PBA UNION WAGE ARTICLE NEGOTIATION
MINUTES OF REGULAR MEETING
JULY 15, 2019
Present: Al Boettjer, Staff Representative, Coastal Florida PBA/PEA Union

Ken Killgore, Human Resources Director, City of Sebastian
Cynthia Watson, Human Services Director, City of Sebastian
Ken McDonough, PBA representative for Sebastian Police Department

Mr. Boettjer brought the meeting to order stating this is the second session of contract
negotiations between the City of Sebastian and the Coastal Florida Police Benevolent
Association.
Below are the Articles of the Collective Bargaining Agreement tha t remain open and
were tabled at the first meeting on June 28, 2019 and are addressed at this meeting.
Article 10 -- Section 10.1 -- Tentativ ely agreed.
Article 11 -- Section 11.1A, Subsection (16)

Mr. Boettjer asked for clarification of this Subsection of Article 11. After much discussion
among the parties, Article 11, Section 11.1A, Subsection (16) was tentatively agreed
upon.
Section 11.2 -- Tentatively agreed.
Article 15 -- Section 15.1 will be stricken, tentatively agreed. The balance of Article 15
will be tabled until the next meeting.
Article 18 -- Tabled until the next meeting.
Article 22 -- Section 22.1 -- Language will be changed as follows: "Time Off Provision
-- When there is a death in an employee's immediate family, that employee shall be

granted a Bereavement Leave per the approval of the Department Head or their designee
as follows:"
(1) shall read, "3 consecutive days in State of Florida commensurate with
scheduled shift hours."
(2) shall read, "5 consecutive days out of state commensurate with scheduled
shift hours".
(3) shall read, "part-time employees receive 2 consecutive days."
(4) shall read "All paid Bereavement Leave must be taken within 14 days of the
death."
Tentatively agreed.
Article 33 -- Section 33.4, Subsection C -- Tentatively agreed.
Article 34 -- Section 34.4, Subsection D -- Tentatively agreed.
Article 42 -- Section 42.2 shall read as follows:
"The Tuition Reimbursement Plan is as follows:
Grade % Paid
A 100%
B 90%
C 75%
P – Passing -- (when no grades are issued) 100%
S – Satisfactory (when no grades are issued) 100.%
Tentatively agreed.
Discussion ensued regarding the date for the next meetings. It was agreed that the
next meeting would be held on July 29th at 1:30 p.m.
The meeting ended at 11:59 a.m.
