CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Mayor Hill called the Public Hearing and Stakeholder meeting to Order at 5:01 p.m. 2. The Pledge of Allegiance was recited. 3. DEVELOPMENT OF A CONSOLIDATED PLAN A. Presentation — Corbett A/day. Vice President, Guardian Community Resource Manaaement Mr. Alday introduced himself and displayed PowerPoint slides outlining the program objectives, the City's 2010 Census data and eligible activities. (See attached) He asked for ideas of what the stakeholders and Council thought were priorities noting the benefit would be an annual allocation of approximately $100,000 a year; he would draft a plan with comments received, post it for 30 days on the City's website, and then hold the final public hearing in August for Council to adopt the plan by resolution. In response to Vice Mayor Kinchen, Mr. Alday stated sidewalks could be rehabilitated. Mayor Hill asked if the benefit could be used in concert with for example, a veteran's organization to rehabilitate homes. Mr. Alday said that would be possible and the family's income could be used to qualify if the home was outside the low -moderate income tract (slide 6). 2020-2025 Consolidated Planning Public Hearing & Stakeholders Meeting June 26, 2019 Page Two B. Council may extend by a m'orit vote Barney Giordan, representing the Veterans Council of Indian River County, the American Legion Post 189, and the Sebastian Community Policing Volunteers, said he was very familiar with Sebastian. He said the Veterans Council has a committee that deals with veterans in distress, based on income with assistance up to $5,000. They also have a committee that will combine with other organizations to provide benefits up to $100,000 who is willing to partner with the CDBG program. C. Select Ellcible. Hiah-Level Activities and Annual Action Plan Proiects The City Manager advised that several items can be selected to put in the plan which may not be funded, but if something is not in the plan it will be more a challenge to bring up later. Mayor Hill said If they can all be in the plan he did not see why they should exclude them, but believed a portion should be set aside for veterans and improving streets, sidewalks and swales. Council Member Dodd asked to include enhancements to the Community Policing Program for the low-income area defined on the map (slide 6). Mr. Alday responded a physical investment would be needed. The City Manager said it should be In the census block. 2020-2025 Consolidated Planning Public Hearing & Stakeholders Meeting June 26, 2019 Page Three Vice Mayor Kinchen asked to include sidewalk improvements on North Central from U.S. 1 to Davis Street. Mayor Hill asked to include veteran's assistance. The City Manager said the top priority should be chosen and placed onto the City's website for 30 days to receive comment. Mr. Alday advised they will receive $100,000 per year so if additional funding is needed, it would need to be identified. Vice Mayor Kinchen asked if the demolition of the Harbor Lights Hotel would qualify. Mr. Alday said if Council chose to remove the blight and put a permanent park there that would be eligible but the property would then become a federal asset and if the property was sold, the CDBG Program would need to be paid back. Mayor Hill said during past Treasure Coast Regional Planning Council proceedings it was discussed that a municipality would lose control of their zoning if they accepted funds and wanted to make sure the federal government didn't have any more control over the City's zoning than they currently do. The City Manager said there are some restrictions on what can happen with the property after the money has been expended on but he wasn't aware that zoning would be affected. Mayor Hill asked if the federal government could come along for example five years later to make a demand. Mr. Alday advised if that were to happen he recommended cancelling the entitlement money and no longer participating. Council Member Dodd asked what would be the impact to an individual veteran for a home improvement. Mr. Alday advised that what is commonly done is there would be a lien on the house for ten years and if the veteran sold the house they would have to pay back the entitlement. The City Manager asked to include economic development in the plan for infrastructure development at the Airport. There was no objection from Council for this addition. 6.
