GENERAL WATER DISTRIBUTION SYSTEM CONSTRUCTION IN STREETS ROAD RIGHTS-OF-WAY & PARKING AREAS
1. THE REQUIREMENTS OF INDIAN RIVER COUNTY SHALL GOVERN ALL UTILITIES WORK WITHIN ITS
JURISDICTIONAL LIMITS. WHERE A CONFLICT EXISTS IN THE REQUIREMENTS OF A REFERENCED MATERIAL
OR INSTALLATION STANDARD, THE REQUIREMENTS OF THE INDIAN RIVER COUNTY UTILITY
DEPARTMENT SHALL PREVAIL. WHERE THE REQUIREMENTS OF A STATE OR LOCAL AGENCY HAVING
JURISDICTION ARE MORE STRINGENT, THOSE REQUIREMENTS SHALL PREVAIL.
2. THE CONTRACTOR SHALL HAVE AVAILABLE AT THE JOB SITE, AT ALL TIMES, ONE COPY OF INDIAN RIVER
COUNTY UTILITIES SPECIFICATIONS. ONE COPY OF THE CONTRACT DOCUMENTS INCLUDING PLANS,
SPECIFICATIONS AND SPECIAL PROVISIONS, AND COPIES OF ANY REQUIRED CONSTRUCTION PERMITS.
3. EXISTING UTILITIES SHOWN UPON THESE PLANS ARE BASED UPON BEST AVAILABLE INFORMATION. IT
SHALL BE THE CONTRACTORS RESPONSIBILITY TO VERIFY THE EXACT LOCATION OF ANY UTILITIES
WHICH MAY EFFECT THEIR WORK.
SEWER COLLECTION SYSTEM
1. GRAVITY SEWER PIPE SHALL CONFORM TO ASTM 3034 SDR -35.
2. FORCE MAIN SEWER PIPE SHALL CONFORM TO ASTM, D2241 SDR 21, PR 200.
3. JOINTS FOR PVC SEWER SHALL BE RUBBER GASKET TYPE CONFORMING TO ASTM D3212 AND ASTM F477.
4. ALL PVC SEWER PIPE SHALL BE INSTALLED IN ACCORDANCE WITH THE UNI -BELL PLASTIC PIPE
ASSOCIATION STANDARD UNI -B-5.
5. ALL SEWER AND FORCE MAINS TO HAVE A MINIMUM COVER OF 3' - 0" UNLESS OTHERWISE NOTED.
6. WHERE SEWER AND WATER MAINS CROSS, AT LEAST 18" VERTICAL CLEARANCE SHALL BE MAINTAINED.
WHERE A SEWER MAIN PARALLELS A WATER MAIN, A SEPARATION OF AT LEAST 10' SHALL BE MAINTAINED.
SPECIAL PROVISIONS SHALL APPLY WHEN THESE CONDITIONS CANNOT BE MET. THIS REQUIREMENT PERTAINS
TO STORM SEWER AS WELL AS SANITARY SEWER.
7. WHERE A SEWER MAIN IS TO BE INSTALLED BELOW A STORM DRAIN PIPE, A MINIMUM OF 2' VERTICAL SEPARATION
SHALL BE MAINTAINED. SPECIAL PROVISIONS SHALL APPLY WHEN THESE CONDITIONS CANNOT BE MET.
8. UNLESS OTHERWISE NOTED, MANHOLE TOP ELEVATIONS SHALL BE:
PAVED AREA -- FLUSH WITH PAVEMENT
UNPAVED AREA -- 1.0" ABOVE FINISH GRADE MINIMUM
9. AIR RELEASE VALVES SHALL BE INSTALLED AT ALL HIGH POINTS ALONG FORCE MAIN.
10. SERVICE CONNECTIONS SHALL BE 4" FOR SINGLE AND 6" OR LARGER FOR MULTIPLE RESIDENTIAL AND
COMMERCIAL SERVICES. LOCATE EACH SERVICE CONNECTION FROM THE CENTER OF THE DOWNSTREAM MANHOLE AND
RECORD THEIR LOCATION.
