GENERAL NOTES
1. ALL CONSTRUCTION SHALL BE CONDUCTED IN ACCORDANCE WITH CITY OF SEBASTIAN
ENGINEERING AND PUBLIC WORKS AND THE FDOT STANDARD SPECIFICATIONS FOR
ROADS AND BRIDGES, LATEST EDITION.
2. LOCATIONS, ELEVATIONS, AND DIMENSIONS OF EXISTING UTILITIES, STRUCTURES, AND
OTHER FEATURES ARE SHOWN ACCORDING TO INFORMATION AVAILABLE AT THE TIME
OF PREPARATION OF THESE PLANS, BUT DO NOT PURPORT TO BE ABSOLUTELY
CORRECT. PRIOR TO CONSTRUCTION, THE CONTRACTOR SHALL VERIFY AND AGREE TO
BE FULLY RESPONSIBLE FOR ANY AND ALL DAMAGES WHICH MIGHT BE OCCASIONED BY
HIS FAILURE TO EXACTLY LOCATE AND PRESERVE ANY AND ALL EXISTING UTILITIES,
STRUCTURES, AND OTHER FEATURES AFFECTING HIS WORK.
3. CONTRACTOR SHALL COORDINATE WITH UTILITY OWNERS FOR VERIFICATION OF ALL
UTILITIES AND NOTIFY UTILITY OWNERS 72 HOURS PRIOR TO DIGGING IN ANY PORTION
OF THE SITE.
4. THE CONTRACTOR SHALL CONTACT THE ENGINEER UPON FINDING ANY CONFLICTS IN
THE PLANS DURING CONSTRUCTION OF ANY IMPROVEMENTS SHOWN ON THE DRAWINGS.
5. THE LIMITS OF CONSTRUCTION SHOWN ON THE PLANS SHALL BE STRICTLY OBSERVED BY
THE CONTRACTOR. ALL INGRESS, EGRESS AND TRAFFIC PATTERNS ON THE SITE SHALL
BE EXISTING ROADWAYS SHOWN ON THE DRAWINGS.
6. FINISHED GRADE FOR GROUND ELEVATIONS ON DRAWINGS REFER TO GRADE AFTER
SODDING OR OTHER SURFACE TREATMENT. FINISHED ELEVATIONS SHOWN ON
DRAWINGS REFER TO ELEVATIONS AFTER CONCRETE OR ASPHALT PAVEMENT.
7. INSTALLATION OF ALL CONDUITS, PULL BOXES AND FOUNDATIONS SHALL BE IN
ACCORDANCE WITH ALL REQUIREMENTS OF THE APPLICABLE SECTIONS OF THE FLORIDA
DEPARTMENT OF TRANSPORTATION STANDARD SPECIFICATIONS, FDOT ROADWAY AND
TRAFFIC DESIGN STANDARDS AND AS INDICATED ON THE DRAWINGS AND/OR BY THE
MANUFACTURER.
8. CONTRACTOR IS RESPONSIBLE FOR ALL COSTS OF ALL TESTINGS BY AN INDEPENDENT
GEOTECHNICAL SOILS AND MATERIALS TESTING LABORATORY. THE COST OF ALL
TESTINGS REQUIRED BY THESE PLANS & SPECIFICATIONS SHALL BE INCLUDED WITH THE
LUMP SUM BID AND NO ADDITIONAL COMPENSATION SHALL BE MADE BY THE OWNER.
9. THE CONTRACTOR IS RESPONSIBLE TO OBTAIN ALL REQUIRED BUILDING PERMITS FOR
THIS PROJECT AND SHALL COORDINATE ALL ACTIVITIES WITH CITY OF SEBASTIAN.
10. UNLESS OTHERWISE SHOWN, THE CONTRACTOR SHALL REPLACE ALL PAVING, SODDING,
STABILIZED EARTH, LANDSCAPING, DRIVEWAYS, SIDEWALKS, IRRIGATION SYSTEMS,
UNDERGROUND PIPING, ETC. LOCATED WITHIN AND OUTSIDE THE CONSTRUCTION LIMIT
LINE DISTURBED OR DAMAGED BY THE CONSTRUCTION. THE CONTRACTOR SHALL
REPLACE WITH EQUAL MATERIAL OR AS DIRECTED BY THE ENGINEER.
11. WHERE A CONNECTION IS TO BE MADE IN THE FIELD TO AN EXISTING CONDUIT, THE
CONTRACTOR SHALL EXCAVATE THE AREA TO VERIFY THE TYPE OF CONDUIT, CONDUIT
SIZE, AND REQUIRED CONNECTION AND FITTINGS AND OBTAIN THE OWNERS APPROVAL
OF THE PROPOSED METHOD OF CONNECTION PRIOR TO INSTALLING MATERIALS.
