HomeMy WebLinkAboutADDENDUM #1 - ITB #21-08PROCUREMENT DIVISION 1225 Main Street, Sebastian, FL 32958 ADDENDUM #1 ITB #21-08 CDBG HOUSING REHABILITATION PROGRAM FOR 6 SINGLE-FAMILY HOME UNITS *This Addendum MUST be acknowledged on page 23 of the RFP Document* Date: April 23, 2021 Solicitation Due Date: Wednesday May 19, 2021 @ 4:00 PM EST TO ALL PROSPECTIVE PROPOSERS: For the above referenced project, take note of the following revisions, additions, deletions, clarifications, and questions/answers etc. relative to the ITB, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise. Revisions Question: Form A- Minimum Requirements, “Must have a minimum of three (3) years’ experience performing similar work involving housing repairs and CDBG funding” In order to participate in this solicitation/bid, Will be mandatory to have reference work with the CDBG funding? Please clarify. Preface for context: The minimum requirement(s) referenced from Form A of the bid packet is a local/department requirement. Your program policy (Housing Assistance Plan) mandates tha t only the following experience requirement(s) be met: HAP Section E. Contractor/Vendor Eligibility (pg. 35-36) “In order to participate in the Housing Rehabilitation Program, a contractor must be approved as eligible by the HRS, the PA and”…have “a satisfactory performance, credit record, including…References from two (2) suppliers who have done business with the contract or involving credit purchases…References from three (3) subcontractors or suppliers who ha ve subcontracted with the contractor…Satisfactory references from at least three (3) parties for whom the contractor has performed construction work”…”The HRS will assure that current an d past performance of the contractor are satisfactory based upon readi ly available information and reserves the right to check any reliable source in establishing such determination”. Answer: In accordance with CDBG program policy experience requirements, the Form -A stipulation(s) in question do not expressly prohibit the participation of contractors who do not meet the minimum three (3) years’ experience performing similar work involving housin g repairs and CDBG funding threshold. Program rules are designed with inherent flexibility, allowing contractors who have completed a program application and meet the minimum program contractor eligibility requirements to fully participate in CDBG housing rehab intent to bid (ITB) activities. Questions concerning this ITB should be emailed no later than Friday, May 7, 2021. All questions and communication regarding this ITB shall be directed ONLY to the Contact Person at lfrazier@cityofsebastian.org Contact by a Bidder (or anyone representing a Bidder) regarding this RFP with the City Council or a City employee/representative other than the point of contact listed above, is grounds for disqualification.
