NATURAL RESOURCES BOARD
MINUTES OF REGULAR MEETING
MARCH 5, 2019
I. Ms. Mosblech called the Natural Resources Board to order at 6:00 p.m.
It. Pledae of Alleaiance was recited by all.

IV. ADoroval of Minutes — February 5, 2019 Meeting Minutes:
A motion to approve the February 5, 2019 Minutes as presented was made by Mr.
Stadelman, seconded by Mr. O'Neill, and passed unanimously by voice vote.
V. Announcements:
A. Welcome New Board Members
Ms. Haigler introduced Mr. Bob Howland and Mr. Gerald Rosebery. Mr. Rosebery will
serve as an alternate.
B. Board Member Positions Available
Ms. Haigler announced there is an open full-time position available on the board.

VI Old Business
A. EPA Trash -Free Waters/Litter Quitter Update
Partnership and Progress Update
Ms. Haigler and Mr. O'Neill stated they did not receive the information for joining the
teleconference, so they have no updates. Mr. O'Neill did state that the plans are still in
place for the Keep Indian River Beautiful and the Litter Quitter projects, but there has
been no forward progress due to the government shutdown, which delayed the
government funding programs.
B. NRB Earth Day/Arbor Day Celebration: April W, 2019
Ms. Haigler stated she recently attended the Indian River Lagoon Envirolhon, which is a
competition for high-school students in the area. She met with leaders from several
environmental groups and sent emails to them and invited them to participate in the
Earth Day/Arbor Day Celebration. She also asked for volunteers from these groups.
Updates on pre -assigned Board Member tasks
Ms. Mosblech asked for input on the Board Member tasks as previously discussed.
• Alcohol Service: Ms. Haigler stated that request will be presented to City
Council at their next meeting.
• Retail and Food Vendors: Mr. Stadelman has no new information, as he
had difficulty accessing the files. Ms. Mosblech and Ms. Haigler
volunteered to help with him with that.
• Waste Management: Ms. Haigler stated the plans are in place.
• Fire -Rescue Permits: Ms. Haigler has the requirements for that, and Ms.
Mosblech will send the applications out to all vendors.
• State Food -Vendor Permits: Mr. Stadelman is assigned that task, and
Ms. Haigler described what is entailed in handling that.
• Park Layout: Ms. Mosblech stated that will have to wait until the list of
vendors is complete. Ms. Haigler stated the City is assuming that any
returning vendors will have the same location as last year.
• Entertainment: Mr. O'Neill stated Soul,lam will not appear because of the
cost of renting sound equipment necessary for them. He has a signed

Contract from Robert Johnson, who will be the headliner. The Golden
Euchres and Little Dynamite will also be performing.
• NRB Website/Facebook Marketing: Ms. Haigler explained how she has
taken care of that.
• RafflelMaster of Ceremonies: Mr. Stadelman stated he is handling those

• Be A Gopher Tortoise: Mr. Stadelman is handling this as well.
• Scavenger Hunt: Ms. Callahan has reviewed what was done last year
and will devise a new plan that she wilf present at the next Board meeting.
• Chalk -Art Contest: Ms. Mosblech stated the application has been
submitted, and everything appears ready to go.
• Other Activities: Ms. Mosblech stated that so far there is an environmental
organization that plans something, and a local bee company will be bringing
their hives. She will contact the vendors about sponsoring their own
activities.
• Volunteers: Ms. Callahan will send out requests under the NRB auspices,
although she did send out requests via her personal email.
Ms. Haigler stated the entire Middle School is coming out to the Oyster
Garden on March 11 and 12, and she asked for volunteers to assist with
that. Mr. O'Neill and Mr. Rosebery volunteered. Mr. Wolfe volunteered for
Tuesday and Ms. Callaghan volunteered for Monday morning. Mr.
Stadelman stated he would try to come. Ms. Haigler stated Savannah, the
intern who helped in the past, will also be helping out. She will send emails
to the Board members with all the information on times, dates, etc.
NRB Booth: Ms. Mosblech will be covering that, and Mr. Howland
volunteered to help.
Paper/Magazine Advertising: Mr. Wolfe reported he provided Ms. Haigler
with three radio outlets that may be interested, and they need to receive
press releases. Ms. Haigler requested Mr. Wolfe to come to her office, and
together they can make copies of the flyers to be dispersed.
Various local nurseries were discussed, and flyers will be sent to them.
2. Solicit Participation from new Board Members
Ms. Mosblech addressed the new Board Members. Mr. Rosebery stated he will be out of

town the entire month of April. Mr. Howland stated he has connections to Sebastian Inlet
State Park, and he will contact the County, soliciting their participation in the Earth Day

3. Request for Board Member Input on Event -Planning Challenges
Ms. Haigler asked that she be contacted by any of the Board Members regarding new
ideas or suggestions they may have regarding the Earth Day event.
Ms. Callaghan inquired regarding a clean-up group, and Ms. Haigler reported that there
was a group who did that last year, and they will do it again this year.
Mr. O'Neill stated that the Kiwanis Club has a youth group of 400-500 youths who are
looking for volunteer hours, and they might be a good source for the NRB. Ms. Callaghan
will add them to her list.
Ms. Haigler reiterated the parameters for Board members contacting each other regarding
event planning, and that no agenda items can be discussed.
Ms. Haigler announced the Pelican Island Wildlife Festival will be held on Saturday,
March 9 in Riverview Park. She will be attending and will have some NRB literature
available and invited the Board members to come by.
IX. Member Matters
Ms. Mosblech stated regarding the solar panels that have been installed by FPL at the
splash pad, she suggested some signage be installed to educate the public regarding
how solar power can affect residences, businesses, etc. Ms. Haigler said she would
follow up on that.