12. THE CONTRACTOR SHALL COORDINATE AND VERIFY ALL DIMENSIONS OF ALL EXISTING
AND PROPOSED FACILITIES PRIOR TO FABRICATION OF PIPING AND EQUIPMENT TO
ENSURE PROPER; ASSEMBLY OF ALL ITEMS. SOME DIMENSIONS MAY NEED TO BE
VERIFIED BY THE CONTRACTOR, FROM THE MANUFACTURER.
13. THE CONTRACTOR IS TO FOLLOW THE CONSTRUCTION PERMITS THAT HAVE BEEN ISSUED
FOR THIS PROJECT. ALL SPECIFIC OR GENERAL CONDITIONS APPLY.
14. THE CONTRACTOR IS TO ADHERE TO THE DESIGN AND CONSTRUCTION STANDARDS OF
CITY OF SEBASTIAN.
15. MAINTENANCE Of= TRAFFIC SHALL BE IN ACCORDANCE WITH THE MANUAL OF UNIFORM
TRAFFIC CONTROL DEVICES PART VI, WORK ZONE TRAFFIC CONTROL. CONTRACTOR TO
PROVIDE MAINTENANCE OF TRAFFIC PLAN TO ENGINEER PRIOR TO CONSTRUCTION.
TRAFFIC CIRCULATION WITHIN EXISTING PARKING LOT AREA MUST BE MAINTAINED
DURING CONSTRUCTION.
16. COMPLETE RECORD DRAWINGS, CONFORMING TO CITY OF SEBASTIAN STANDARDS
SHALL BE COMPILED DURING CONSTRUCTION FOR PERIODIC REVIEW. FINAL RECORD
DRAWINGS, CERTIFIED BY A FLORIDA LICENSED REGISTERED LAND SURVEYOR SHALL BE
SUBMITTED TO THE ENGINEER IN DIGITAL FORMAT PRIOR TO FINAL INSPECTION AND
ACCEPTANCE ON ANY PART OF THE PROJECT.
17. LOCATIONS AND DIMENSIONS OF EXISTING RIGHTS -OF -WAY AND EASEMENTS ARE BASED
ON BEST AVAILABLE INFORMATION. CONTRACTOR SHALL VERIFY THE LIMITS OF THE
RIGHTS -OF -WAY AND EASEMENTS IN ORDER TO AVOID ENCROACHMENTS.
18. THE CONTRACTOR SHALL MAKE EXPLORATORY EXCAVATIONS AT ALL INTERSECTIONS OF
PROPOSED WORK AND EXISTING UTILITIES. THE EXPLORATORY EXCAVATIONS SHALL BE
MADE SEVENTY-TWO (72) HOURS IN ADVANCE OF THE WORK. IF THERE IS A POTENTIAL
CONFLICT, THE CONTRACTOR IS TO NOTIFY OBSTRUCTION SHALL BE FURNISHED BY THE
CONTRACTOR THE OWNER IMMEDIATELY. INFORMATION ON THE AND SHALL INCLUDE:
LOCATION, ELEVATION, UTILITY TYPE, MATERIAL AND SIZE. CONTRACTOR SHALL RAISE
OR LOWER THE INSTALLED PIPE AS NEEDED AT NO EXTRA EXPENSE TO THE OWNER.
19. ELEVATION DATUM IS LOCAL DATUM.
20. IN AREAS WHERE CONSTRUCTION ACTIVITIES RESTRICT NORMAL ACCESS TO
PROPERTIES, THE CONTRACTOR SHALL PROVIDE AND MAINTAIN ALTERNATIVE ACCESS
ROUTES, WHICH ARE SUBJECT TO APPROVAL BY THE ENGINEER.
21. THE CONTRACTOR SHALL NOTIFY THE OWNER 72 HOURS IN ADVANCE OF ANY WATER
MAIN OR SANITARY FORCE MAIN SHUT -DOWN.
22. ALL EXCAVATIONS SHALL BE BACKFILLED AT THE END OF EACH WORK DAY.
23. THE CONTRACTOR SHALL NOTIFY FIBER OPTICS COMPANIES SEVEN (7) DAYS PRIOR TO
ANY CONSTRUCTION. EXTREME CAUTION SHALL BE EXERCISED IN AREAS OF FIBER
OPTICS.
24. CONTRACTOR SHALL BE RESPONSIBLE FOR REPLACING DAMAGED CURBS, ASPHALT,
LANDSCAPING, DRIVEWAYS AND ANY TEMPORARY REPAIRS OF OPEN CUTS. THESE
ITEMS SHALL BE PAID UNDER GENERAL REQUIREMENTS.
