Re: Model C500P Incinerator
Dear Mr. Gideon;
EQUIPMENT& ENGINEERING CO.
436 W. LANDSTREET ROAD• ORLANDO, FLA. 32859 -(407) 851-0993
Please find enclosed, a copy of summary excerpts from a source emissions test conducted on the
model C500P at the University of South Florida in Tampa, Florida. This test was prepared by an
independent envirotmrental engineering firm and it provides proof of compliance with the source
emissions standards set by the State of Florida, Department of Environmental Regulation.
Furthermore, you will find a copy of the visible emissions (VE) test which was conducted by
another independent testing firm in Tampa. The VE test is an observation of the visible emissions
which are generated from the operation of the incinerator. As you can see by looking at the report
form, the engineer takes readings every 15 seconds for 60 minutes to identify any opacity (smoke)
that may be visible. No smoke was present
Also, there will be no odor associated with the proper operation of the model C500P, as odor (and
smoke) is a manifestation of incomplete combustion. The C500P is designed to complete
combustion of virtually all gases within the incinerator.
I trust that this information will be helpful to you in your upcoming hearing. If I can be of any
further assistance please do not hesitate to contact me.

2.0 SUMMARY AND DISCUSSION OF RESULTS
The incinerator was found to be operating within the emission compliance
limits.
Particulate emissions averaged 0.025 grains per standard cubic feet (gr/SCF)
corrected to 7% Oxygen and 0.04 pounds per hour (lbs/Hr) which is within the
permitted limit of 0.100 gr/SCF at 7% 02 and 0.20 lbs/Hr.
Carbon Monoxide emissions averaged 32 parts per million (ppm) corrected to 7%
02 and 0.025 lbs/Hr. The limiting standards are 100 ppm at 7% 02 and 0.10
lbs/Hr.
Visible emissions averaged 0.0 percent opacity for the highest six minute of
the one-hour test (see Appendix E for data sheets and observer's
certification).
Emission Summary with sample calculations, field data and laboratory data, and
CO emission summary with strip chart copies are presented in Appendices B, C,
and D, respectively.

3.0 PROCESS DESCRIPTION AND OPERATION
The Crawford Multiple Chambered Incinerator (CMCI) Model C -500P is designed to
incinerate bio -hazardous waste in an environmentally clean manner. A multiple
chamber concept is used to provide complete combustion of the work. Figures
1, 2, and 3 provide schematics of the system.
The primary chamber incorporates solid hearth. The primary incineration
chamber has a Natural Gas Burner. After a 30 minute preheat period, the
bio -hazardous waste is loaded into the primary chamber and th-e burner is fired
at 175,000 BTU/Hr (high fire) until the temperature stabilizers above 1000°F
at which time the unit switches automatically to low fire (100,000 BTU/Hr).
The secondary chamber is designed with a two step process to optimize
combustion. At the exit of the incineration chamber (inlet to the secondary
chamber) air is injected into the hot combustion gases to provide additional
oxygen for continued combustion. Also, at the bottom of the chamber a gas
burner is fired at 450,000 BTU/Hr (high fire) until the temperature stabilizes
at 1800 ° F or higher then switches to low fire (300,000 BTU/Hr) .
Both primary and secondary chamber temperatures are continuously monitored.
Residence time in the secondary chamber was calculated from the stack test
data and stochiometric constants and averaged 1.33 seconds for the three test
runs. Table 1 provides this calculation based on the observed outlet flow
rate with correction for air intrusion after the secondary chamber outlet.

