REQUIRED:
Staff is currently documenting information regarding the City's
riverfront, to be publicly presented as a means of initiating the
Riverfront Study. The purpose of this public presentation will
be to provide the City Council and the public with an overview of
that documented information, to discuss the Riverfront Study
goals and objectives and to provide an opportunity for property
owners (within the study area) and general public to present
their ideas regarding the riverfront. Since the study is an
intrigal part of the City's overall planning effort, the Planning
and Zoning Commission should be part of any related Workshop
Meeting.
RECOMMENDED ACTION
That City Council establish a date and time for a joint City
Council and Planning & Zoning Commission Workshop Meeting to
review and discuss the Riverfront Study.

. PRELIMINARY OBJECTIVE STATEMENT (DRAFT)
The City of Sebastian established in its Comprehensive Plan,
under Objective 1-1.2: ALLOCATING COMMERCIAL DEVELOPMENT,
that
" the City shall enhance the identity, design, and vitality
of the waterfront corridor which provides a unique
waterfront activity center within the central core area
of the City."
In furtherance of this objective and the development of a
Sebastian Riverfront District, the primary study objectives
are as follows:
1. To develop a Master Plan for the Sebastian Riverfront
Corridor that will enhance the identity of this unique
resource.
2. To provide documentation of this planning process that
will communicate the potential development of the
Riverfront.
3. To develop a flexible market -sensitive and economically
feasible plan, management strategies, aAd regulatory
performance criteria for implementing the Master Plan.
4. To create incentives for realizing meaningful public -
,private partnerships in the development of the Riverfront
OWWA Corridor.

The interim City Engineer responded to question by
Councilman Powell regarding hauling of trash on the
Julian property. He said a subcontractor of the
North County sewer contractor hauled debris left over
from clearing the right-of-way for the sewer line and
that the debris consisted of vegetation only.
In response to Councilman Powell, the Director of
Community Development said the City Cab property on
Louisiana was a holding pen for vehicles only.

C. Other Matters
The interim City Engineer gave a progress report on
the Barber Street Sports Complex (see July 25, 1990
memos attached).
The City Manager was asked to look into removing the
private phone currently located at the ESSC
concession stand.

December 5, 1990 City Council workshop be placed on
the November 15, 1990 consent agenda. It was decided
that the City Attorney need not attend the joint
meeting.
The City Manager said the Planning and Zoning
Commission had suggested a joint meeting with them on
November 14, 1990 to discuss the Riverfront District
Study.
Mayor Conyers called a special meeting for this
purpose.
12. Being no further business, Mayor Conyers adjourned
the meeting at 10:02 p.m.

redevelopment firms: The Rouse Company. While with the Rouse Company, Mr. Dossett
worked on several festival marketplace redevelopment projects including:

° Bayside Marketplace, Miami
° Riverwalk, New Orleans
° Owings Mills Town Center, Baltimore
Mr. Dossett was a key professional for The Rouse Company In the development of two of
the nations more successful and dynamic waterfront redevelopment projects: "Bayside" in
Miami and "Riverwalk" in New Orleans, the site of the 1984 World Fair.
With The Rouse Company, Burgin Dossett served as project manager and also performed
serveral management and design acitivities while planning and managing redevelopment
projects. Itis responsibilities embraced:
° project design;
° analysis of tenant needs;
" historic preservation;
° adaptive re -use;
° budgeting responsibilities; and
° and general project management activities.
Mr. Dossett currently works with the Disney Development Company in programming and
designing mixed use projects, including Disney's upcoming waterfront development,
"Boardwalk." He is also developing a design guideline package for "Boardwalk" which will
ensure that the designed improvements proposed for each merchant/tenant will be
consistent with the project's overall theme.

2. INTRODUCTION and 3. REVIEW
The Director of Community Development gave a
brief introduction and at the request of Mayor
Conyers reviewed the proposal from Solin and
Associates, Inc., for the Waterfront Redevelopment
Study. (a copy of the study is attached)
The City Council heard various members of the
Planning and Zoning Board express their desires and
suggestions for a Riverfront Study.

The Mayor recognized the following:

Mayor Conyers called a recess at 9:10 and resumed at
9:20 with all members present.
It was the consensus of all that $34,295 proposal
fee from Solin and Associates was excessive. Time
was of the essence. Boundaries for area to be
studied should be established. Community and
citizen input of the utmost importance. Committee
should be established. Grants should be researched
and obtained.
After more discussion:
MOTION by Oberbeck/Powell to approve the appointment
of seven regular members and two alternates, as
named, to the Sebastian Riverfront Study committee.

The City Manager recommended Linda Kinchen as the
secretary to the River£ront Study Committee. He
,i►, noted that this committee will be a legally binding
committee because it is appointed by the City
Council, it will be subject to the Sunshine Law. He
recommended that Stan Krulikowski be named chairman,
suggested that Indian River County be invited as
either a voting or nonvoting member of the committee
due to the logistics of their borders and the impact
this committee will have on them. He went on to
explain the advice and help the committee will need
and suggested that the study area be from the
railroad tracks to the river.

Appoint Stan Krulikowski as Chairman of this
Committee.

90.199 A. Discuss Drainage Concerns and Other Matters
Mayor Conyers requested the City Manager to formulate
a direction on drainage for a future workshop;
announced the 12/8/90 Riverfront Study Committee walk
through the waterfront area; said he had requested 2
parking spaces at City Hall for Councilmembers; and
said he would deliver the McClarty resolution to its
recipient tomorrow.

A. Vice Mayor Oberbeck
89.221 Vice Mayor Oberbeck questioned the validity of
Stanley Krulikowski being Chairman of the Riverfront
District Study Committee and the Planning and Zoning
Commission. The City Attorney said if the Riverfront
Committee recommends directly to the Planning and
Zoning Commission, Mr. Krulikowski should not be on
the Riverfront Committee.
The City Clerk said she had contacted Shirley Taylor,
Commission on Ethics, and had been informed that
since this committee has a say in land planning they
should fill out financial disclosure forms.
MOTION by Powell/Oberbeck
I move we withdraw Stanley Krulikowski as member/
chairman for the Riverfront Study Committee with deep
regret.

Re: Riverfront Committee
Gentlemen:
Speaking for myself, in reference to my dismissal as Chairman and
Member of the Riverfront Committee, and per Mayor Conyers suggest-
ing my writing you, may I address a few points in requesting my
reappointment.
Due to your whole -hearted support of my appointment to the Committee
and Chairmanship of same at the joint Planning and Zoning and City
Council meeting on November 15th, and allowing for the fact that all
Council Members were aware of my position on the Planning and Zoning
Hoard, I have difficulty understanding your position at your November
28, 1990 meeting. Also your by-passing the procedure for removal per
^ the hand book for Committee's, etc., has me at a loss for words.
The Riverfront Committee is merely an unofficial city staff making
recommendations to City Council. Who in turn would implement site
plans, zoning changes, etc., to then go to Planning and Zoning
for action.
Furthermore, if the Riverfront Committee was going to have an
indefinite life, I could certainly understand your concern for my
being on two advisory boards.
The purpose of this Committee has always been to act as a starting
point in allowing the Riverfront to live up to its full potential,
thereby benefiting the City as a whole. To allow people from varied
walks of life as stated on November 15th, to participate, can only
enhance the Committee and the City.
In closing, I ask that you reconsider your decision and re -instate
me to the Riverfront Committee so that I may continue to input my
professional expertise for the betterment of the City.
