PEA UNION WAGE ARTICLE NEGOTIATION
MINUTES OF REGULAR MEETING
J U LY 15, 2019

Mr. Boettjer brought the meeting to order stating this is the second session of contract
negotiations between the City of Sebastian and the Coastal Florida Public Employee
Association.
Below are the Articles of the Collective Bargaining Agreement that were tabled at the
first meeting on June 28, 2019 and are addressed at this meeting.
Article 7 -- Section 7.2, Subsection (c) -- Tentatively agreed.
Subsection (d) -- Tentatively agreed.
Subsection (e) -- Tentatively agreed.
Section 7.3 -- Subsection (c) -- Tabled until the next meeting.
Subsection (f) -- The first sentence is tentatively agreed upon. The second sentence
should have added the verbiage, "at the sole discretion of the department head."
Article 9 -- Section 9.1 -- Tentatively agreed.
Subsection (b) -- Tentatively agreed.
Subsection (c) --
(1) shall read, "3 consecutive days in State of Florida commensurate with
scheduled shift hours."
(2) shall read, "5 consecutive days out of state commensurate with scheduled
shift hours".
(3) shall read, "part-time employees receive 2 consecutive days."
(4) Tentatively agreed.
Subsection (d) -- Tentatively agreed.
Subsection (e) -- Tentatively agreed.
Subsection (f) -- Tentatively agreed.
Section 9.3 -- Subsection (a) -- Tabled until the next meeting.
Subsection (b) -- Tentatively agreed.

Subsection (c) -- Tentatively agreed.
Article 11 -- Section 11.3, Subsection (a) -- Tentatively agreed.
Section 11.4, Subsection (c) -- The sentence that reads, "Any vacation over the
maximum carryover will not be accrued until vacation is taken." will be stricken.
Otherwise, Subsection (c) is tentatively agreed.
Subsection (d) -- Tentatively agreed.
Subsection (e) -- Tentatively agreed.
Article 13 -- Section 13.6 -- Tabled until the next meeting.

Mr. Boettjer stated he had caucused to get a decision on Article 16, Section 16.4.
Article 16 -- Section 16.4 -- The first two sentences of this section will be stricken. In
the third sentence, the words, "on a quarterly basis" will be stricken. The remainder of
Section 16.4 is tentatively agreed upon.
Article 20 -- Section 20.1 -- Shall be struck. The remaining two sections of Article 20
shall become Sections 20.1 and 20.2 respectively -- Tentatively agreed.
Article 23 -- Section 23.2 -- Shall read as follows:

Discussion ensued regarding the date for the next meetings. It was agreed that the
next meetings would be held on July 291h at 10:00 a.m. and 1:30 p.m.
The meeting ended at 11:59 a.m.