I have enclosed a copy of the C-512 zoning district regulations which specify
the permitted uses and the conditional uses within this zoning district.
Staff would find that the retail portion of this business would be compatible
and similar in nature to other general retail sales and services that are
permitted within this district. The cremation and service provided for the
individual could conceivably be similar in nature to veterinary medical
serviceslif you were to look at the conditional use criteria that is required
to be met before a veterinary service could be approved within this district.
Section 20A-6.1 (C)(27)(b)(1) requires a veterinary medical service to be
within a completely enclosed building which shall be adequately soundproofed
and constructed and utilized so that emission of odor or noise shall not
detrimentally impact property in the immediate vicinity.
The only concern staff has regarding this use would be the emission of odor
or smoke that would be detrimental to the immediate vicinity. The applicant
will present at the hearing evidence that this equipment meets all EPA
requirements and does not emit smoke or any odors to the outside air.
Provided that the applicant can submit sufficient documentation to
substantiate that there will be no detrimental impact to the immediate area
based on the above concerns, staff has no objections to the granting of this
special use permit for Mr. John Gideon.
RECOMMENDED ACTION
Hold the public hearing for the special use permit.

FEATURES & BENEFITS DETAIL
The following features are briefly summarized to provide you with an understanding and
appreciation of how the Crawford incinerators work and why their design, materials and
construction make them the best cremation/incinerator systems available in todays market.
*Use this detail when examining the illustrations within our brochure.
If you should have any questions or comments about the following information please call
me at 800-228-0884 or 407-851-0993.
Refractory lined k•
We roll 12 ga. steel into a cylinder and line it with 2 inches of 2600° F castable refractory to
keep the heat within the stack and to protect the steel shell from thermal breakdown and
corrosion. In fact all internal points of the entire incinerator are lined with a minimum of
4.5" of cast refractory insulation or insulating brick.
- - safely accepts temperatures as high as 2600° F, this is critical because of state mandated
operating temperatures of 18009 F or greater
- completely safe for indoor installation (U.L. listed)
compatible with any standard recognized building materials (steel, wood, fiberglass,
etc.)
Sealed ChpmberU
We totally enclose the primary and secondary chambers with a 12 ga. steel shell and "seal"
weld all the seams closed, so that no fluids or gases can escape.
- better structural integrity
- provides insulation barrier
- retains fluids and odors inside primary chamber until completely combusted
Jiot Hearth:
The floor of the primary chamber and the roof of the secondary chamber are one
continuous piece of castable refractory at least 7 1/2 inches thick.
- direct heat transfer from secondary chamber to primary chamber for better fuel
efficiency
- hot floor gets fluids into a gaseous state very quickly so they can be combusted
- No buffer plate (steel) or air zone, that can expand or buckle which will prematurely
break -down the primary chamber floor
- carcasses or wastes are thoroughly reduced to ash
Monolithic Arched Roof:,
We take the time to cast a smooth, round arch roof in both the primary and secondary
chambers.
- much greater structural integrity, when refractory cracks it will support itself, will not
crumble a like flat roof tend to
- better air and gas flow within the chambers, no "passive" zones
- larger chamber volume or area 6

