Subject: Quiet Zones along FEC Rail Corridor
As has been discussed in numerous public meetings, part of TCRPC’s assistance to the Palm Beach MPO has
been working with the Palm Beach County local governments along the AAF Phase 1 segment towards the
th
establishment of quiet zones. The subject portion of the FEC rail corridor runs from 15 Street in West Palm
Beach, south through Lake Worth, Lantana, Hypoluxo, Boynton Beach, Delray Beach, and Boca Raton, ending
at the southern Palm Beach County boundary. After reviewing AAF’s planned grade crossing infrastructure,
the Palm Beach MPO has identified and funded all additional necessary grade crossing infrastructure to enable
the local governments to establish quiet zones. The respective local governments are working through the quiet
zone process in consultation with the Palm Beach MPO and TCRPC. The Broward MPO has also been
working with its local governments towards the establishment of a continuous quiet zone in Broward County
along the FEC rail corridor.
At Council’s invitation, Thomas Drake, FRA’s Regional Manager for Highway-Rail Crossing Safety &
Trespass Prevention has confirmed he will be available in the region during the third week of September to
conduct MPO-sponsored workshops with Broward County local governments (Tuesday, September 22) and
Palm Beach County local governments (Thursday, September 24). If desired, Mr. Drake is also available to
meet with local governments and MPO/TPOs in Martin, St. Lucie and/or Indian River counties on Wednesday
afternoon, September 23. Please advise if it would be helpful for TCRPC to arrange a meeting either in
Council’s Stuart office or in a more central location (e.g., St. Lucie TPO offices). Alternatively, to
communicate directly with Mr. Drake, his contact information is provided below.
