SUSTAINABLE SEBASTIAN INITIATIVE: 5-YEAR IMPLEMENTATION PLAN
A description of the goals and tasks to be implemented by the Natural Resource Board over the course of five
years, as elements of their Sustainable Sebastian Initiative, established by City Resolution R-19-30, on
October 9t", 2019.
INITIATIVE 1: Support overall reduction in the use of single -use plastics by the City of Sebastian
and its business community by assisting and promoting Keep Indian River Beautiful
(KIRB)/Keep Brevard Beautiful's (KBB) Litter Quitter and Surfrider's Ocean Friendly Restaurants
(OFR) Programs and through the identification of alternative products.
GOAL #1: Create community/ business awareness of Litter Quitter Program and certify local
businesses.
TASK A: Arrange meeting with Chamber of Commerce to discuss business outreach
partnership
➢ TASK B: Create information packets for businesses (include Surfrider OFR info)
TASK C: Estimate annual costs of restaurant promotional materials (coasters, table
tents, window sticker, etc) and submit for budget approval
TASK D: Work with KBB and KIRB to register current volunteers into the certification
system
r TASK E: Recruit volunteers and hold more training events and work with KBB to provide
online volunteer certification.
➢ TASK F: Develop education and outreach program for local Schools.
GOAL #2: Create policy to increase the use of environmentally -friendly products at City Hall, as
well as at City -sponsored events and all community events occurring on City property.
TASK A: Create comparison sheet of commonly used restaurant products as part of the
Litter Quitter information packet
➢ TASK B: Create a comparison sheet of products used in City Hall breakrooms and at
City staff events and present estimated annual cost for budget approval.
➢ TASK C: Incorporate info about alternative products and costs into event vendor
communications
➢ TASK D: Incorporate goal into upcoming Parks Master Plan
GOAL #3: Support the Florida Department of Environmental Protection's (FDEP) Leave No Trace
(LNT) Ethics Initiative, as implemented by the FDEP's Aquatic Preserves Program.
➢ TASK A: Coordinate with Aquatic Preserves Program to discuss how the NRB can
assist in getting the message out.
TASK B: Discuss methods for boater outreach to keep our Spoil Islands free of trash.
• INITIATIVE 2: Support landscaping practices that promote a healthy, native ecosystem by
assisting and promoting Keep Indian River Beautiful's Lagoon Friendly Lawns and the
University of Florida's (UF) Institute of Food and Agriculture Science (IFAS) Florida -Friendly
Landscape programs.
GOAL #1: Create community awareness of, and enhance participation in, the Lagoon Friendly
Lawns Certification program
➢ TASK A: Recruit Board members and volunteers to nominate themselves and/or their
neighbors.
➢ TASK B: Estimate annual cost of lawn signage for budget approval
➢ TASK C: Create "WE NOTICED" door hanger as an anonymous way to encourage
residents to enroll in the program.
GOAL #2: Educate residents on the benefits of implementing the OF IFAS Florida -Friendly
Principles into their landscape.
r TASK A: Provide information and links to IFAS sites and information on area workshops
being held through NRB website.
TASK B: Enhance the City Hall Demonstration Garden, with new plantings, weeding,
and added signage.
TASK C: Determine cost of Demonstration Garden Improvements for budget approval.
r TASK D: Utilize the existing Florida Friendly Program folders, provided by UF's IFAS
Indian River County Extension Office to create "Homeowner Welcome Packets" and
discuss methods, other than at new home final inspections, to get the packets out to
residents
TASK E: Coordinate with local organizations in the addition of native demonstration
gardens across City parks.
GOAL #3: Set the example for sustainable landscapes on City properties.
y TASK A: Collaborate with the Pelican Island Audubon Society in promoting their Trees
for Life program and planting more trees at City parks and properties.
Task B: Encourage increased native landscaped and mulched areas, decreasing
sodded areas, where applicable.
• INITIATIVE 3: Provide recommendations for City policies and Codes related to Natural
Resources
GOAL #1: Provide input throughout the Comprehensive Plan Review process
➢ TASK A: Host a public workshop during Natural Resources Board Meeting to discuss
the draft of the Conservation and Coastal Management Element (3-3-20)
y TASK B: Staff to compile all workshop notes and submit to consultants for inclusion in
final plan (4-20-20)
➢ TASK C: Staff to keep NRB informed of all workshops and Comp Plan related meetings
and documents throughout the process.
