A) A RESOLUTION OF THE CITY OF SEBASTIAN COMMUNITY REDEVELOPMENT AGENCY (CRA) ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019; MAKING FINDINGS; AUTHORIZING AMENDMENTS AND TRANSFERS; PROVIDING FOR CONFLICTS; PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING AN EFFECTIVE DATE. The City Attorney read the title of CRA Resolution No. 18-01 and the City Manager explained the CRA budget was required to be adopted separately from the City's fiscal year budget in accordance with Florida Statute. Plan) The City Manager said this was an ongoing program to remove septic tanks and have properties connect to the County's sewer system. MOTION by Mr. Dodd and SECOND by Mr. Iovino to approve the Septic to Sewer grant award to the property located at 821 U.S. Highway 1. Plan) The City Manager stated this property was eligible for up to $45,000 to remove three tanks and explained that staff would like the applicant to tie into the City's force main and provide a maintenance agreement prior to the connection. He noted to cover the City's cost for tying into the main; the award amount would be reduced $2,763.50. Final Coov) The City Manager stated since agenda publication, he noted there was a typographical error on page 45 and asked the property ratio be changed to "1 to 1" in the first paragraph; and on page 47, he asked to add, "#9 The funds cannot be used to correct a current code violation." The Community Development Director confirmed that if someone received a grant within the last two years, they would not be eligible to receive another grant for the same improvement. Mr. lovino added that the CRA Board may use their discretion as noted on page 49. R-18-31, R-18-32, R-18- 33 to proceed with the second public hearing. .m t $E� HOME OF PELICAN ISLAND COMMUNITY REDEVELOPMENT AGENCY TRANSMITTAL FORM CRA MEETING DATE: November 28, 2018 AGENDA ITEM TITLE: Septic -to -Sewer Program Grant Application RECOMMENDATION: Approve grant application up to the maximum allowed for two (2) septic systems BACKGROUND: In accordance with the Septic -to -Sewer (SSP) Grant Program, a property owner has submitted a grant application for a parcel located within the CRA district. The applicant proposes to remove four (4) septic tanks from two (2) buildings. Though the property is eligible to connect to the new Indian River County gravity wastewater sanitary system located on Jackson Street, the applicant's engineering design proposes connection to the force main on US HWY 1 through a private lift station. The applicant indicates that the property contains existing constraints that may elevate the cost and add risks prohibiting the connection to the new gravity line on Jackson Street. Therefore, a request has been made to allow for grant funding in the amount of $15,000 per septic tank removed. A complete grant application has been provided, including a copy of the deed, proof of taxes paid, and a wastewater connection design plan as submitted from the following applicant: 710 Jackson Street — Halo Rescue\Marie Hart After careful review of the proposed plans and existing tanks, it has been determined that two of the tanks are of one system and one of the tanks has not been properly permitted through the Florida Department of Health in Indian River County (see Attached). Therefore, due to the existing constraints, staff recommends granting of the award to cover only two (2) of the septic tanks removed up to the maximum amount of $15,000 per septic system for reimbursement of costs incurred with design, permitting, tank closure, construction, and connection fees. The first $10,000 of the award will be paid equally from the CRA and Indian River Lagoon Council grant funds, with the next $5,000 covered solely by the CRA. Fl. 32958 RE: Halo Rescue request to tie 2" force main to City's 2'/2" force main Dear Mr. Carlisle: Enclosed is a request from Halo Rescue for the Sebastian CRA Septic -To -Sewer Grant Program grant request. This letter is to make your office aware of some additional expenses that the Halo Rescue owner will incur regarding the proposed project that is not included within the grant request. Please note that the estimated cost on Page 1 of the application, which was prepared by our firm, does not include an additional $4,989.12 assessment from Indian River County for the North County Sewer Assessment Project. We have been notified by Indian River County that as to date, Halo Rescue will have to still pay that additional fee, as well as the estimated fees noted in the grant application referenced herein. Additionally, Halo Rescue will have to pay an additional $4,050 for three additional water ERU's to match Indian River Counties assessment of four (4) ERU's for the sewer from the two structures on the parcel, which is both the Halo Rescue facility and the Acupuncture structure to the east. The applicant may request a six (6) month extension." Mr. Todd Smith, Civil Engineer for the property owners, has requested a 6-month extension of their grant which was awarded by the CRA Board on January 24, 2018. Although site work has begun, and is almost complete, an extension will allow construction activities to be finished, properly inspected, and building permits closed. Smith, PE M', SEAT_" HOME OF PELICAN ISLAND COMMUNITY REDEVELOPMENT AGENCY TRANSMITTAL FORM CRA MEETING DATE: November 28, 2018 AGENDA ITEM TITLE: Septic -to -Sewer Program Grant extension RECOMMENDATION: Provide funding resource for renewal of SSP Grant BACKGROUND: The Cost -Share Agreement between the Indian River Lagoon Council (IRL Council) and the City of Sebastian for the Septic to Sewer Grant Incentive Program within the CRA district is coming to the end of its two year term December 31, 2018. The IRL Council agreed in December 2016 to provide funding in the amount of $100,000 to reduce the pollutant loading from existing septic systems which may be leaching into the Indian River Lagoon. As good environmental stewards, the City had implemented prior to 2016 a waste water sewer hook- up incentive program offering property owners $5000 to remove an existing septic tank and hook-up to the existing sewer line within the City's Community Redevelopment Area (CRA). Due to the high cost for the connection into the existing sewer force main along Indian River Drive, the numbers of applications were low. The City increased this incentive program in 2016 by leveraging the IRL Council grant funds. The Sebastian CRA allocated $230,000 and, leveraging $100,000 from the IRLC Grant, funded a total of $330,000 for the Septic to Sewer Grant Program (SSP). Applicants were eligible to receive up to $15,000 for costs incurred to remove septic systems and connect to the Indian River County wastewater treatment system. Grant funds were disbursed on a reimbursement basis after providing receipts, documentation and inspection of improvements by authorized government officials. The SSP provided up to $10,000 from City CRA funds and up to $5,000 from the Indian River Lagoon Council Grant to qualified projects. Attached please find the SSP Account Summary to Date as well as the Septic to Sewer Grant program accounting to date. Staff recommends requesting a No Cost Extension of one year (December 2019) to the IRL Council for the SSP Grant. This request will allow the distribution of the awarded, yet still pending, recipients to receive their funding in accordance with the Grant. Furthermore, the IRL Council will be announcing their next round of grant RFP's at the end of this month. Grants require 50:50 match of funds. Staff requests direction from the CRA Board regarding the future allocation of matching funds for the SSP should the CRA Board wish to continue funding this program. Grant funds would become eligible FY 2019/2020. For your consideration, the Indian River County Utility Department has confirmed that the North Sebastian Sewer project has been completed within the City limits. Property owners within this area are now eligible for hook up to the gravity sewer line. In July of 2017, the CRA Board agreed that the SSP Grant would cover the costs of septic tank closure, design and permitting, construction costs, and connection fees to the new waste water treatment system. The CRA Board agreed that grant funding would not be provided to cover the assessment costs to Indian River County. There are approximately 50 properties eligible for hook up to this new system.
