MINUTES
MONDAY, MARCH 25, 2019
CITY COUNCIL CHAMBERS
1225 MAIN STREET, SEBASTIAN, FL
1. Acting Chairman Neil Baumgartner called the Veterans Advisory Committee
meeting to order at 3:00 p.m.
2. The Pledge of Allegiance was recited by all.
3. Present:
Neil Baumgartner, Acting Chair, Member of the VFW
Russ Pacowski, Commander, American Legion
Kim Paskiewicz, VFW Alternate Member
Anne Pacowski, Vice President, American Legion Auxiliary
Not Present:
John Kinlen, 1st Vice -Chairman American Legion Post 189 -- Excused
Char Kinlen, President of the American Legion Auxiliary — Excused
John Haskins, Commander of the VFW -- Excused
Barney Giordan, Member of the American Legion -- Excused
Also Present:
Randy Moyer, Procurement Manager
Janet Graham, Technical Writer
Mr. Moyer announced that his last day of employ with the City is tomorrow, but he has
been asked to stay involved with the Veterans Board going forth for now, and he has
agreed because he enjoys being involved and helping out.
4. APPROVAL OF MINUTES
MOTION was made by Mr. Baumgartner and SECONDED by Mr. Pacowski to approve
the February 4, 2019 Minutes. Motion carried by unanimous vote.
5. OLD BUSINESS
A. 2019 Veterans/City Functions
I. February 16, 2019 at 3:00 p.m. Four Chaplains
ii. May 27, 2019 Memorial Day at 11:00 a.m. (Monday)
iii. July 4, 2019 Parade, starts at 8:00 a.m. (Thursday)

iv. November 11, 2019 at 11:00 a.m. (Monday) Veterans Day
V. December 7, 2019 at 12:35 p.m. (Saturday) Pearl Harbor Day
Mr. Moyer stated this section is included in the agenda as a reminder of the events that
are scheduled during 2019.
• Four Chaplains — That event went off without any problems.
• Memorial Day, Monday -- It is his understanding that event is being handled by
the VFW this year. He inquired as to whether there have been any updates on
that event. Mr. Baumgartner stated he had not heard anything. Mr. Pacowski
stated once Mr. Haskins returns, he will find out about the Memorial Day for sure.
Mr. Moyer stated he will contact Mr. Haskins in the next few weeks to be certain
everything is on target for that event.
• July 4w Parade, Thursday — Mr. Pacowski stated the American Legion is
handling that.
• Veterans Day, November 11th, 2019 (Monday) -- Mr. Moyer stated that will be
a joint effort between both organizations.
• Pearl Harbor Day, December 7'h, 2019 (Saturday) — Mr. Moyer stated that is
generally handled by the VFW. Mr. Baumgartner stated he will verify that with
Mr. Haskins.
6. PUBLIC INPUT — None
7. NEW BUSINESS — Memorial Day Plan, backup for ceremony, and continency
weather options.
Since there is no one at the meeting to speak about the Memorial Day plan, Mr. Moyer
requested the Board members who are here today to follow up, especially regarding the
backup plan—weather, etc. He stated the key to the success of all of these events is the
communication among the groups. He asked Mr. Baumgartner if his group will follow up
on getting a keynote speaker for Memorial Day. Mr. Baumgartner said they will do that.
Pertaining to the Fourth of July, Mr. Moyer stated he gave Brian Benton, Director of
Leisure Services, a list from last year pertaining to who will march in the parade, in what
order, etc. Mr. Moyer has not heard anything to indicate that the City will be changing
anything from last years event. There will need to be Grand Marshals chosen, and Mr.
Moyer suggested maybe a citizen grand marshal might be chosen to march behind the
veterans. Mr. Baumgartner suggested a joint meeting between the two groups be held
to discuss that idea. Mr. Moyer will set up a meeting on approximately the first Monday
in May for everyone to get together and have a meeting regarding Memorial Day. He

reminded the Board that if Mr. Moyer is at the meeting, it has to be recorded, so he will
get with the City Clerk regarding a date that the chambers are available.
8. MEMBERS ROUNDTABLE AND TOPICS FOR JUNE 3RD MEETING
Mr. Pacowski stated everyone has been very helpful and cooperative. There has been a
lot of help from the public and the ROTC. His group tries to help anyone who asks for or
appears to need help. The Sebastian wrestling team needed some money for mats, so
the VFW donated money. Mr. Moyer stated one of the veterans who was in the parade,
Harry Ashdown, has passed away. The memorial service for Mr. Ashdown is Saturday,
March 30th, at Riverview Park. He believes the service begins at noon.
Mr. Pacowski thanked the City and Mr. Moyer for all their help and support for the
veterans.
Mr. Baumgartner addressed the subject of the City advertising the veterans activities on
the City's website so that more people are aware of the events that are taking place. Mr.
Pacowski suggested that should be under the purview of the Indian River Veterans
Council. Mr. Moyer volunteered to contact someone from the Indian River Veterans
Council and inform them of our meeting on June 3rd and invite them to attend.
9. Adjourn
There being no further business, MOTION to adjourn the meeting was made by Mr.
Pacowski, SECONDED by Ms. Paskiewicz, and passed unanimously by voice vote.