25. CONTRACTOR SHALL MAINTAIN PEDESTRIAN TRAFFIC, I.E. TEMPORARY SIDEWALKS
AROUND WORK AREAS, CONTRACTOR MAY HAVE TO RESTRICT WORK HOURS ON
SIDEWALKS, TO RESTORE IMMEDIATELY AND ERECT TEMPORARY FENCING BETWEEN
CONSTRUCTION AND TEMPORARY SIDEWALKS, ETC.
26. ALL CONSTRUCTION CONTROL SHALL BE REFERENCED AND REPLACED BY A FLORIDA
REGISTERED LAND SURVEYOR AFTER CONSTRUCTION.
27. PIPES SHALL NOT BE DEFLECTED MORE THAN 75% OF THE MANUFACTURER'S
RECOMMENDATIONS.

DOCUMENTS, THE CONTRACTOR SHALL CONTACT NEEL-SCHAFFER, INC. FOR

MAINTENANCE OF TRAFFIC
1. CONTRACTOR SHALL ADHERE TO THE REQUIREMENTS SET FORTH IN THE MANUAL ON
UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) LATEST PUBLISHED EDITION. CHAPTER
VI AND THE FDOT ROADWAY AND TRAFFIC DESIGN STANDARDS LATEST PUBLISHED
EDITION AT ALL TIMES.
2. ALL TRAFFIC CONTROL DEVICES (TEMPORARY SIGNS, PAVEMENT MARKINGS, BARRIER
WALLS, ETC.) REQUIRED DURING A CONSTRUCTION PHASE SHALL BE INSTALLED AND
APPROVED BY THE CITY OF SEBASTIAN TRAFFIC OPERATIONS ENGINEER PRIOR TO THE
COMMENCEMENT OF CONSTRUCTION AND WILL BE MAINTAINED IN ACCORDANCE WITH
MUTCD REFER TO INDEX 600. IF CASE IS NOT COVERED IN MUTCD INDEX 600 SHALL BE
USED IN CONJUNCTION WITH ALL OTHER INDEXES SPECIFICALLY MENTIONED IN EACH
TRAFFIC CONTROL PHASE.
3. ALL EXISTING SIGNS AND PAVEMENT MARKINGS WHICH CONFLICT WITH THE TRAFFIC
CONTROL PLAN DURING A CONSTRUCTION PHASE SHALL BE REMOVED OR TEMPORARILY
RELOCATED AS NECESSARY PRIOR TO COMMENCEMENT OF CONSTRUCTION. THE COST
OF REMOVING AND/OR REPLACING SIGNS AND PAVEMENT MARKINGS FOR MAINTENANCE
OF TRAFFIC SHALL BE INCLUDED UNDER PAY ITEM 1-3.
4. ALL SIGNS 48" X 48" OR LARGER SHALL BE MAINTAINED ON TWO (2) BREAKAWAY
SUPPORTS OR YIELDING POST AS SHOWN IN FIGURE 6-1 OF THE MUTCD. THE
CONTRACTOR SHALL USE THE MUTCD TO DETERMINE THE APPROPRIATE PLACEMENT
AND ELEVATION OF CONSTRUCTION SIGN. REFLECTIVITY SHALL ADHERE TO THE FDOT
STANDARD SPECIFICATION FOR ROADS AND BRIDGE CONSTRUCTION LATEST PUBLISHED
EDITION.
5. AT THE COMPLETION OF CONSTRUCTION DAY THE ROAD SHALL BE RETURNED TO
TWO-WAY TRAFFIC.
6. VEHICULAR ACCESS TO RESIDENCES WILL BE MAINTAINED AT ALL TIMES.
7. PROVISIONS APPROVED BY THE PROJECT ENGINEER WILL BE MADE FOR THE REMOVAL
OF STORM WATER FROM THE ROADWAY DURING CONSTRUCTION.
8. ALL TEMPORARY MARKINGS SHALL BE IN PLACE ONE (1) HOUR BEFORE SUNSET.
9. ALL DEVICES WILL BE IN GOOD CONDITION. MINIMUM REFLECTIVE INTENSITY SHALL
MEET THE FDOT STANDARD SPECIFICATIONS FOR ROADS AND BRIDGE CONSTRUCTION
LATEST PUBLISHED EDITION.
10. INGRESS/EGRESS TO COMPLEX MUST BE MAINTAINED THROUGHOUT CONSTRUCTION
SCHEDULE.