North Amerieffin XS -Air Nozzle Mix Burner,
We do not use industry "packaged" burners. Our, burners are manufactured by the industry
leader (North American Co.) and have a distinct advantage in that they have no moving
parts.
- offer greater flexibility in calibrating the air/gas mixture for optimum fuel efficiency
- low maintenance because they have no moving parts that wear or get clogged
- longer burner life - virtually replacement free
Removable Side Panels:
The exterior side panels are all hand fitted and threaded with machine screws so they can be
easily removed and replaced should inspection or repair be required.
- faster and easier entry into the interior of the incinerator
- less expensive to work on, no torches or welding equipment needed to remove or
replace side skins
Refractpry-Lined Draft Inducer (P n •
This device creates a draft (negative pressure) in the incinerator. By virtue of its patented
refractory lining it is able to operate continually (24 hrs. per day if necessary) at extremely
high temperatures (26002F) while maintaining required retention times.
- saves time in that no cool -down period is required for the safe operation of this
incinerator
- : saves gas (ie money) in that you do not have to keep cooling machine down, then pre-
heating it again to satisfy state environmental requirements .... remember no cool -down
is required with our equipment
greater longevity for equipment life because there is less expansion and contraction
going on. It is always better to operate an incinerator on a continuous basis rather than
with starts and stops.
Center -$alit Qwnter-Balanced Door:,
Our charging door is split in its center, when opened the bottom half goes down and the top
half goes up. The amount of physical exertion needed to open or close this type of door is
very minimal. You also have to open the door only a small distance when inspecting or
"working" the cremated remains inside the primary chamber.
no periodic adjustments needed, door halves always stay in equal balance
less heat is lost when opening door
less exposure to operator
- no need to bend over to inspect cremated remains, door opens at a comfortable level for
such inspection
Jntrical QrCmpted Remains Ho 1&_r
Allows for the convenient removal of cremated remains by simply raking the ashes into a
funnel opening at the front of primary chamber. The ashes will fall through the funnel and
be deposited into a container or standard urn for return to the client.
- Saves time when doing individual or private cremations
Jndependent Structural Framework:
We construct a free-standing superstructure using "I" beam, squares, channel and angle
steel, all joints are seam -welded for strength, we then add insulating materials and other
pertinent components to complete construction.
- extremely durable superstructure for longer operational life
- easily moved without danger of distortion
- even weight distribution facilitates easy installation

Djacity $ensor:
This device automatically monitors the opacity level within the stack and ensures the
absence of visible emissions.
- In the case of operator error or unforeseen circumstances that may cause the incinerator
to produce visible emissions, this device will temporarily lower the combustion rate in
the primary chamber, allowing the secondary chamber to complete combustion of
gases, thus eliminating any visible emissions.
Multiple Material Side-WUlUonstrpetion:
The inside walls of the incineration chambers are a combination of hard brick, high -temp
insulating brick, insulating mineral block and thermal mineral blanket.
- hard brick provides prolonged operational life
- insulating brick retains temperatures within the chambers, saving you money in fuel
costs.
- mineral block and blanket are an added insurance of heat retention
Multi -Point Combustion Air Ini i n•
The air injection system is constructed of seam -welded steel tubing and fittings, in
conjunction with a modulated and controlled central air supply source. This system will
provide a substantial amount of preheated combustion air for distribution to various points
throughout the incinerator. The combustion air is preheated for greater fuel efficiency and
refractory stability. This intricate distribution system is designed for greater flow dynamics
allowing for variable amounts of air to be introduced at critical points to ensure complete
combustion and enhanced levels of fuel efficiency.
- faster, cleaner and a more complete combustion takes place
- generates fuel savings as gas input is reduced, combustion air is combined with fuel
content of materials being incinerated
- creates turbulence so gases can readily mix with air for rapid combustion
Chamber Door/Burner Interlocks=
This mechanism will automatically shut the primary burner off when the loading door is
opened. This is a device that must be requested when placing order.
Safety,
Safety must be of primary concern to everyone involved in the operation and maintenance
of an incinerator. All of the Crawford C500 and C1000 series incinerators are listed by
Underwriters Laboratory for safety. The sole function of U.L. is to test for safety and they
are the most widely recognized authority on the subject. It is important to emphasize that
the entire incinerator(s) is U.L. listed and not just some of the component parts.
- compatible with any recognized building materials
- saves money on insurance premiums
- meets building and fire codes
- completely safe for indoor operation
Experience-,
Over and above the physical attributes of our equipment, is the experience we have in
manufacturing machines for this industry. Crawford machines have been servicing this
market for over 18 years. The knowledge derived from that experience has lead to
numerous innovations over the years. It is important that you select a company that has the
experience to help you through unexpected situations. We have that experience.

