HomeMy WebLinkAbout02-05-2019 NRB MinutesCITY OF SEBASTIAN NATURAL RESOURCES BOARD MINUTES OF REGULAR MEETING FEBRUARY 5, 2019 Ms. Mosblech called the Natural Resources Board to order at 6:00 p.m. Plectra of Alleciance was recited by all. III. Roll Call Present: Ms. Mosblech Ms. Callaghan Mr. O'Neill Mr. Stadelman Mr. Wolfe Absent: Ms. Olson — Excused Mr. Roseberry (a) Mr. Moga (a) Also Present Kim Haigler, Environmental Technician Janet Graham, Technical Writer IV. Aooroval of Minutes — January 8, 2019 Meeting Minutes: A motion to approve the January 8, 2019 Minutes as presented was made by Mr. Stadelman, seconded by Mr. O'Neill, and passed unanimously by voice vote. Announcements: A. Welcome New Board Members Ms. Haigler introduced Ruth Callaghan, who has been an alternate Board member, and wasjust moved up to a regular Board member position. There is a new alternate member, Dr. Gerald Roseberry, who is not here this evening. He is an organic chemist and worked for 10 years with the Marine Resources Council. Ms. Haigler announced that Ms. Mosblech was recently voted Teacher of the Year for Indian River County. She also announced that Brian O'Neill has been nominated for the Indian River County Environmental Champion award. NATURAL RESOURCES BOARD PAGE MEETING MINUTES OF FEBRUARY 5, 2019 B. Board Member Positions Available There is currently one full-time position open, and that will be filled by the next City Council meeting. By this Board's next meeting all alternate and full-time Board positions will have been filled. VI. Public Input — None VII New Business — None VIII. Old Business: A. EPA Trash -Free Waters/Litter Quitter Update 1. Partnership and Progress Update Mr. O'Neill reports that due to the government shutdown, this project has been at a standstill. There will be a conference call next Tuesday. Ms. Haigler will get the information on the dial -in number for the teleconference out to the Board members who may be interested in dropping in. B. NRB Earth Day/Arbor Day Celebration: April 27-,2019 1. Updates on preassigned Board member tasks 2. Solicit participation from new Board members 3. Request for Board Member input on event -planning challenges • Vendors Information: Ms. Mosblech has been working on getting the vendors' information. She will reach out specifically to the environmental vendors. • Vendors Information: Mr. Stadelman has already sent an invita0on to all the vendors on the list from last year. He has contacted but not had any response from the retail and food vendors. • The City is arranging to have a volunteer police officer act as a crossing guard across Indian River Drive for the chalk art contest. • Entertainment: Mr. O'Neill stated there is a signed contract with Souljam, but he has since found out that the City does not have a sound system for a rock-and-roll band. He will ask for bids from some suppliers for amplification needs. NATURAL RESOURCES BOARD PAGE MEETING MINUTES OF FEBRUARY 5, 2019 He stated the other smaller bands can still be used, as their needs are not as great for amplification. • NRB Website/Facebook Marketing: Ms. Haigler will work with the MIS Department to get that set up. • Raffle/MOC: Regarding the raffle, that information is on the vendor application. Ms. Mosblech volunteered to help with the raffle, and she stated there is still a need for a Board member to announce the bands, ask environmental questions, and give out door prizes. Mr. Stadelman volunteered for that job. • Be a Gopher Tortoise: Mr. Stadelman will handle that again this year. • Scavenger Hunt: Ms. Mosblech will help with this. Ms. Haigler has the information on last years scavenger hunt, and she will see that Ms. Mosblech gets that. • Other Activities: Ms. Mosblech stated she will encourage the environmental vendors to sponsor their own activities. • Volunteers: Ms. Callaghan has volunteered for this task. Ms. Haigler stated the Boys and Girls Club and the Sebastian Charter Middle School were the main volunteers last year. She also has a list of other volunteers who have helped the NRB in the past, and she will get the information on those groups to Ms. Callaghan. • Marketing: Mr. Wolfe has volunteered for this task. He stated the Board needs to contact the Indian River School District and gel permission to distribute the flyers to the individual elementary schools. Ms. Haigler will handle that. Mr. Wolfe stated the Chamber of Commerce would like to have 50 flyers ASAP. • NRB Booth: Ms. Callaghan volunteered to help Mr. Stadelman with this. Ms. Mosblech inquired whether Ms. Haigler still has the literature regarding reducing plastics use, etc., and Ms. Haigler staled she does have that and will provide it Ms. Mosblech suggested providing some clarification on what products should be recycled. Paper/Magazine Advertising: Mr. Wolfe requested a copy of the press release as soon as it is ready. Ms. Haigler will provide that as soon as the entertainment is finalized. Mr. Stadelman asked what the Board's feelings are regarding serving beer and wine at the Earth Day Celebration. Ms. Haigler stated she would check into what would be required from the City, and the Board members agreed to have her compile the necessary information and then discuss it when that information is available. NATURAL RESOURCES BOARD PAGE 4 MEETING MINUTES OF FEBRUARY 5, 2019 Ms. Mosblech asked if Ms. Haigler had investigated having a water truck at the events. Ms. Haigler stated she has, and it is very expensive. She will contact the County Water Department to see if they provide that service to other events. Ms. Callaghan inquired as to what is involved with the scavenger hunt. Ms. Mosblech described how it was done in the past. Ms. Haigler will send out the information to all the Board members for their review. Mr. O'Neill inquired if $300.00 is allocated for Souljam, how much money is left over. Ms. Haigler stated the total budget for the year is $1,500.00. Mr. O'Neill has solicited quotes for renting an amplification system. IX Member Matters: Ms. Callaghan suggested that it might be planned and announced that in the future there be a day set aside to clean up around the river and canals. Ms. Haigler stated that Keep Indian River Beautiful did have a clean-up last year at the Earth Day event and may likely sponsor one again this year. Ms. Mosblech suggested using buckets or something other than plastic bags in the clean- up. X. Items for Next Aaenda: A. NRB Earth Day/Arbor Day Celebration 2019 Board Member Planning Updates B. Sustainable Business Initiative plan for City Council presentation. Ms. Mosblech inquired whether it is permissible for the Board members to email and contact each other regarding plans for the events. Ms. Haigler stated she talked with the City Attorney and he stated that, as long as the Board members are communicating with each other about the organizing of the event and no decisions are made that are action items that affect how this Board is run or what its initiatives are, then it is permissible. She requested that she be cc'd on those emails, etc. so that she is kept apprised of what is being discussed. XI.
