Indian River County is currently accepting applications for transportation enhancement projects
that would be funded by the federal Surface Transportation Program in FY 2002/03. An example
of an enhancement project is the Indian River Drive Sidewalk that is currently under
construction. Eligible projects include facilities for pedestrians and bicycles, scenic easement
acquisition, landscaping and other scenic beautification, historic preservation, control and
removal of outdoor advertising, and environmental mitigation to address water pollution due to
highway runoff. In reviewing the acceptance criteria along with the City's needs, the staff is
recommending two possible projects: 1) Continuation of Barber Street sidewalk both to the north
and to the south. Specifically, south from Schumann Dr to USI and north from CR -512 to
Hardee Park and 2) a scenic walkway with landscaped education trail at the proposed Riverview
Park Expansion Site (Good Guys Property). If endorsed by the City Council, these projects will
be reviewed by the County for consistency with FDOT requirements, will be prioritized by the
MPO and submitted to FDOT for review and ultimate approval. No match is required, however,
the City must commit to maintain the project at its completion. The application is due to the
County by April 30.
Move to direct staff to prepare an application to the MPO for the continuation of Barber Street
sidewalk south from Schumann Drive to USI and north from CR512 to Hardee Park, and for a
scenic walkway with landscaped education trail at the proposed Riverview Park Expansion Site.

(Response for Item 2b)
The proposed project has a direct relationship to the intermodal transportation
system in terms of function, proximity, and impact. This relationship is as follows:
1. Function: This project will functionally complement an existing
sidewalkibicycle transportation route (funded with Surface Transportation
Funds) along the scenic Indian River Lagoon. The sidewalk/bicycle route
parallels Indian River Drive in the City of Sebastian. The proposed
project provides a necessary and vital component to the sidewalk/bicycle
path by providing improved access and convenience of use. Additionally,
it will bestow users improved scenic and educational value.
The proposed enhancements include provisions for parking, landscaping, a
pavilion and benches (resting area). Additionally, educational plaques
will be installed along a landscaped walkway directly along the riverfront
providing information on the environmental qualities of the Indian River
Lagoon and riverfront vegetation. Specifically, this enhancement project
provides for:
1) 48 parking spaces allowing path users a safe/convenient place
to park while using the facility.
2) A resting pavilion for walkers and cyclists providing shelter
from weather. The pavilion will include benches, and
educational plaques.
3) Landscaping along the corridor, pavilion and parking area will
enhance the use of the area and attract users while providing a

pleasing, scenic view of the river along the Indian River
Lagoon transportation corridor.
4) A 5' wide landscaped walkway directly on the riverfront to
provide education plaques and scenic value concerning lagoon
and riverfront vegetation and sea life.
2. Proximity: The proposed project is co -located with an existing
sidewalk/bikepath that was funded as an enhancement project along Indian
River Drive. Indian River Drive is a 3+ mile long road that links to US -1 to
the north and south and provides an essential scenic by-pass around the
congested U.S. 1 corridor through downtown Sebastian. Indian River Drive
is a destination for tourists, visitors, residents and boaters from the
surrounding area due to its convenient access to the Indian River Lagoon
and Inter Coastal Waterway (ICW). It is of particular interest for fishermen
who visit the area for world-renowned fishing at the Sebastian Inlet State
Park. Additionally, there are several riverfront restaurants that draw visitors
and city residents to the area. Due to the limited parking and access to the
sidewalk, the proposed project will satisfy the need of visitors and residents
by providing a convenient place to park in order to promote maximized use
of the new Indian River Drive sidewak%ikepath.
3. Impact: The impact of this project is far reaching to city and county
residents as well as visitors from neighboring counties. It will provide a
unique education/recreation access to existing public facilities and enhance
desirability by adding a resting pavilion and benches for walkway users.

Response to 2(c)
Please refer to the attached location map. This project will be located at the
Riverview Park — South Extension. The walkway is located on the east side of
Indian River Drive. The proposed facilities will be located on both sides of the
roadway at this location.
Response to 2(d)
This project has unique special qualities, as it is the only sidewalk/bikepath of its
kind in Indian River County. The sidewalk/bike path parallels the Indian River
Lagoon for approximately 2 miles providing a continuous scenic walkway along
the waterway. These special qualities will attract regional users as well as visitors
and will require infrastructure improvements such as parking and shelter/resting
places for users to enjoy while using the sidewalk/bike facility.
Response to 2(e & f)
The land upon which these proposed facilities will be located is under private
ownership. The City has received a grant from FRDAP and the State Legislature
to acquire this property. Indian River County will be contributing to the purchase
and the remaining funding will be from the City's capital improvement budget.
The City anticipates owning the property by the time enhancement funds are
available for this project
