A. Presentation — Corbett Alday. Vice President. Guardian Communitv Resource Management
The City of Sebastian is an entitlement city for Community Development Block Grant (CDBG)
funds. The City is required to update the 5 -Year Consolidated Plan as part of the eligibility
process. Guardian Community Resource Management, Inc. has prepared a presentation to
guide the City in formulating the Consolidated Plan for submission to U.S. Department of
Housing and Urban Development (HUD) by the August 16, 2019 deadline.
CDBG funds are reliant upon legislative funding however; the City of Sebastian has received
notification that it qualifies to receive approximately $120,000 per year (beginning on October 1,
2019) through the CDBG program. In order to receive the funding, the City must develop two
documents: a five-year document outlining the goals and objectives known as the Consolidated
Plan and a one year specific plan known as the Annual Action Plan.
The Consolidated Plan and Annual Action Plan are designed to allow communities to develop
their own programs to address decent housing and a suitable living environment. Activities must
be utilized in low and moderate income areas, as well as areas that have an approved
slum/blight study which includes the community redevelopment area (CRA).