11. INSTALL MAGNETIC MARKERS AT THE END OF EACH SERVICE LINE OR OPPOSITE WYES AND RECORD THEIR LOCATION.
12. THE SEWER COLLECTION SYSTEM SHALL NOT BE PLACED IN SERVICE UNTIL THE SYSTEM HAS BEEN VISUALLY
INSPECTED AND FLUSHED OF SEDIMENT AND DEBRIS.
13. THE SEWER LINES SHALL BE TESTED BY ONE OF THE FOLLOWING METHODS -- WATER INFILTRATION, WATER
EXFILTRATION OR LOW PRESSURE AIR EXFILTRATION AS DIRECTED BY OWNER'S REPRESENTATIVE.
14. FORCE MAIN SEWER PIPE FITTING SHALL BE OF DUCTILE IRON, MECHANICAL JOINT, POLYBOARD COATED
IN ACCORDANCE WITH ANSI 21.4 RATED AT 350 PSI AND SHALL COMPLY WITH ANSI A21.10 AND A21.11.
EROSION CONTROL NOTES
1. ALL EROSION CONTROL MEASURES SHALL BE IN FULL CONFORMANCE WITH
ALL APPLICABLE SJRWMD PERMITS AND REGULATIONS.
2, ALL EROSION CONTROL DEVICES SHALL BE PER CURRENT FDOT STANDARD
INDEX #102 AND #103.
3. AS A MINIMUM, ALL EROSION CONTROL STRUCTURES SHALL REMAIN IN
PLACE UNTIL VEGETATIVE COVER IS REESTABLISHED IN THE UPLAND
CONTRIBUTING DRAINAGE AREA.
4. CONTRACTOR SHALL UTILIZE BALED HAY AND OR SILT BARRIERS AS
APPROPRIATE AT ALL CONTROL STRUCTURE AND OUTFALL CULVERT
INSTALLATIONS.
5. THROUGHOUT THE CONSTRUCTION OF THE SITE THE CONTRACTOR SHALL
UTILIZE BEST MANAGEMENT PRACTICES TO CONTROL EROSION AND
TRANSPORT OF SEDIMENTS INTO PRESERVED WETLANDS AND DOWNSTREAM
RECEIVING WATERS.
6. ALL DISTURBED AREAS (ABOVE NORMAL WATER LEVELS) UNLESS
OTHERWISE NOTED HEREIN, SHALL BE SEEDED AND MULCHED WITHIN 14
DAYS OF FINAL GRADING. UNLESS OTHERWISE NOTED, ALL SLOPES
STEEPER THAN 4:1 SHALL BE SODDED
7. CONTRACTOR MAY MODIFY DEWATERING SEDIMENTATION CONTROL PLAN
BASED ON SPECIFIC CONSTRUCTION METHODS. ALL MODIFICATIONS MUST
BE APPROVED BY BOTH THE PROJECT ENGINEER OR HIS ASSIGNED
REPRESENTATIVE AND THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT.
MINIMUM VERTICAL AND HORIZONTAL SEPERATION
NEW OR RELOCATED, UNDERGROUND WATER MAINS SHALL BE LAID TO PROVIDE A HORIZONTAL DISTANCE OF
AT LEAST SIX FEET, AND PREFERABLY TEN FEET, BETWEEN THE OUTSIDE OF THE WATER MAIN AND THE
OUTSIDE OF ANY EXISTING OR PROPOSED GRAVITY- OR PRESSURE-TYPE SANITARY SEWER, WASTEWATER
FORCE MAIN, OR PIPELINE CONVEYING RECLAIMED WATER NOT REGULATED UNDER PART III OF CHAPTER
62-610, F.A.C. THE MINIMUM HORIZONTAL SEPARATION DISTANCE BETWEEN WATER MAINS AND GRAVITY -TYPE
SANITARY SEWERS SHALL BE REDUCED TO THREE FEET WHERE THE BOTTOM OF THE WATER MAIN IS LAID AT
LEAST SIX INCHES ABOVE THE TOP OF THE SEWER. NEW OR RELOCATED, UNDERGROUND WATER MAINS

20' OF EITHER CAST IRON PIPE OR CONCRETE ENCASED PIPE, CENTERED ON THE POINT OF CROSSING.