Sec. 20A -3.8(A). C-512, Commercial 512 District.
A. Purpose and intent. The C-512 district is established to im-
plement comprehensive plan policies for managing land desig-
nated for Commercial (C-512) development along segments of
County Road (CR) 512 below defined:
1. Specific area included in C-5.12 district. This district is in-
tended to include all lots abutting the south side of County
Road 512 which are included in the following blocks lo-
cated within respective plats of the Sebastian Highlands
Subdivision: Blocks 485, 490, 492, 508 and 509 located
within Plat Unit 12; Tract A located within Plat Unit 14;
Blocks 188 and 189 located within Plat Unit 6; and Blocks
185, 186 and 187 located within Plat Unit 8. The linear
distance of the C.R. 512 arterial is approximately ten thou=
sand (10,000) linear feet or 1.89 miles. The district includes
approximately two hundred fifteen (215) platted lots of
Supp. No. 15 134
LEGAL BASIS AND GENERAL PROVISIONS § 20A -3.8(A).
record, eleven (11) dedicated roadways intersecting with
C.R. 512, and two (2) dedicated alleys intersecting with
C.R. 512. Along the ten thousand (10,000) linear feet of
C.R. 512, the existing platted lands yield a potential for
two hundred twenty-eight (228) total curb cuts into C.R.
512, an average of one curb cut for every forty-four (44) feet
of road frontage.
2. Traffic impacts along C.R. 512 corridor. The purpose and
intent of the C-512 district is to provide a well planned and
equitable growth management policy for directing future
development within the impact corridor of the C-512 dis-
trict boundaries above defined. The existing pattern of de-
velopment without such regulation violates accepted prin-
ciples and practices of traffic engineering, county road
policies and standards, and adversely impacts the safety,
welfare and convenience of the motoring public. This state-
ment acknowledges the fact that C.R. 512 is identified as
an arterial highway on the major thoroughfare plans of
both the City of Sebastian and Indian River County. Both
acknowledge the fact that C.R. 512 is a major regional
transportation facility linking U.S. 1 and I-95 and also
linking the cities of Sebastian and Fellsmere with Indian
River County and the City of Vero Beach urban areas to
the south.
3. Plan for off-street parking and controlled curb cuts. The
purpose and intent of the C-512 district is also to restrict
the location of curb cuts within the district, require com-
pliance with a master plan for parking and curb cut con-
trol, and regulate the timing and intensity of land devel-
opment in order to alleviate potential traffic congestion
along the C.R. 512 corridor. Although land within this dis-
trict is at present relativity undeveloped, if the regulations
prescribed herein were not duly adopted, future develop-
ment within this district would generate unsafe and dan-
gerous conflicts in traffic flow along C.R. 512.
B. Permitted uses. In this district, as a permitted use, a building
or premises may be used only for the below stated uses. All ap-
plicable provisions of this code shall be satisfied, including, but

8. Deal yard landscape requirements: A rear yard buffer strip
shall be required pursuant to subsection 20A -10.2F. in order
to provide satisfactory screening of the district from abut-
ting residentially zoned property.
E. Unified control of land. All development proposals having
C-512 designation must demonstrate that all land within the
project is held under common ownership whether the proposal is
submitted by an individual, a trust, a joint venture, an associa-
tion, a limited liability company, a partnership or a corporation.
F. Mandatory compliance with master parking' and curb cut
control plan (MPCCCP). The MPCCCP is hereby adopted by ref-
erence and shall apply to all developments within the C-512 dis-
trict (see Appendix B).
G. Expansion of uses to adjacent lot(s). An existing permitted
land use within the C-512 district may be expanded to an adjacent
lot or lots of less than one hundred twenty (120) feet width pro-
viding that the following conditions are met and the site plan for
the expansion is approved by the planning and zoning commis-
sion:
1. The subject lot or lots shall be under unified control with
the adjoining subject developed properties pursuant to sub-
section 20A-3.8A(E);
2. All such extensions must be constructed as a contiguous
extension to an existing structure on the adjoining lot.
3. The proposed development shall comply with all codes and
ordinances of the City of Sebastian and reasonable condi-
tions affixed to the site plan by the planning and zoning
commission and/or the city council.
