A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, URGING MEMBERS OF THE FLORIDA
LEGISLATURE TO SUPPORT HOUSE BILL 219 AND SENATE BILL
370, AMENDING FLORIDA STATUTE, SECTION 796.07 REQUIRING A
MANDATORY MINIMUM TERM OF INCARCERATION FOR
PROSTITUTION OFFENCES INVOLVING VICTIMS OF "HUMAN
TRAFFICKING" DURING THE 2019 LEGISLATIVE SESSION;
PROVIDING FOR REPEAL OF RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR
DELIVERY TO THE INDIAN RIVER COUNTY LEGISLATIVE
DELEGATION AND THE FLORIDA LEAGUE OF CITIES; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, human trafficking is an international issue. It is a form of modern-
day slavery in which human beings, including young children are controlled and
exploited for profit; and
WHEREAS, trafficked persons most often come from positions of vulnerability.
Perpetrators use force, fraud or coercion to establish control; and
WHEREAS, police departments along the Treasure Coast have identified
evidence of human trafficking within our local communities; and
WHEREAS, House Bill 219 and Senate Bill 370 would amend Florida Statute,
Section 796.07 Prohibiting Prostitution, by including "Human Trafficking" as a form of
prostitution; and
WHEREAS, these bills would require a mandatory minimum term of incarceration
for solicitation of prostitution offenses involving victims of human trafficking.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEBASTIAN, INDIAN RIVER COUNTY, as follows:
SECTION 1. The City of Sebastian urges the state legislature to pass House Bill
219 and Senate Bill 370 during the 2019 Legislative Session, to ensure human
traffickers are incarcerated for prostitution offenses for a mandatory minimum term,
involving their victims under Florida Statute 796.07.
SECTION 2. The City Clerk shall forward copies of this Resolution to the Indian
River County legislative delegation and to the Florida League of Cities.
SECTION 3. EFFECTIVE DATE. This Resolution shall take effect upon its
adoption.
The foregoing Resolution was moved for adoption by Council Member
Dodd , seconded by Council Member Hill and upon, being
put to a vote, the vote was as follows:

The Mayor thereupon declared this Resolution duly passed and adopted this 10" day of
April, 2019.