WHEN A WATER MAIN PARALLELS A SEWER MAIN, A SEPARATION OF AT LEAST 10' SHOULD BE MAINTAINED

7. WHERE A WATER MAIN IS TO BE INSTALLED BELOW A STORM DRAIN PIPE, A MINIMUM OF 18" VERTICAL
CLEARANCE BETWEEN PIPES SHALL BE MAINTAINED UNLESS OTHERWISE DIRECTED BY THE ENGINEER.
8. WHERE WATER LINES CROSS UNDER DRAINAGE PIPES WITH LESS THAN 18 INCHES VERTICAL CLEARANCE,
THE WATER PIPES SHALL BE OF 20' OF CLASS 52 D.I.P. CENTERED ON THE POINT OF CROSSING,
OR CONCRETE ENCASEMENTS.
9. WATER SUPPLY FACILITIES INCLUDING MAINS SHALL BE INSTALLED, CLEANED, DISINFECTED AND
BACTERIOLOGICALLY CLEARED FOR SERVICE, IN ACCORDANCE WITH THE LATEST APPLICABLE AWWA
STANDARDS AND THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION RULES.
10. HYDROSTATIC TESTING (PRESSURE AND LEAKAGE TESTS) SHALL MEET THE REQUIREMENTS OF THE
ANSI/AWWA C 600, OR M23.
11. DISINFECTIONS OF WATER MAINS SHALL COMPLY WITH ANSI/AWWA C 651.
12. DUCTILE IRON PIPE TO BE WRAPPED WITH POLYETHYLENE.
13. MINIMUM HORIZONTAL SEPARATION BETWEEN WATER LINES AND UNRESTRICTED ACCESS REUSE WATER
SHALL BE 5 FEET.
14. ALL SERVICE LINES OF 60' IN LENGTH OR LONGER SHALL BE 1 ".
MINIMUM STANDARDS
1. SEDIMENT BASINS AND TRAPS, PERIMETER DIKES, SEDIMENT BARRIERS
AND OTHER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE
CONSTRUCTED AS A FIRST STEP IN ANY LAND -DISTURBING ACTIVITY AND
SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE
TAKES PLACE.
2. ALL SEDIMENT CONTROL MEASURES ARE TO BE ADJUSTED TO MEET
FIELD CONDITIONS AT THE TIME OF CONSTRUCTION AND BE
CONSTRUCTED PRIOR TO ANY GRADING OR DISTURBANCE OF EXISTING
SURFACE MATERIAL ON BALANCE OF SITE. PERIMETER SEDIMENT
BARRIERS SHALL BE CONSTRUCTED TO PREVENT SEDIMENT OR TRASH
FROM FLOWING OR FLOATING ONTO ADJACENT PROPERTIES.
3. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO
DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED
ON ANY PORTION OF THE SITE, TEMPORARY SOIL STABILIZATION SHALL
BE APPLIED WITHIN SEVEN TO DENUDED AREAS THAT MAY NOT
BE AT FINAL GRADE BUT WILL REMAIN UNDISTURBED FOR LONGER THAN
30 DAYS. PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS
THAT ARE TO BE LEFT UNDISTURBED FOR MORE THAN ONE YEAR.
4. DURING CONSTRUCTION OF THE PROJECT, SOIL STOCKPILES SHALL BE
STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING MEASURES.
THE APPLICANT IS RESPONSIBLE FOR THE TEMPORARY PROTECTION AND
PERMANENT STABILIZATION OF ALL SOIL STOCKPILES ON SITE AS WELL AS
SOIL INTENTIONALLY TRANSPORTED FROM THE PROJECT SITE.
5. A PERMANENT VEGETATIVE COVER SHALL BE ESTABLISHED ON
DENUDED AREAS NOT OTHERWISE PERMANENTLY STABILIZED.
PERMANENT VEGETATION SHALL BE CONSIDERED ESTABLISHED
UNTIL A GROUND COVER IS ACHIEVED THAT, IN THE OPINION OF THE
REVIEWER, IS UNIFORM, MATURE ENOUGH TO SURVIVE AND WILL
INHIBIT EROSION.

SHOWN ARE BASED UPON THE BEST AVAILABLE INFORMATION SUPPLIED TO THE OWNER/ENGINEER AND
IS SHOWN FOR INFORMATIONAL PURPOSE ONLY.
