CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Mayor Hill called the Regular City Meeting to order at 6:00 p.m. 2. A moment of silence was held. 3. The Pledge of Allegiance was recited. 4. Announcement - Insurance Services Office. Inc. Buildino, Code Effectiveness Gradina Classification — Wavne Eseltine. CBO FSI CFM (Letter) The Building Official stated the department is audited every three years and ranked on their effective use of the building code to mitigate the community's property damage and on a scale of one to ten, with one being the best, the department scored a three in commercial and four in residential which exceeded the county, state and national average In all categories. Regular City Council Meeting June 26, 2019 Page Two The Building Official also reported that the department has successfully implemented the new MyGovernmentOnline software which they have already seen the benefit of expedited permitting. He invited permitting applicants to visit the Building Department's website http://www.citvofsebastian.ora/on-line-permits that will direct them to the appropriate links. 19.001 B. Announcement - Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reqortinq for Fiscal Year 2019 to Administrative Services Department (Transmittal. Award. Press Release) The Chief Financial Officer said the City has received this award for the last 15 years and he acknowledged this was possible due to his staff, the Budget Review Advisory Committee, and Council's comments. He said his goal and objective was to make the budget document the best report possible. Approve Alcoholic Beverages at Community Center for Faulkner Event on July 21, 2019 from 11:00 am to 5:00 pm - DOB Verified (Transmittal, Application) Council Member Dodd asked to pull Item C. MOTION by Council Member McPartlan and SECOND by Vice Mayor Kinchen to approve Consent Agenda Items A, B, D and E. Roll Call: Vice Mayor Kinchen — aye Council Member Dodd — aye Council Member lovino — aye Council Member McPartlan - aye Mayor Hill —aye Motion carried 5-0. Item C Council Member Dodd noted pages 35 and 36 of the agenda packet are duplicate. MOTION by Council Member Dodd and SECOND by Mayor Hill to approve Item C minus the duplicate page. COMMITTEE REPORTS & APPOINTMENTS - None 9. PUBLIC HEARINGS - None 10. UNFINISHED BUSINESS 19.061 A. Signage Master Plan UrVate/Transmittal. PPT) i. Presentation by Lisa Frazier. AICP. Communitv Develooment Director/CRA Manager The Community Development Director requested a decision from Council as to the logo, color palette and style to move forward with the signage plan throughout the community. She displayed PowerPoint slides depicting the variations and stated once the decisions are made, a bid package will be developed, a sign manufacturer will be selected and signs will be replaced. ii. Select Proposed Lopo and Familv of Signs Desion and Authorize Preparation of RFP for Sign Manufacturer Mayor Hill said he did not have a preference on the color but would like to keep "Home of Six Old Grouches" on the welcome signs. He asked if the City's Sign Shop would be able to repair the signs after the manufacturer's contract has ended. The Community Development Director replied the contract could be extended or go out to bid again. Regular City Council Meeting June 26, 2019 Page Four Council Member Dodd said he preferred the white lettering with teal logo and the fisherman's village type posts if they wanted to continue the theme as they rewrite the Comp Plan; and they might need to change the number of grouches. Vice Mayor Kinchen and Council Member lovino said the while lettering was fine with the teal logo. Council Member McPartlan did not have a preference. Mayor Hill recapped that Council would like the teal logo with the white lettering. He asked if the 'Six Old Grouches' line should stay noting it has been a talking point for years. It was the consensus to leave the 'Six Old Grouches' line on the City's entrance signs and have gray posts with the nautical rope in the CRA district with black posts through the rest of the sign system. 11. PUBLIC INPUT New intimation or requests to City Council not otherwise on the prepared agenda Bob Stephen said adding plants to the bottom of the water is adding to the eutrophication problem in the canals and asked Council to stop. Marcus _7 , 17 year resident, agreed with the previous speaker and said something needs to be done and asked Council what they were going to do about it. Mayor Hill said Sebastian is the only municipality looking into improving the canals and waterways and invited the speaker to look into the City's activities Diana Bolton, Environmental Chair of the Sebastian Property Owners Association, said she would e-mail Council the pediatric cancer study previously mentioned at Council meetings. She also invited anyone who might be interested to contact her regarding algae blooms and chemical spraying. She said she has reviewed the draft budget but does not find a provision covering less harmful vegetation maintenance and asked to meet with staff. Council Member Dodd advised the vegetation maintenance document that is being prepared by the City Manager will include chemical, biological and manual options with cost estimates along with pros and cons. At the time Council choses an option from that document, that will be the time to modify the budget and part of the public discourse will be to ask the people if they want to do this option, and how do they want to fund it. He advised Ms. Bolton that from a budget perspective, she won't see a difference at this point. Joel Roth, 1984 East Lakeview Drive, complimented Council on the decision with the signage. He said in regard to the 'old fishing village' theme, he asked if the City could develop a brochure depicting the design that would be acceptable to City to give developers. The City Manager said there were some vague drawings done but the City didn't want to say those were the only parameters allowed to prevent a 'cookie cutter' look. He added that there are many new buildings that can be shown to interested developers to continue the 'old fishing villege'theme. Regular City Council Meeting June 26, 2019 Page Five 12. NEW BUSINESS 19.096 A. First Readina Ordinance No. 0-19-04 — Petition for Volunlary Annexation — Graves Brothers Comoanv — Set Public Hearing for August 28. 