied by a vendor
invoice.
(7) If the project is not completed, is not approved in its final inspection, or does not
receive its certificate of occupancy (if applicable) within one year of award, the grant
award shall expire. The applicant may request a 6 month extension. Extensions
shall only be granted by the CRA Board.

SECTION 76: FSL GRANT IMPROVEMENT RANKING CRITERIA
The following selection criteria may be used to review and rate applications for the FSL
Improvement Grant-Rregram. Criteria are derived from the goals and objectives of the
City's adopted Redevelopment Plan as well as the City's adopted Comprehensive Plan.
(1) Streetscape Aesthetics and Functionality and Quality of Design Degree to
which the proposed project enhances the streetscape of Sebastian CRA district,
including the addition or enhancement of display windows, awnings, landscaping,
handicapped accessibility and architectural amenities such as arcades, balconies and
porches. Higher consideration will be awarded for achieving the goals of the Riverfront
Overlay District and for remedying non -conformities.
(2) Conformity to City Regulations and Overlay District Goals Degree to which the
proposed project promotes the unique character of Sebastian and promotes the overlay
goals through the implementation of the Land Development Regulations and the use of
urban design principles, site design, architecture, materials, color, landscaping, and
other visual physical amenities.
(3) Removal of Slum and Blight and Positive Impact to Neighborhood Degree to
which the proposed project upgrades or eliminates substandard structures, code
violations and/or eliminates non -conforming uses, as well as achieving the goals of the
CRA district.
(4) Historic Preservation and Materials Degree to which the proposed project
promotes the historic character of Sebastian through historic preservation, adaptive re-
use of historic structures, site design, architecture, materials, landscaping, and other
visual and physical amenities.

reimburse up to 50% of the costs, up to the dollar amount approved by the CRA Board.
E. For exterior fagade improvements, up to $10,000 shall be available for an individual property. The
City will reimburse up to 50% of the costs, up to the dollar amount approved by the CRA Board.
F. For exterior fagade improvements including signage and/or landscaping, up to $15,000 shall be
available for an individual property. The City will reimburse up to 50% of the costs, up to the dollar
amount approved by the CRA Board.
SECTION 5: APPLICATION PROCESS AND DEADLINE
Applications will be accepted on a first come, first served basis. The following chronology outlines the
application process:
1) The applicant receives a FSL Grant Application. Application forms are available at City Hall, the
City's website (www.cityofsebastian.org) or the office of the Sebastian River Area Chamber of
Commerce, 700 Main St., Sebastian, Florida. City Staff is available to meet for an optional pre -
application meeting to answer any questions.

2) The applicant completes the application (pgs. 6, 7 & 8) and submits it to the City for review and
consistency with the CRA Redevelopment Plan, the Land Development Code, and any other
applicable plans. The application package includes the following:
a. completed application;
b. proof of ownership of the property;
c. proof of paid property taxes (current and prior years);
d. copy of Local Business Tax Receipt(s) (current);
e. copies of two (2) cost estimates for the work to be completed; and,
f, photos of areas to be improved and/or the proposed improvements.
The applicant is responsible for all building and other permits and fees which are associated with
the proposed project.
• Applicants are advised to submit a complete application and all supporting materials per the
` instructions in this packet. Incomplete,poolicatipns,gill not be reviewed.
3) Staff will review the grant application based upon FSL Grant criteria established herein, and
forward a recommendation to the CRA Board for final grant consideration. The CRA Board
shall approve, approve with modifications, or deny the funding application.
4) The CRA Board shall have sole authority to award grants. If a grant application is denied, the
applicant may reapply in the next funding cycle. Applicants are reminded that grant awards
made are discretionary in nature and should not be considered an entitlement by the applicant.
All grant criteria contained herein are guidelines for awards and successful applicants may
receive any amount up to the maximum award. Should an application meet all grant criteria, a
grant may or may not be awarded at the CRA Board's discretion due to funding limitations,
competing applications, and/or competing priorities.
• Please note that applications must be reviewed and approved BEFORE fagade, sign or
landscaping construction work begins. Grants will not be awarded to improvement projects
(fagade, sign or landscaping) that are under construction or completed prior to grant application.
5) For approved grant projects, prior to construction of improvements, the applicant must submit
and receive applicable building and other regulatory permits.
6) Upon completion of the improvements, final inspection and approval by the City, and issuance
of a certificate of completion (if applicable), the applicant submits a "reimbursement package' to
the City which includes the following:
a. completed reimbursement form (provided by the City);
b. proof of payment for improvements from copies of applicable paid invoices or receipts;
d. photos of improvements (before and after);
e. W9 form for the purpose of obtaining a vendor number for funds to be distributed.
Applicants will receive grant funding after the oroiect is completed and all associated costs have
been paid. It is the responsibility of the award recipient to maintain proper documentation of funds
expended in the course of completing the improvement project. Release of funds is subject to
submission of this documentation.

• Acceptable documentation is defined as PAID invoices/statements and/or schedule of values from
vendors clearly detailing the work done, accompanied by copies of the cancelled check(s) or paid
receipts showing payment accompanied by a vendor invoice.
7) If the project is not completed, is not approved in its final inspection, or does not receive its
certificate of completion (if applicable) within one year of award, the grant award shall expire.
The applicant may request a 6 month extension. Extensions shall only be granted by the CRA
Board.
SECTION 6: FSL GRANT RANKING CRITERIA,
The following selection criteria may be used to review and rate applications for the FSL Grant. Criteria
are derived from the goals and objectives of the City's adopted Redevelopment Plan as well as the
City's adopted Comprehensive Plan.
A. Streetscape Aesthetics and Functionality and Quality of Design Degree to which the
proposed project enhances the streetscape of Sebastian CRA district, including the addition or
enhancement of display windows, awnings, landscaping, handicapped accessibility and
architectural amenities such as arcades, balconies and porches. Higher consideration will be
awarded for achieving the goals of the Riverfront Overlay District and for remedying non -
conformities.
B. Conformity to City Regulations and Overlay District Goals Degree to which the proposed
project promotes the unique character of Sebastian and promotes the overlay goals through the
implementation of the Land Development Regulations and the use of urban design principles, site
design, architecture, materials, color, landscaping, and other visual physical amenities.
C. Removal of Slum and Blight and Positive Impact to Neighborhood Degree to which the
proposed project upgrades or eliminates substandard structures, code violations and/or eliminates
non -conforming uses, as well as achieving the goals of the CRA district.
D. Historic Preservation and Materials Degree to which the proposed project promotes the historic
character of Sebastian through historic preservation, adaptive re -use of historic structures, site
design, architecture, materials, landscaping, and other visual and physical amenities.