8. CONTRACTOR IS RESPONSIBLE FOR CHECKING ACTUAL SITE CONDITIONS BEFORE STARTING CONSTRUCTION.
9. ANY DISCREPANCIES ON THE DRAWINGS SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER BEFORE
COMMENCING WORK.
10. CONTRACTOR SHALL OBTAIN ALL REQUIRED PERMITS BEFORE COMMENCING WORK.

ENGINEER AND THE APPROPRIATE GOVERNMENTAL ENTITY.
13. ALL SLOPES 5:1 OR STEEPER SHALL BE SODDED, ALL OTHER DISTURBED AREAS SHALL BE SEEDED AND MULCHED.
14. ALL MUCK OR OTHER SUCH UNSUITABLE MATERIAL ENCOUNTERED WITHIN ROAD RIGHTS-OF-WAY AND
LOT AREAS SHALL BE FULLY EXCAVATED AND REPLACED WITH CLEAN, ON-SITE FILL MATERIAL
COMPACTED TO 95% MAXIMUM DENSITY. ACTUAL EXTENT AND QUANTITY OF EXCAVATION SHALL
BE DETERMINED AT THE TIME OF CONSTRUCTION BY APPROPRIATE FIELD MEASUREMENT.
DISPOSAL OF UNSUITABLE MATERIAL SHALL BE AS DIRECTED BY OWNER OR OWNER'S ENGINEER.
6. STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES
SUCH AS DAMS, DIKES AND DIVERSIONS IMMEDIATELY AFTER
INSTALLATION.
7. SURFACE RUNOFF FROM DISTURBED AREAS THAT IS COMPRISED OF FLOW
FROM DRAINAGE AREAS GREATER THAN OR EQUAL TO THREE ACRES SHALL
BE CONTROLLED BY A SEDIMENT BASIN. THE SEDIMENT BASIN SHALL
BE DESIGNED AND CONSTRUCTED TO ACCOMMODATE THE ANTICIPATED
SEDIMENT LOADING FROM THE LAND -DISTURBING ACTIVITY. THE
OUTFALL DEVICE OR SYSTEM DESIGN SHALL TAKE INTO ACCOUNT THE
TOTAL DRAINAGE AREA FLOWING THROUGH THE DISTURBED AREA TO BE
SERVED BY THE BASIN.
8. AFTER ANY SIGNIFICANT RAINFALL, SEDIMENT CONTROL STRUCTURES WILL
BE INSPECTED FOR INTEGRITY. ANY DAMAGED DEVICES SHALL BE
CORRECTED IMMEDIATELY.
9. CONCENTRATED RUNOFF SHALL NOT FLOW DOWN, CUT OR FILL SLOPES
UNLESS CONTAINED WITHIN AN ADEQUATE TEMPORARY OR PERMANENT
CHANNEL, FLUME OR SLOPE DRAIN STRUCTURE.
10. WHENEVER WATER SEEPS FROM A SLOPE FACE, ADEQUATE DRAINAGE
OR OTHER PROTECTION SHALL BE PROVIDED.
11. SEDIMENT WILL BE PREVENTED FROM ENTERING ANY STORM DRAIN
SYSTEM, DITCH OR CHANNEL. ALL STORM WATER INLETS THAT ARE
MADE OPERABLE DURING CONSTRUCTION SHALL BE PROTECTED SO THAT
SEDIMENT -LADEN WATER CANNOT ENTER THE CONVEYANCE SYSTEM
WITHOUT FIRST BEING FILTERED OR OTHER WISE TREATED TO REMOVE
SEDIMENT.
12. BEFORE TEMPORARY OR NEWLY CONSTRUCTED STORM WATER
CONVEYANCE CHANNELS ARE MADE OPERATIONAL, ADEQUATE OUTLET
PROTECTION AND ANY REQUIRED TEMPORARY OR PERMANENT CHANNEL
LINING SHALL BE INSTALLED IN BOTH THE CONVEYANCE CHANNEL AND
RECEIVING CHANNEL.
13. PERIODIC INSPECTION AND MAINTENANCE OF ALL SEDIMENT CONTROL
STRUCTURES MUST BE PROVIDED TO ENSURE INTENDED PURPOSE IS
ACCOMPLISHED. THE DEVELOPER, OWNER, AND/OR CONTRACTOR SHALL
BE CONTINUALLY RESPONSIBLE FOR ALL SEDIMENT LEAVING THE
PROPERTY. SEDIMENT CONTROL MEASURES SHALL BE IN WORKING
CONDITION AT THE END OF EACH WORKING DAY.
14. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE
WITH THE FOLLOWING STANDARDS IN ADDITION TO OTHER APPLICABLE
CRITERIA:
(a) NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE
OPENED AT ONE TIME.

ADVERSELY AFFECT FLOWING STREAMS OR OFF-SITE
PROPERTY.
(d) RESTABUIZATION SHALL BE ACCOMPLISHED IN
ACCORDANCE WITH THESE REGULATIONS.
15. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED
PUBLIC ROADS, PROVISIONS SHALL BE MADE TO MINIMIZE THE
TRANSPORT OF SEDIMENT BY TRACKING ONTO THE PAVED SURFACE.
WHERE SEDIMENT IS TRANSPORTED ONTO A PUBLIC ROAD SURFACE
WITH CURBS AND GUTTERS, THE ROAD SHALL BE CLEANED THOROUGHLY
AT THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE
ROADS BY SHOVELING OR SWEEPING AND TRANSPORTED TO A SEDIMENT
CONTROL DISPOSAL AREA, STREET WASHING SHALL BE ALLOWED ONLY
AFTER SEDIMENT IS REMOVED IN THIS MANNER. THIS PROVISION
SHALL APPLY TO INDIVIDUAL SUBDIVISION LOTS AS WELL AS TO LARGER
LAND -DISTURBING ACTIVITIES.
16. ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL
BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE STABILIZATION OR
AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED, IN THE
OPINION OF THE REVIEWER. DISTURBED SOIL AREAS RESULTING FROM
THE DISPOSITION OF TEMPORARY MEASURES SHALL BE PERMANENTLY
STABILIZED TO PREVENT FURTHER EROSION AND SEDIMENTATION.
17. PROPERTIES AND WATERWAYS DOWNSTREAM FROM CONSTRUCTION SITES
SHALL BE PROTECTED FROM SEDIMENT DEPOSITION AND EROSION.
18. PHASED PROJECTS SHOULD BE CLEARED IN CONJUNCTION WITH
CONSTRUCTION OF EACH PHASE.
19. EROSION CONTROL DESIGN AND CONSTRUCTION SHALL FOLLOW THE

AS -BUILT RECORD DRAWINGS
In addition to the requirements specified in Drawings M-16 and M -16(A), the following shall be included on all
As -Built Record Drawings before acceptance by the Indian River County Department of Utility Services.
1. All as -built drawings (24"x36") shall state in 1" lettering "AS -BUILT" located in the bottom
right hand side of the drawing original and/or copies, along with the as -built date.
2. All utility as -built construction located within the rights-of-way, easements and alike shall be
tied to the respective rights -of way, easements, etc., every 1,000 feet and change of
direction.
3. All as-builts shall clearly depict as -built utility lines that were constructed along with their

"Proposed" and/or "To Be constructed" have been revised to read "AS -Built". As -built
Construction drawings with, to be constructed terminology, will not be accepted.
4. All as-builts shall be certified by the project engineer or contracting surveyor.

All projects, which utilize lift stations, shall specify on plans as to whether or not subject lift
stations are to remain private or are to be dedicated to the county.
6. All fire hydrants and valves shall be located with state plane coordinates, station number
and off set and shall be clearly identified on the as -built drawing.
7. All valves shall be clearly identfed by size, type, top elevation and direction/number of
turns to open or close each valve.
8. Horizontal directional bores shall have a profile or gross section drawing and include the
bore log.
9. The contractor is to provide the name of business or residence, street address and tax I.D.
number for all properties adjacent to line extesions.
10. Shown with a thin dashed line, top elevations of As -Built utility lines and existing utility lines
shall be shown for all utility crossings.
11. Baseline of construction and station of items to be on the centerline of the roadway.
12. As -Built utility lines shall be shown with a wider solid line.
13. Tap of pipe elevations & stationing to be typed, listed, sealed & submitted for the engineer
to locate the air release valves as construction proceeds.
14. All as-builts shall be complete and approved before commencement of field test.
