CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Mayor Hill called the Public Hearing and Stakeholder meeting to Order at 5:01 p.m. 2. The Pledge of Allegiance was recited. 3. DEVELOPMENT OF A CONSOLIDATED PLAN A. Presentation — Corbett Aldav, Vice President, Guardian Communitv Resource Management Mr. Alday introduced himself and displayed PowerPoint slides outlining the program objectives, the City's 2010 Census data and eligible activities. (See attached) He asked for ideas of what the stakeholders and Council thought were priorities noting the benefit would be an annual allocation of approximately $100,000 a year; he would draft a plan with comments received, post it for 30 days on the City's website, and then hold the final public hearing in August for Council to adopt the plan by resolution. In response to Vice Mayor Kinchen, Mr. Alday stated sidewalks could be rehabilitated. Mayor Hill asked if the benefit could be used in concert with for example, a veteran's organization to rehabilitate homes. Mr. Alday said that would be possible and the family's income could be used to qualify if the home was outside the low -moderate income tract (slide 6). 4 of 29 2020-2025 Consolidated Planning Public Hearing & Stakeholders Meeting June 26, 2019 Page Two B. Public Input & Comment (time limit is five minutes, however, Council may extend by majority vote) Barney Giordan, representing the Veterans Council of Indian River County, the American Legion Post 189, and the Sebastian Community Policing Volunteers, said he was very familiar with Sebastian. He said the Veterans Council has a committee that deals with veterans in distress, based on income with assistance up to $5,000. They also have a committee that will combine with other organizations to provide benefits up to $100,000 who is willing to partner with the CDBG program. C. Select Eligible, High -Level Activities and Annual Action Plan Proiects The City Manager advised that several items can be selected to put in the plan which may not be funded, but if something is not in the plan it will be more a challenge to bring up later. Mayor Hill said if they can all be in the plan he did not see why they should exclude them, but believed a portion should be set aside for veterans and improving streets, sidewalks and swales. Council Member Dodd asked to include enhancements to the Community Policing Program for the low-income area defined on the map (slide 6). Mr. Alday responded a physical investment would be needed. The City Manager said it should be in the census block. 5 of 26 2020-2025 Consolidated Planning Public Hearing & Stakeholders Meeting June 26, 2019 Page Three Vice Mayor Kinchen asked to include sidewalk improvements on North Central from U.S. 1 to Davis Street. Mayor Hill asked to include veteran's assistance. The City Manager said the top priority should be chosen and placed onto the City's website for 30 days to receive comment. Mr. Alday advised they will receive $100,000 per year so if additional funding is needed, it would need to be identified. Vice Mayor Kinchen asked if the demolition of the Harbor Lights Hotel would qualify. Mr. Alday said if Council chose to remove the blight and put a permanent park there that would be eligible but the property would then become a federal asset and if the property was sold, the CDBG Program would need to be paid back. Mayor Hill said during past Treasure Coast Regional Planning Council proceedings it was discussed that a municipality would lose control of their zoning if they accepted funds and wanted to make sure the federal government didn't have any more control over the City's zoning than they currently do. The City Manager said there are some restrictions on what can happen with the property after the money has been expended on but he wasn't aware that zoning would be affected. Mayor Hill asked if the federal government could come along for example five years later to make a demand. Mr. Alday advised if that were to happen he recommended cancelling the entitlement money and no longer participating. Council Member Dodd asked what would be the impact to an individual veteran for a home improvement. Mr. Alday advised that what is commonly done is there would be a lien on the house for ten years and if the veteran sold the house they would have to pay back the entitlement. The City Manager asked to include economic development in the plan for infrastructure development at the Airport. There was no objection from Council for this addition. 6. Buildinq Code Effectiveness Gradinq Classification — Wavne Eseltine, CBO FSI CFM (Letter) The Building Official stated the department is audited every three years and ranked on their effective use of the building code to mitigate the community's property damage and on a scale of one to ten, with one being the best, the department scored a three in commercial and four in residential which exceeded the county, state and national average in all categories. 7 of 29 Regular City Council Meeting June 26, 2019 Page Two The Building Official also reported that the department has successfully implemented the new MyGovernmentOnline software which they have already seen the benefit of expedited permitting. He invited permitting applicants to visit the Building Department's website http://www.citvofsebastian.ora/on-line-permits that will direct them to the appropriate links. 19.001 B. Announcement - Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reportinq for Fiscal Year 2019 to Administrative Services Department (Transmittal, Award, Press Release) The Chief Financial Officer said the City has received this award for the last 15 years and he acknowledged this was possible due to his staff, the Budget Review Advisory Committee, and Council's comments. He said his goal and objective was to make the budget document the best report possible. COMMITTEE REPORTS & APPOINTMENTS - None 9. PUBLIC HEARINGS - None 10. UNFINISHED BUSINESS 19.061 A. Siqnaqe Master Plan Update (Transmittal, PPT) i. Presentation by Lisa Frazier, AICP, Communitv Development Director/CRA Manaqer The Community Development Director requested a decision from Council as to the logo, color palette and style to move forward with the signage plan throughout the community. She displayed PowerPoint slides depicting the variations and stated once the decisions are made, a bid package will be developed, a sign manufacturer will be selected and signs will be replaced. Select Proposed Logo and Familv of Siqns Desiqn and Authorize Preparation of RFP for Siqn Manufacturer Mayor Hill said he did not have a preference on the color but would like to keep "Home of Six Old Grouches" on the welcome signs. He asked if the City's Sign Shop would be able to repair the signs after the manufacturer's contract has ended. The Community Development Director replied the contract could be extended or go out to bid again. 