EROSION CONTROL/WATER QUALITY NOTES
1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR SUBMITTING AN EROSION CONTROL
PLAN AT THE TIME OF PRE -CONSTRUCTION CONFERENCE. THE PROPOSED EROSION
CONTROL PLAN SHALL BE IN ACCORDANCE WITH ALL APPLICABLE CRITERIA SET FORTH
IN THE FDOT STANDARD SPECIFICATIONS FOR ROADS AND FDEP LAND DEVELOPMENT
MANUAL SHALL BE SUBJECT TO APPROVAL BY LOCAL GOVERNMENTS AND WATER
MANAGEMENT DISTRICT HAVING JURISDICTION.
2. EROSION CONTROL AND SEDIMENTATION CONTROL DEVICES SHALL BE IN PLACE PRIOR
TO BEGINNING ANY CONSTRUCTION. THEY SHALL BE INSTALLED, AT A MINIMUM, TO THE
LIMITS SHOWN IN THE DRAWING, AS REQUIRED IN THE SPECIFICATIONS AND IN
ACCORDANCE WITH ALL REGULATORY AGENCY REQUIREMENTS. THE COST TO THE
CONTRACTOR FOR ALL EROSION AND SEDIMENTATION CONTROL IS INCLUDED IN THE
LUMP SUM BID AND NO ADDITIONAL COMPENSATION SHALL BE MADE BY THE OWNER.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTENANCE OF ALL TEMPORARY
EROSION CONTROL FEATURES.
4. CONTRACTOR IS TO PROVIDE EROSION/SEDIMENTATION CONTROL TO PREVENT
SILTATION OF ADJACENT PROPERTY, STREETS, STORM SEWERS AND WATER WAYS. IN
ADDITION, CONTRACTOR SHALL PLACE STRAW, MULCH OR OTHER SUITABLE MATERIAL
ON GROUND ON AREAS WHERE CONSTRUCTION -RELATED TRAFFIC IS TO ENTER AND EXIT
SITE. IF, IN THE OPINION OF THE ENGINEER AND/OR LOCAL AUTHORITIES, EXCESSIVE
QUANTITIES OF EARTH ARE TRANSPORTED OFF -SITE EITHER BY NATURAL DRAINAGE OR
BY VEHICULAR TRAFFIC, THE CONTRACTOR IS TO REMOVE AND CLEAN SAID EARTH TO
THE SATISFACTION OF THE ENGINEER AND/OR AUTHORITIES. AN EROSION CONTROL
BARRIER SHALL BE ESTABLISHED AS SITE CLEARING PROCEEDS AND MAINTAINED UNTIL
SUCH TIME AS VEGETATION OR OTHER CONTROLS BECOME EFFECTIVE.
5. EXISTING DRAINAGE PATTERNS AND CAPACITIES ARE TO BE PROTECTED AND
MAINTAINED DURING CONSTRUCTION TO ELIMINATE FLOODING AND PONDING WATER ON
PRIVATE PROPERTY. CONTRACTOR TO PROVIDE TEMPORARY DRAINAGE MEASURES AS
REQUIRED TO MEET THIS REQUIREMENT.
SPECIAL CONDITIONS
1. CONTRACTOR SHALL BE RESPONSIBLE FOR COORDINATION WITH BELLSOUTH, CABLE TV, F.P.L.
& I.R.C. UTILITY DEPARTMENT FOR SCHEDULING INSTALLATION AND OR INSPECTIONS WITH REGARD
TO THEIR RESPECTIVE SERVICES.
2• CONTRACTOR SHALL BE RESPONSIBLE FOR REMOVAL, REPAIR, REINSTALLATION OR
RECONSTRUCTION OF PRIVATELY OWNED ITEMS (MAILBOXES, FENCE, ET. AL.) WITHIN
PROJECT LIMITS. CONTRACTOR SHALL TAKE DUE CARE AS TO NOT ADVERSELY IMPACT
PRIVATE CITIZENS & THEIR ABILITY TO USE SUCH ITEMS.
3. CONTRACTOR SHALL PREPARE & SUBMIT FOR REVIEW A PROJECT MAINTENANCE
OF TRAFFIC PLAN. THIS PLAN SHALL BE PREPARED TO INSURE RESIDENTS & BUSINESS
OWNERS WITHIN THE PROJECT LIMITS SHALL HAVE REASONABLE & CONTINUOUS
ACCESS TO THEIR PROPERTIES DURING THE CONSTRUCTION PHASE.
4. CONTRACTOR SHALL BE RESPONSIBLE TO PROVIDE SHOP DRAWINGS PRIOR TO START OF
CONSTRUCTION.

