HomeMy WebLinkAbout09-29-2020 MinutesCITY OF SEBASTIAN PBA UNION WAGE NEGOTIATIONS MINUTES OF REGULAR MEETING SEPTEMBER 29, 2020 Present: Al Boettjer, Staff Representative, Coastal Florida PBA/PEA Union Representative, 810 Fentress Court, Daytona Beach, FL 32117 Paul Carlisle, City Manager, City of Sebastian Ken Killgore, Administrative Services Director/CFO, City of Sebastian Cynthia Watson, Human Services Director, City of Sebastian Ken McDonough, PBA Union Representative Marc Maison, PBA Union Representative Janet Graham, Technical Writer (Zoom) Mr. Boettjer called the meeting to order at 11.07 a.m. and had everyone present identify themselves. Mr. Carlisle reviewed that the City was able to get the 3.1514 millage rate approved by the City Council at its meeting the night before, which gave the City an addttional approximately $289,000.00. With that, he feels the City can give a 2% raise. That is the best he can do right now because the City still has legal fees that are possibly going to have to be paid. He stated that the City has already paid out $30,000.00 on one case. The attorney's fees are not covered by insurance. Mr. Killgore added that so far the City has paid out about $60,000.00 regarding these lawsuits. Mr. Boettjer asked that, if those items are cleared up, is Mr. Carlisle in six months open to increasing the 2%. Mr. Carlisle stated he can look at it again in six months and see if another 1 % can be offered, but he cannot offer that at this time. Mr. McDonough stated that the Police Department has lost five employees due to the wages they were able to get elsewhere. He added that replacing those officers will mean training them, which is a substantial cost. After discussion among all present, Mr. Boettjer suspended the meeting while he and the Union representatives caucused. (OFF THE RECORD AT 11:25 A.M.) (SHORT BREAK TAKEN) (BACK ON THE RECORD AT 11:40 A.M.) Mr. Boettjer stated he is aware that this is a difficult time, but he and the representatives of the Union think that, in order to satisfy the membership, they would like the City to PAGE 2 consider a 2.5% wage increase. Mr. Carlisle stated he feels that 2% is what can be done presently, with a look at the matter again in six months to see if he can get another 1 %, but he is not guaranteeing that at this point. Mr. McDonough stated he will try to get approval from the members as quickly as possible. Mr. Carlisle stated he will need it by Wednesday of next week. Mr. Boettjer asked if Mr. Killgore could get him a wage article. Mr. Killgore stated he will get Mr. Boettjer an addendum. Mr. Boettjer said that will have to be posted, and he will need at least three days of it being posted. He would suggest sending it out by email to those who have email.
