R-20-24 A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ADOPTING THE PROVIDED ATHLETIC FIELD RENTAL FEES, PICKLEBALL LIGHT FEES AND FRIENDSHIP TENNIS COURT USER FEES; PROVIDING FOR CONFLICT; PROVIDING FOR SCRIVENER'S ERRORS; PROVIDING FOR EFFECTIVE DATE. WHEREAS, the City of Sebastian Leisure Services Department would like to establish fees specifically for the rental of our athletic fields, establish fees for Pickleball Court lighting tokens, and amend the Friendship Park Tennis Court User Fees, and WHEREAS, the City of Sebastian Leisure Services Department Athletic Fees Policy is presented for approval by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, as follows: SECTION 1. The City of Sebastian Leisure Services Department Athletic Field Rental Fees, Pickleball Court Lighting Token Fees, and Amended Friendship Park Tennis Court User Fees, as attached hereto as Exhibit "A", is hereby adopted as the revised City of Sebastian's Leisure Services Athletic Fees Policy. SECTION 2. CONFLICT. All resolutions or parts of resolutions in conflict herewith are hereby repealed, including R-05.41 SECTION 3. SCRIVENER'S ERRORS. Sections of this resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee, without need of further action of the City Council by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE. This resolution shall take effect immediately upon its adoption. The foregoing Resolution was moved for adoption by Councilmember Hill . MAN N1WX=;�----r— a R.1204795629 Manny Anon, Jr., City Attorney Leisure Services Department Policies and Procedures SUBJECT: Outdoor Athletic Facility Rental & Athletic Facility User Fees Effective Date: I Revision Date: NA I Revision #: NA I Page: 1 of 2 Authority: Brian Benton, Leisure Services Director PURPOSE: The purpose of the Outdoor Athletic Facility Rental & User Fee Policy is to outline the fees that will be charged to individuals, groups or organizations that would like to rent the City's outdoor athletic fields as well as fees for Pickleball Court Light Tokens and Friendship Park Tennis Court User Fees. IL SCOPE: This policy applies to all individuals, groups, or organizations that are utilizing our outdoor athletic facilities directly through the City of Sebastian (except groups that have user agreements in place with the City of Sebastian, (ex. Sebastian Sharks and Sebastian River Area Little League, Inc.). No other group or organization may sublease the City's athletic facilities. III. POLICY: All individuals, groups or organizations that wish to utilize the City of Sebastian's outdoor athletic fields must obtain a permit and pay the rental fees set forth below for their speck usage. Permits are not guaranteed and will be issued in the best interest of the City and their certified user groups. Pickleball Court Light Tokens will be available for purchase at the Sebastian Municipal Golf Course or City Hall during normal operating hours. Friendship Tennis Court User fees are to be paid at the tennis court office. IV. PROCEDURE: (Procedures 1 & 2 must only be followed for Athletic Field Rentals) 1. Individuals, groups or organizations must fill out the appropriate facility request forms that specifically state the requested usage information. The forms must be submitted to the City of Sebastian Leisure Services Department for review at least 60 days prior to the event. 2. Individuals, groups or organizations will be contacted within 1 to 2 weeks following receipt of the request fortes regarding approval or non -approval of the request. If the request is approved the organization must provide required insurance documentation and pay the rental fee to the City of Sebastian Leisure Services Department. 3. Listed below are the established fees for Athletic Field Rental Fees, Pickleball Court Lighting Tokens, and Friendship Park Tennis Court User Fees. Athletic Facility Rental Fees (All fees, tax additional except Pickleball Token fees and Friendship Park Tennis Court User Fees) Individual Athletic Field Rental Fees . Athletic Field Lighting • Softball/Baseball Field Maintenance Multi -Purpose Field Maintenance • City of Sebastian Police $150 (Full Day) $75 (3 Hours) $25 per Hour per Field $35 per Hour per staff member (Groom Field, City does not chalk infields) $100 per Field (Layout field, Striping, Paint) $40 per Hour per Officer The City's Police Department will make the determination of whether or not a Police Officer is required based on the information provided in the Facility Rental Application. If required, the organization must make arrangements and payment for an officer to be on -site during the event. Pickleball Complex Lighting and Court Rental Fees • Pickleball Court Light Token Fees (Each token is 1 hr and 15 mins. for 2 courts) • Pickleball Complex Rental Fees $5 for 1 token ($4.67 + 7% tax) Or $20 for 5 tokens ($18.69 + 7% tax) $25 per Hour per Court for Individuals or Lessons 'Tournament rentals will be based on the number of participants and the length of tournament. (See application) Friendship Park Clay Tennis Court Fees (Each session is 1 hour and 45 minutes and includes tax) Session times will begin at Barn, 10am, 3pm, 5pm and 7pm. • Resident Session Fee: $5.00 ($4.67 + 7% tax) • Non -Resident Session Fee: $7.00 ($6.54 + 7% tax) • Junior (Under 18) Session Fee: $3.00 ($2.80 + 7% tax) • Resident Single Annual Pass: $350 ($327.10 + 7% tax) • Non -Resident Single Annual Pass: $500 ($467.29 + 7% tax) • Resident Family Annual Pass: $450 ($420.56 + 7% tax) • Non -Resident Family Annual Pass: $600 ($560.75 + 7% tax) • Resident Junior (Under 18) Annual Pass: $100 ($93.46 + 7% tax) • Non -Resident Junior (Under 18) Annual Pass: $140 ($130.84 + 7% tax) • Resident Senior (65 & Over) Single Annual Pass: $250 ($233.64 + 7% tax) • Non -Resident Senior (65 & Over) Single Annual Pass: $400 ($373.83 + 7% tax)