MINIMUM STANDARDS
1. SEDIMENT BASINS AND TRAPS, PERIMETER DIKES, SEDIMENT BARRIERS
AND OTHER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE
CONSTRUCTED AS A FIRST STEP IN LAND -DISTURBING ACTIVITY AND
SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE
TAKES PLACE.
2• SEDIMENT CONTROL MEASURES ARE TO BE ADJUSTED TO MEET
FIELD CONDITIONS AT THE TIME OF CONSTRUCTION AND BE
CONSTRUCTED PRIOR TO GRADING OR DISTURBANCE OF EXISTING
SURFACE MATERIAL ON BALANCE OF SITE. PERIMETER SEDIMENT
BARRIERS SHALL BE CONSTRUCTED TO PREVENT SEDIMENT OR TRASH
FROM FLOWING OR FLOATING ONTO ADJACENT PROPERTIES.
3. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO
DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED
ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL
BE APPLIED WITHIN SEVEN DAYS TO DENUDED AREAS THAT MAY NOT
BE AT FINAL GRADE BUT WILL REMAIN UNDISTURBED FOR LONGER THAN
30 DAYS. PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS
THAT ARE TO BE LEFT UNDISTURBED FOR MORE THAN ONE YEAR.
4• DURING CONSTRUCTION OF THE PROJECT, SOIL STOCKPILES SHALL BE
STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING MEASURES.
THE CONTRACTOR IS RESPONSIBLE FOR THE TEMPORARY PROTECTION AND
PERMANENT STABILIZATION OF SOIL STOCKPILES ON SITE AS WELL AS
SOIL INTENTIONALLY TRANSPORTED FROM THE PROJECT SITE.
5• A PERMANENT VEGETATIVE COVER SHALL BE ESTABLISHED ON
DENUDED AREAS NOT OTHERWISE PERMANENTLY STABILIZED.
PERMANENT VEGETATION SHALL BE CONSIDERED ESTABLISHED
UNTIL A GROUND COVER IS ACHIEVED THAT, IN THE OPINION OF THE
REVIEWER, IS UNIFORM, MATURE ENOUGH TO SURVIVE AND WILL
INHIBIT EROSION.
6• STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES
SUCH AS DAMS, DIKES AND DIVERSIONS IMMEDIATELY AFTER
INSTALLATION.
7, SURFACE RUNOFF FROM DISTURBED AREAS THAT IS COMPRISED OF FLOW
FROM DRAINAGE AREAS GREATER THAN OR EQUAL TO THREE ACRES SHALL
BE CONTROLLED BY A SEDIMENT BASIN. THE SEDIMENT BASIN SHALL
BE DESIGNED AND CONSTRUCTED TO ACCOMMODATE THE ANTICIPATED
SEDIMENT LOADING FROM THE LAND -DISTURBING ACTIVITY. THE
OUTFALL DEVICE OR SYSTEM DESIGN SHALL TAKE INTO ACCOUNT THE
TOTAL DRAINAGE AREA FLOWING THROUGH THE DISTURBED AREA TO BE
SERVED BY THE BASIN.
8• AFTER SIGNIFICANT RAINFALL, SEDIMENT CONTROL STRUCTURES WILL
BE INSPECTED FOR INTEGRITY. DAMAGED DEVICES SHALL BE
CORRECTED BY THE CONTRACTOR IMMEDIATELY.

13. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED
PUBLIC ROADS, PROVISIONS SHALL BE MADE TO MINIMIZE THE
TRANSPORT OF SEDIMENT BY TRACKING ONTO THE PAVED SURFACE.
WHERE SEDIMENT IS TRANSPORTED ONTO A PUBLIC ROAD SURFACE
WITH CURBS AND GUTTERS, THE ROAD SHALL BE CLEANED THOROUGHLY
AT THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE
ROADS BY SHOVELING OR SWEEPING AND TRANSPORTED TO A SEDIMENT
CONTROL DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED ONLY
AFTER SEDIMENT IS REMOVED IN THIS MANNER. THIS PROVISION
SHALL APPLY TO INDIVIDUAL SUBDIVISION LOTS AS WELL AS TO LARGER
LAND -DISTURBING ACTIVITIES.
14. TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL
BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE STABILIZATION OR
AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED, IN THE
OPINION OF THE PROJECT ENGINEER. DISTURBED SOIL AREAS RESULTING FROM
THE DISPOSITION OF TEMPORARY MEASURES SHALL BE PERMANENTLY

15. PROPERTIES AND WATERWAYS DOWNSTREAM FROM CONSTRUCTION SITES

16. EROSION CONTROL DESIGN AND CONSTRUCTION SHALL FOLLOW THE REQUIREMENTS IN
