See detailed Scope of Work (Exhibit A). Deliverable and Fee: The project plans and documents will be delivered in three phases: Phase I Preliminary Engineering and Design Development $ 6,900.00 (L.S,) Phase II Final Design, Construction Documents and Permitting $13,000.00 (L.S.) Phase III Construction Contract Procurement, Inspections and Construction Administration $13,000.00 (L.S.) Phase I — Conceptual Planning and Design Develooment 1.0 Preliminary Engineering 1.1 Survey: A specific purpose survey will be prepared for this project. The survey will include: a. Survey (tree and topo) of an approximate 200' x 500' portion of the City's Airport property lying NE of Airport Drive. Location of improvements will be provided as included within description of topography/improvements in b. below. b. Topography/Improvements: Topographical survey and location of all readily visible improvements will be provided within the development area and adjacent roadway. 1.2 Environmental Site Review: N/A (not necessary) 1.3 Solis Testing: a. Perform four (4) hand auger borings to a depth up to 6' in accordance with ASTM D1452. b. Provide a report covering the investigation including the borings logs of the soil classification, thickness of each layer, number of blows per foot (N Value), groundwater depths, recommendations for site preparation, and pavement recommendations. C. Perform one (1) constant head permeability tests in the field. Also obtain shelby tube soil samples and perform constant head horizontal and vertical permeability tests in our laboratory. d. Calculate the permeability coefficient 'K' values and also estimate -the normal wet - season and dry -season water tables. A report will be provided with the results of the constant head test and permeability tests. e. Perform one (1) soil profile to a depth of 14' in the water management area to classify the soils in accordance with the unified soil classification system. 1.4 Conceptual Plan Preparation: a. Prepare a conceptual development plan of the new recreation facilities, incorporating the survey and existing site conditions. The plan will include existing and proposed paving / access / parking lot configuration, building locations, recreation improvements, and conceptual utilities and drainage, and other proposed on -site improvements. b. Coordinate with applicable utility providers and the City of Sebastian Public Works departments to determine required on -site utility, roadway and drainage infrastructure and determine necessary construction required. C. Submit plans to staff for review and comment. d. Lighting plan: Prepare schematic design layouts for the electrical and lighting equipment, including photometrics for lighting. 1.5 Presentation/Parks & Recreation Committee Meeting: Attend one (1) Parks & Recreation Committee meeting and present conceptual plans for consideration. Phase II — Final Design. Construction Documents. and Permittino 2.0 Final Engineering 2.1 Final Site Plan: Based on the approved Conceptual plan, formal engineering plans and site plan application will be prepared in accordance with the City of Sebastian's Land Development Regulations. This submittal will include the following required elements: Page 1 of 3 a. An engineering site development plan depicting in more detail, features as developed on the conceptual plan, incorporating all existing information readily available, including surveys, record drawings, aerials, maps and documents, etc., and on -site observations. The plan will include proposed and existing site data and conditions required under City of Sebastian's Land Development Regulations, including dimensional lay -out, signage/ striping, parking/ pavement / grading, access, appropriate details and cross sections of the site, site data / area calculations, etc. b. A landscape plan in accordance with City of Sebastian's Land Development Regulations. C. Stormwater Management Plan and Engineering report in compliance with City of Sebastian Land Development Regulations and SJRWMD regulations. d. Utility Plan: Utilities plan for water system service connection. It is anticipated that a private lift station and connection to adjacent IRCDUS FM will be necessary for sewer connection. 2.2 Electrical Construction Documents: Provide electrical engineers plan for electrical service and new site lighting (street lights, and picklebali court lighting). Electrical construction documents to include: a. Locate all electrical (i.e. receptacles, switches, transformers, motors, and panels) and lighting (i.e. specify fixtures and lighting controls) components. b. Circuit and homerun all components, creating appropriate panel schedules. c. Create a one -line riser diagram showing all major equipment with feeder schedule. d. Design a lighting control system that meets Florida Energy Code with detail drawings. 3.0 Permitting 3.1 Construction plans, engineering calculations and reports, and supporting documentation will be submitted to the appropriate agencies for the following construction permits: a. St. Johns River Water Management District (40C-42) b. City of Sebastian Site Plan C. City of Sebastian Land Clearing and Tree Removal d. City of Sebastian Stormwater Management Permit e. City of Sebastian Building Department — Plan Review f. IRCDUS Utility Construction Permit g. FDEP Sewer h. FDEP NO] 3.2 Follow up with permitting agencies via telephone, e-mail or written correspondence. Review and address and review comments and revise the plans accordingly. Resubmit as required. 3.3 Upon issuance of the above permits, the site plan shall be released and construction may commence with site work. Phase III — Construction Contract Procurement. Inspections and Construction Administration 4.0 Contract Administration and inspections 4.1 Bid Documents: Upon site plan approval by Planning and Zoning, final engineering plans and specifications will be prepared and provided to client for bidding purposes. Specifications will be included on the construction plans. 4.2 Bidding and Procurement documents: assist COS in the preparation of bidding and procurement information, including: A. Description of time, place and conditions of bidding B. Bidding and Proposal forms D. Form of Agreement — between owner and contractor E. Conditions of the Contract — standard, supplementary, and other special conditions Note: City Standard bid doc forms will be used (provided by City). SBS will assist City with development of project specific information provided on the forms. Page 2 of 3 4.3 Construction Procurement services: assist COS in construction procurement A. Assist in preparation of bid sets for competitive bidding B. Attend Pre -bid meeting, Respond to RFI's sent by bidders, and prepare Addendums, if necessary D. Bid validation C. Prepare Notice of award and assist in finalizing construction contract 4.4 Contract Administration and Inspections: The engineer will coordinate the responsibility for document review, meeting attendance, and inspections with civil engineer and other consultants. 1. Coordinate and attend pre -construction meetings 2. Attend progress meetings with contractor (bi-weekly) 3. Review shop drawings (includes electrical engineer) 4. Review contractors pay requests 5. Periodic inspections of the site work (3+4 week) 6. Substantial completion inspection / punch list (2) (includes electrical engineer) 7. Review as-builts for adequacy and completeness 8. Final inspection / final completion determination 9. Prepare final certification submittals for site permits B. Changes to Work: Oversee changes to work, field directives, minor plan changes, assist with preparation of construction change orders. 4.5 Final certifications are required by condition of issuance of most permits, and will be prepared based on satisfactory review of surveyed as-builts (by others) and construction inspection by the engineer. A. As -built plans will be prepared by the contractor and the contractor's surveyor in accordance with the construction specifications, and/or additional information provided by the engineer's inspector. B. The field information provided by surveyor and contractor is not included in the proposal and will be included in the construction specifications as a requirement of the contractor to provide surveyed as-builts in accordance with applicable agency requirements and permit conditions. The consultant fee is included in SBS cost above: • Electrical Engineer— KAMM Consulting $4,350.00 • Surveyor —Meridian Land Surveying $1,750.00 • Geotechnical Engineer $1,250.00 Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of the Scope of Work complete. All payments must be received by the Engineer within 30 days of the date of an invoice. Any payments received after said date will be subject to a late interest fee of one and one half percent (1-1/2%) per month. The client shall be responsible for all attorney's fees, court costs, and related expenses incurred in the event that payment is not timely made and proceedings are brought by the Engineer to collect sums owed.