2019 (Transmittal. 0-19-04. Reoort. Attachment A) AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, PROVIDING FOR THE VOLUNTARY ANNEXATION FOR LAND CONSISTING OF 1,116 ACRES, MORE OR LESS, LOCATED SOUTH OF COUNTY ROAD 510 ROW, WEST OF LANDS ADJACENT TO THE 74' AVENUE ROW; NORTH OF 69' STREET ROW, AND EAST OF 82ND AVENUE ROW; PROVIDING FOR THE EXTENSION OF THE CORPORATE LIMITS AND BOUNDARIES THEREOF; PROVIDING FOR INTERIM LAND USE AND ZONING CLASSIFICATION; PROVIDING FOR SCRIVENER'S ERRORS; PROVIDING FOR CONFLICT AND SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The City Attorney read the title to Ordinance No. 0-19-04. The City Manager said the main purpose of tonight's reading was to hold the first reading and set the public hearing date. The Community Development Director said this is in accordance with F.S.171.044 as well as the City's Comprehensive Plan; the property is adjacent to the boundaries of the City; there will be a mix of future land use designations in order to achieve consistency with the City's adopted Future Land Use Element of the 2009 Comprehensive Plan. The property currently maintains active agriculture use therefore the zoning will remain as agriculture A-1 until the conceptual plan has been completed. A statement of concurrency analysis has been submitted by the applicant. Dr. Richard Baker, President of the Pelican Island Audubon Society, asked if there was a letter from the County on this subject. Mayor Hill said he did not see a letter at the time of the meeting. Dr. Baker said the County outlined reasons why the project shouldn't go through. The City Manager said the letter was received at 4:30 today and he did plan to meet with County staff prior to the August 28 public hearing. Pamela Parris, Sebastian Property Owners Association, asked where the public will be able to see the plans, agriculture zoning, stormwater impact, and school concerns prior to the August 28 meeting. Mayor Hill advised the documents given tonight and in the future will be on-line and the public is welcome to participate in the public hearing. MOTION by Mayor Hill and SECOND by Council Member McPartlan to pass Ordinance No. 0-19-04 on first reading providing for a voluntary annexation by Graves Brothers Company and set the public hearing for August 28, 2019. Mayor Hill assured the public that he will look into this annexation very closely and pointed out that all new developments require septic and water hookups. Council Member Dodd said he has asked questions about the septic and water and found there is adequate capacity on CR510 for an adjacent development the County is planning. He noted the Graves Brothers proposal protects the wetlands, has town center structures, and they intend to maintain the streets. Regular City Council Meeting June 26, 2019 Page Six He said the County will approve a subdivision even if it does not come into the City; it is concurrent to the City and it is appropriate to look at the property to control how it is developed. He said in his 13 years sitting on the Planning and Zoning Commission he has not seen a decision made that destroyed property or was negative to customers. He assured the public the City is doing the right thing and was in favor of moving forward with the project. CITY ATTORNEY MATTERS The City Attorney announced that the Special Magistrate hearing was yesterday regarding some chronic code violation properties and at the next meeting he will bring forward some proposals to foreclose on those properties. 14. CITY MANAGER MATTERS The City Manager said he was looking forward to the July 4� Celebration. 15. CITY CLERK MATTERS The City Clerk reminded parade participants to refrain from throwing any candy and trinkets to keep the children safe and Indian River Drive litter -free. 16. CITY COUNCIL MATTERS A. Council Member lovino - None B. Council Member McPartlan - None C. Mayor Hill said he looked forward to seeing everyone out at the July a Celebration. D. Vice Mayor Kinchen wished everyone a safe holiday. E. Council Member Dodd asked that in the future, when officers from the Sebastian Property Owners Association provide public input to Council, they disclose if they have discussed their comments with their membership and had a motion with a vote or if they are speaking their individual opinion as an officer. 17. A few of the MUTCD requirements that are recommended for consideration: Signs should not have more than three (3) blades (destinations) for roads where the speed limit is 45 or over. Four (4) blades are proposed on roads with a lower speed. The font size for roads of 45 and over most be 6" tall (caps) and 4" for lower speed roads The contrast between blade and message needs to be 70% The messages should be spelled in upper and lower case (easier to read —ADA and MUTCD requirement) The message cannot contain more than 18 character The arrow order must be straight ahead, left turn, right turn.
