Good afternoon, gentlemen-
In a recent article in the TC Palm, it was reported that All Aboard Florida (“AAF”) submitted an application to the Florida
Department Finance Corporation (“FDFC”) which states that “AAF has received clear and consistent support from each
county in which proceeds from the private activity bond will be invested.” In response, Indian River County has sent the
attached letter to Mr. Bill Spivey, Executive Director of Florida Development Finance Corporation.

Dear Bill,
As a follow-up to my email last week, I have attached a formal letter from Indian River County to FDFC regarding All
Aboard Florida’s application to use private activity bonds to financially support its proposed high-speed passenger rail
project. For your convenience, I have also attached the resolutions from the various local governments and entities that
are concerned about the negative impacts that AAF’s rail project will have on their communities.
As always, thank you for your attention to this matter. I hope you had a wonderful Thanksgiving holiday.

Dear Mr. Spivey,
In a recent article in the TC Palm, it was reported that the All Aboard Florida (“AAF”) application to the Florida
Department Finance Corporation (“FDFC”) states that “AAF has received clear and consistent support from each county
in which proceeds from the private activity bond will be invested.” I believe that this statement is misleading. Indian
River County believes that there may be at least one county and several municipalities within the counties that have
serious concerns about the proposed AAF passenger rail project.
You are quoted in the referenced article as saying that you want your bondholders to be “fully apprised” of any
issues. Naturally, these bondholders should be aware that Indian River County, St. Lucie County, City of Sebastian, City
of Vero Beach, St. Lucie Villages, the Town of Jupiter have all passed resolutions in opposition to AAF’s passenger rail
project due to the significant negative impacts this project will have on our communities.
Please be advised that this email will be followed-up with a more formal letter expressing Indian River County’s concern
with AAF’s application to the FDFC. Also, Indian River County respectfully requests an electronic notice of any
upcoming meetings before the FDFC Board of Directors.
