The Graves Bros. plan has been slowly developing in various forms for over a decade or more. There are so many aspects of this plan that need close examination. The principal concerns re: the South Prong area are: 1) potential loss of cypress sloughs south and north of CR510 through direct wetland fill; 2) potential loss of adequate buffer between upland development and South Prong wetlands; 3) potential surface and groundwater impacts related to developmental stormwater systems; and, of course, 4) potential surface and groundwater impacts related to septic systems, should they be installed. Numbers 1) & 2) could end long-range plans for the St. Sebastian River Greenway that was conceived of, and championed by IRLT, PIAS and FSSR, and that was adopted by Resolution of the BCC. This situation is a potentially massive break-out from the Urban Services Area—a catastrophe. Graves and Ryall own most of the 510 corridor. Graves (with a few parcels owned by Barnes) has everything west of 74" Avenue, between 510 and 69h Street. - roughly 2,500 acres all the way down to 69" Street, which by the way is contiguous to Fellsmere south of Vero Lake Estates, and couldjust as easily been shopped to Fellsmere. In total, you're looking at two Vero Lake Estates worthy of potential development in some of the headwaters of the St. Sebastian River. This move appears to be at odds with several criteria and policies of the Sanitary Sewer element, Urban Services policies and New Cities provisions of the Comp Plan as well as the Wabasso Corridor Plan. "I've told City of Sebastian staff and Graves brothers representatives that it is my position that the property south of CR510 yet -to -be -annexed should be developed consistent with the County's new town policy. I've also told them that it's my opinion that County water and sewer service to annexation areas outside the Urban Service Area is not a given and that consistency with County policy as well as available capacity would be among County considerations."