GOAL #2: Assist City in creation of Integrated Pest Management (IPM) Plans for both the City's
Leisure Services and Stormwater Departments
➢ TASK A: Board Members volunteer to serve on both IPM Sub-Committee(Parks, 2-4-20)
➢ TASK B: IPM Sub -Committee presents final IPM Plans to NRB for approval before
bringing to City Council (Parks, 8-4-20)
➢ TASK C: Annual Reviews are brought to NRB for discussion before presentation to City
Council
GOAL #3: Assist City in revision of Tree Protection and Landscape Ordinances
➢ TASK A: Board members volunteer to serve on sub -committee
➢ TASK B: Updates and discussion provided at each NRB Meeting
➢ TASK C: The Draft Ordinance presented to NRB for approval prior to City Council final
approval
• INITIATIVE 4: Reducing the City's operational carbon footprint by promoting sustainable energy
resources through the implementation of sustainable technologies, where practical.
GOAL #1: Add water bottle refill stations to all City Parks and Fountains
➢ TASK A: funding added to currently proposed budget
GOAL #2: Increase the availability of bike racks around the City
TASK A: funding added to currently proposed budget
GOAL #3: Increase recycling awareness and availability to the public
TASK A: Work with Waste Management (WM) to host regular household waste/ shred -it
recycle events
TASK B: Add information on what is and is not recyclable to NRB Website and TV
Channel
TASK C: Define exact cost and discuss possible funding sources to assist waterfront
businesses in acquiring recycling.
GOAL #4: Increase opportunity for resource conservation and maximize recycling availability
within City operations.
➢ TASK A: Ensure that every office and copier has a recycle can

on simple ways to reduce, reuse and recycle.

INITIATIVE 5: Protect and Restore the water quality of all our City's water bodies by supporting
the City's stormwater program in the creation of toolkits emphasizing best management
practices (BMP), low impact design (LID), and green infrastructure.
GOAL #1: Provide Support for Stormwater Department outreach initiatives
➢ TASK A: Discuss activities or programs that can support the implementation of the
Stormwater Department's public participation and outreach requirements as defined in
the City's National Pollutant Discharge and Elimination System (NPDES) Multiple
Separate Stormwater System (MS4) Permit, as administered by the FDEP.
➢ TASK B: Assist residents in understanding BMPs and LIDs in relation to the City's
Stormwater Fee Credit Program
GOAL #2: Assist in planning community presentations at NRB meetings and/or Oyster Garden
site from guest speakers and City Staff on water quality issues
➢ TASK A: Identify topics that are relevant to current water quality concerns in our area
and list possible speakers on topics.
➢ TASK B: Members volunteer to arrange individual presentations.
GOAL #3: Assist in the creation of toolkits for BMP's, LID, and Green Infrastructure Planning
➢ TASK A: Compile summaries and data on the most applicable practices for our City into
toolkits that help to assess and improve stormwater management.
➢ TASK B: Review the applicable Ordinances and determine if changes need to be made
to support and encourage these practices.
➢ TASK C: Review Green Infrastructure Map of the City and determine where the existing
hubs and corridors are. Determine where there may be an opportunity to increase and
connect the green spaces, including stormwater storage and treatment areas.
➢ TASK D: Creation of Green Infrastructure Toolkit
GOAL #4: Educational Signage at City Parks and SW features
TASK A: Coordinate with parks and stormwater department on outreach opportunities
TASK B: Research what pre -made signage is available and what grants may be
available
• INITIATIVE 6: Promote the City's overall livability, through the promotion of active
transportation, increasing the connectivity among trails and pathways, and promoting nature -
based tourism
GOAL #1: Review City map and current county masterplans (Transportation MPO, Greenways
Plan) regarding sidewalks, trails, and bike lanes
r TASK A: Conduct walking or biking tours/audits to determine gaps and opportunities
TASK B: Determine if there are areas that pose challenges to foot and bike traffic and
why
GOAL #2: Seek opportunities to cross market the City's Parks and Green Spaces
➢ TASK A: Work with Chamber of Commerce to learn ways the City's Natural Assets are
marketed
TASK B: Identify unique natural features within parks and coordinating nature -based
markets to increase tourism awareness
TASK C: Research what certifications/designations are attainable
GOAL #3: Utilize GPS Geocaching related tools/ games/ apps to increase visitation to the City's
natural, tourism, and historic points of interest
