MINUTES OF REGULAR MEETING

Mr. Boettjer opened the meeting by stating that this meeting is being held in Sebastian
City Council chambers. All in attendance identified themselves and their titlestpositions.
Mr. Boettjer stated the Union is aware that the City's offer at present is 2%. Mr. Carlisle
stated that is correct. This figure is based on the millage rate that was passed by the City
Council at their meeting last night. He stated that figure will allow for raises in the amount
of 2%. He reiterated that the City may have to deal with some lawsuits in the near future,
and he cannot state exactly what those will cost the City. Mr. Carlisle stated that, in six
months if he sees that he can revisit an additional 1 % increase in wages, he will do that.
But he cannot make any promises unfit he knows what the next few months bring.
Mr. Boettjer asked Mr. Noyles if he is comfortable with bringing that figure back to the
employees. Mr. Noyles said he is comfortable with it. Mr. Boettjer stated they will have
a meeting tonight. Mr. Carlisle stated it needs to be ratified by Wednesday of next week
so he can get it to Council on the 14th.
Mr. Boettjer stated Mr. Killgore will provide the Union representatives with a copy of the
amendment to the contractual bargaining agreement. That will have to be posted, and
there will need to be a ratification vote quickly. It has to be posted for three days minimum
before that can be done. The voting will be done, and hopefully it will be rated so that
Mr. Carlisle can present it to Council.
Mr. Noyles stated that, as he understands it, the City will go to 2% because of the budget,
and then if there is something left over in six months, they might be able to give the extra
1%.
Mr. Carlisle stated that it depends on the potential lawsuits. The City has already spent
$60,000.00 to date on lawsuits, and they are not done yet. He opined that the City needs
to have at least $100,000.00 prior to trying to get these lawsuits settled. With the millage
adopted at 3.1514 that leaves approximately $289,000.00. If the City reserves
$100,000.00 for lawsuits, that leaves $189,000.00, which is about 2%.

Mr. Boettjer stated he understands. Six months from now things may change, and he
hopes that someday soon the COVID-19 situation will be taken care of, and that will free
up some monies from the State. Mr. Carlisle stated that is why he is willing to look at it
again in six months when he should know what the State revenue share is actually going
to be by then.
Mr. Boettjer stated that they accept that and will bring it to the membership.
