HomeMy WebLinkAboutRFP 19-07 Addendum #5Page 1 of 2 ADDENDUM #5 *This Addendum MUST be signed and returned with submission* Date: August 16, 2019 RFP #: RFP 19-07 RFP Title: Banking Services RFP Due Date: Friday, August 30, 2019 @ 3:00 PM EST TO ALL PROSPECTIVE BIDDERS: For the above referenced RFP, take note of the following revisions, additions, deletions, clarifications, etc., which in accordance with the Solicitation Documents shall become a part of and have precedence over anything shown or described otherwise. Questions/Answers Q1: As it pertains to PCard, what accounting system does the City of Sebastian use? A1: The accounting system used is Tyler Technologies Munis; however, it is not a requirement that the bank’s P- Card system automatically import transactions into Munis. It is required that the reports available from the bank’s P- Card system provide details of monthly charges for each individually assigned cardholder. We will then manually apply our account codes and enter into Munis. It is also required that the bank’s P-Card system allows for a report query at any point during the billing period which will include transaction details (date of purchase, vendor, amount of purchase, etc.) for each cardholder. Q2: General Liability Insurance - Our general policy has lower limits, but our umbrella policy includes up to $20 million for each. Is this acceptable? A2: The $20 million umbrella policy will suffice for the insurance requirements, provided the City is listed as an “additional insured” on the umbrella policy, as is required of the individual policies. Q3: Additional Insured – If this is not complete or available, is this a disqualifying item? A3: The provision of adding the City as an “additional insured” is required and, if not included, will be disqualifying. Q4: Rate Paid on Deposits - The current account structure does not have an overnight sweep as the checking account earns interest. Is this acceptable to remain as it is or do you want us to change it to an overnight investment in our response? A4: If the account being offered earns interest, it is not a requirement for an overnight sweep to an interest bearing account. A5: The Public Entity Crimes Form is part of the Banking Services RFP and must be submitted with the proposal. Q6: Proposer Qualification Questionnaire – Please provide more details as to what you are looking for in section 4, 5, 6 and 8. These appear to be more geared towards construction projects vs banking relationships. Due to bank regulations we would not be able to share the new customers we have on boarded. A6: For questions that cannot be answered due to bank regulations, please state that in the response area provided on the form. Proposer Qualification Questionnaire, FORM G must be submitted with the proposal. Q7: Scrutinized Vendor Certification – We are not familiar with this form. Is this part of the Banking Services RFP and need to be completed? A7: Scrutinized Vendor Certification, FORM H is part of the Banking Services RFP and must be submitted with the proposal. Please refer to Florida Statute 284.135 for details pertaining to this requirement. Q8: Sub-Contractors Listing Form – Please provide more details as what you are intending to obtain using this form. This appears to be more construction related. We do not use subcontractors but do leverage various vendors for our banking services. A8: If subcontractors will not be used on this agreement, please check the box at the bottom of the form affirming that Subcontractors will not be used to complete projects under this agreement. FORM I must be submitted with the proposal. All other documents, specifications, drawings, terms and conditions remain the same.
