Narrative of proposed action: Lighthouse Property Development, LLC has filed a site plan application for redevelopment of the existing site located at 1671 US Highway #1. The project consists of demolishing the blighted 4,700 SF abandoned structure, constructing a new 1,500 SF retail building, reconfiguring the parking area and driveways, adding a new stormwater drainage system, and bringing the site into compliance with current Riverfront landscaping and architectural requirements. Water and wastewater service to the site will be accomplished via connection to Indian River County Utilities and the existing septic system will be removed. City Engineer's review: The consulting city engineer has recommended a condition as stated in his email dated 7/11/19 (attached) to address a few minor grading and sidewalk issues that should be revised. 24. Additional considerations: A Phase I Environmental Site Assessment and Species of Special Concern Study (Flora and Fauna) were performed on the subject site. There were no active tortoise burrows or wetland areas found on the property, but the report indicated that the site is within a '/ mile of a known Florida Scrub Jay territory and that an additional survey/study should be performed. The additional scrub jay survey is currently underway per USFWS guidelines. Receipt of the report and completion of any mitigation measures, if necessary, should be submitted before the Demolition permit is issued. 25. Staff Conclusion: The proposed site plan is consistent with the Comprehensive Plan, the Land Development Code, and the Riverfront Overlay District. 7 26. Recommendation: Hold public hearing regarding the proposed site redevelopment plan. Staff recommends the Planning and Zoning Commission approve the application request with the following conditions: 1. A copy of the recorded Cross -Access Agreement and Utility Easement documents to be submitted before issuance of the building permit 2. A copy of the Scrub Jay Survey report and verification of any mitigation measures, if necessary, to be submitted before issuance of the demolition permit 3. I do not object to the site plan being heard by the planning zoning commission. However I do have several items that I do not believe have been adequately addressed, and I would recommend that the planning and zoning commission approve the site plan with the following conditions: 1. The applicant shall provide a copy of the recorded utility easement over the tire kingdom site prior to building permit issuance, for the installation of the sewer force main for this project, location as depicted on the civil engineering plans. 2. Minor revisions shall be made to sheet c6 "paving grading drainage and utility plan" and submitted for engineers final approval. I have attached a scanned copy of sheet C6 with some minor grading revisions, Including: adding and/or relocating perimeter berm (depict contour with elevation) to ensure site runoff is contained onto the site; and re -design the sidewalk ramp adjacent to and parallel to the east right of way line. This sidewalk ramp exceeds a 5% slope and is therefore considered a ramp which requires ADA compliance. Ramp runs over 6 foot in length require handrails, and ramps that are over 6 inches above adjacent grade require handrail and curb.