9 of 26 Regular City Council Meeting June 26, 2019 Page Four Council Member Dodd said he preferred the white lettering with teal logo and the fisherman's village type posts if they wanted to continue the theme as they rewrite the Comp Plan; and they might need to change the number of grouches. Vice Mayor Kinchen and Council Member lovino said the white lettering was fine with the teal logo. Council Member McPartlan did not have a preference. Mayor Hill recapped that Council would like the teal logo with the white lettering. He asked if the `Six Old Grouches' line should stay noting it has been a talking point for years. It was the consensus to leave the `Six Old Grouches' line on the City's entrance signs and have gray posts with the nautical rope in the CRA district with black posts through the rest of the sign system. 11. PUBLIC INPUT New information or requests to City Council not otherwise on the prepared agenda Bob Stephen said adding plants to the bottom of the water is adding to the eutrophication problem in the canals and asked Council to stop. Marcus _?_, 17 year resident, agreed with the previous speaker and said something needs to be done and asked Council what they were going to do about it. Mayor Hill said Sebastian is the only municipality looking into improving the canals and waterways and invited the speaker to look into the City's activities Diana Bolton, Environmental Chair of the Sebastian Property Owners Association, said she would e-mail Council the pediatric cancer study previously mentioned at Council meetings. She also invited anyone who might be interested to contact her regarding algae blooms and chemical spraying. She said she has reviewed the draft budget but does not find a provision covering less harmful vegetation maintenance and asked to meet with staff. Council Member Dodd advised the vegetation maintenance document that is being prepared by the City Manager will include chemical, biological and manual options with cost estimates along with pros and cons. At the time Council choses an option from that document, that will be the time to modify the budget and part of the public discourse will be to ask the people if they want to do this option, and how do they want to fund it. He advised Ms. Bolton that from a budget perspective, she won't see a difference at this point. Joel Roth, 1984 East Lakeview Drive, complimented Council on the decision with the signage. He said in regard to the `old fishing village' theme, he asked if the City could develop a brochure depicting the design that would be acceptable to City to give developers. The City Manager said there were some vague drawings done but the City didn't want to say those were the only parameters allowed to prevent a `cookie cutter' look. He added that there are many new buildings that can be shown to interested developers to continue the `old fishing village' theme. 10 of 26 Regular City Council Meeting June 26, 2019 Page Five 12. NEW BUSINESS 19.096 A. First Reading Ordinance No. 0-19-04 — Petition for Voluntary Annexation — Graves Brothers Companv — Set Public Hearing for Auqust 28, 2019 (Transmittal, 0-19-04, Report, Attachment A) AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, PROVIDING FOR THE VOLUNTARY ANNEXATION FOR LAND CONSISTING OF 1,118 ACRES, MORE OR LESS, LOCATED SOUTH OF COUNTY ROAD 510 ROW, WEST OF LANDS ADJACENT TO THE 74TH AVENUE ROW; NORTH OF 69TH STREET ROW, AND EAST OF 82ND AVENUE ROW; PROVIDING FOR THE EXTENSION OF THE CORPORATE LIMITS AND BOUNDARIES THEREOF; PROVIDING FOR INTERIM LAND USE AND ZONING CLASSIFICATION; PROVIDING FOR SCRIVENER'S ERRORS; PROVIDING FOR CONFLICT AND SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The City Attorney read the title to Ordinance No. 0-19-04. The City Manager said the main purpose of tonight's reading was to hold the first reading and set the public hearing date. The Community Development Director said this is in accordance with F.S.171.044 as well as the City's Comprehensive Plan; the property is adjacent to the boundaries of the City; there will be a mix of future land use designations in order to achieve consistency with the City's adopted Future Land Use Element of the 2009 Comprehensive Plan. The property currently maintains active agriculture use therefore the zoning will remain as agriculture A-1 until the conceptual plan has been completed. A statement of concurrency analysis has been submitted by the applicant. Dr. Richard Baker, President of the Pelican Island Audubon Society, asked if there was a letter from the County on this subject. Mayor Hill said he did not see a letter at the time of the meeting. Dr. Baker said the County outlined reasons why the project shouldn't go through. The City Manager said the letter was received at 4:30 today and he did plan to meet with County staff prior to the August 28 public hearing. Pamela Parris, Sebastian Property Owners Association, asked where the public will be able to see the plans, agriculture zoning, stormwater impact, and school concerns prior to the August 28 meeting. Mayor Hill advised the documents given tonight and in the future will be on-line and the public is welcome to participate in the public hearing. MOTION by Mayor Hill and SECOND by Council Member McPartlan to pass Ordinance No. 0-19-04 on first reading providing for a voluntary annexation by Graves Brothers Company and set the public hearing for August 28, 2019. Mayor Hill assured the public that he will look into this annexation very closely and pointed out that all new developments require septic and water hookups. Council Member Dodd said he has asked questions about the septic and water and found there is adequate capacity on CR510 for an adjacent development the County is planning.
