IT IS AGREED to undertake the following work in accordance with the provisions of the Master' Agreement entitled Non-EXclus-ive Continuing Professional Services Agreement for Engineering Dated February 22, 2021. Description of Assignment: There are approximately 129 parcels in the C system to public sewer connection. Schulk( engineering services necessary to evaluate a existing IRODUS sewer collection and transn-, requisite -utility improvements and prepare a c: and construction of the requisite infrastructure, and the costs to make the connection. RA District that are eligible to convert from on -site septic , Bittle & Stoddard, LLC (SBS) will provide professional id recommend system type and method for connection to ssion facilities. SBS 411 prepare conceptual plans of the ist estimate of the probable cost for the design, permitting and the cost for individual parcel improvements necessary SBS will also prepare a pollutant reduction estimate. SBS will calculate the approximate reduction of nitrogen and phosphorous pollutants (in kg/yr) that currently enter the Indian River Lagoon and its tributaries due to the operation of existing septic systems by the 129 +1- parcels., which upon connection to IRCD.US sewer infrastructure, will be diverted from the IR Lagoon and captured, collected and transmitted to IRCDUS Wastewater Treatment Plants. Work Scope: 0 See detailed Scope of Work attached (Exhibit A) Deliverable: 1. Conceptual Utility Plan 2. Cost Estimate 3. In'ventory and Tabulation of Results 4. Report Time of Perfdrmaince The estimated time frame for completion of services from the approval of this Work Authorization is a follows: Schedule SBS anticipates completion and submittal of the draft report within one hundred and five (105) 14 days -after notice to proceev. Upon review and comments by the City, the final report will be submitted within three (3) weeks. S.BS will prepare a base utility map of the CRA area in CAD, which shall depict all parcel lines and ROW's., depict utility infrastructure, known/ mapped, surface waters, and will depict and number the 1.29 developed parcels that currently utilize a septic system. The base map will utilize GIS mapping data provided from IRCDUS and other mapping sources and will be overlaid on available aerial imagery. There will not be any field survey included to develop these base maps. 2.0 Final Engineering 2.1 Conceptual Utility Plan SBS will prepare conceptual utility improvement plans. The plans will utilize the base plan, divided into eight (8) 24 11 x36" 100 scale drawing sheets. The plan will depict proposed sewer utility ity improvements for the connection of the 129 parcels to the IRCDUS sewer utility system. It is anticipated that the systems utilized will be either: 1. Gravity sewer: connection to existing sewer laterals at parcels frontage, or the installation of sewer laterals and connection to adjacent existing gravity sewer collection system mains, or the short extensions of gravity sewer systems (400' or less) connecting to existing nearby gravity sewer collection systems 2. Low pressure system: installation of private lift station(s) to serve one or more nearby parcels and extension of short lengths of low-pressure force mains (400' or less) with connection to existing IRCDUS low pressure force mains. The identification of systems proposed to connect each parcel on the conceptual plan will be based on the engineer's judgement. 2.2 Cost Estimate SBS will prepare an engineer's opinion of probable cost for the utility systems that are drawn on the Conceptual Utility Plan. Cost estimates will be prepared for each utility service area, which ordinarily will be defined as the area served by any one lift station. The costs for the multiple areas will be summed to obtain a total cost to connect 129 parcels in the CRA to IRCDUS sewer, and the cost will also be divided by the number of parcels served by each area to obtain an approximate cost per parcel. Multi -tenant or multi ownership* parcels (i.e. commercial or residential condominium) will be treated as one parcel for these purposes. The scope will not include a detailed cost comparison of the above described two options for any one site, or other various options available to construct sewage systems. The identification of systems proposed to connect each parcel on the conceptual plan will be based on the engineer's judgement. Estimated costs of connection for any parcel (infrastructure costs), including on -site septic system abandonment, on -site plumbing, lift station installation, pipe/ fitting costs, and similar infrastructure, will not be evaluated for each specific parcel on a site -specific basis, but generalized costs based on Page I of 2, the average anticipated / typical cost will be utilized. Therefore, actual costs on any specific parcel may vary from the estimates provided. The cost estimates will not include costs / or consider options for parcel owners to finance the costs to connect, although this option may be available and offered by IRCIDUS, The cost estimates will include the typical connection fee charged by I RCDUS (impact fees, per ERC). Discounts that may be available and offered by IRCDUS will not be included or considered. 2.3 Pollutant Reduction Estimate SIBS will calculate the approximate reduction of nitrogen and phosphorous pollutants (in kg/yr) that currently enter the Indian River Lagoon and its tributaries due to the 'Operation of existing septic systerns by the 129 +/- parcels, which upon connection to IRCIDUS sewer infrastructure, will be diverted from the IR Lagoon and captured-, collected and transmitted to IRCIDUS Wastewater Treatment Plants. Methods incorporated in the IRCDUS June 2017 report prepared for the lRCBCC, "Septic to sewer Conversion Evaluation" for calculating the pollutant reduction Will be used. For purposes of the pollutant loading estimate, sewage generation values estimated for all non-residential uses will be .converted to Equivalent Residential Connections (ERC's; 1 ERC = 250 gpd) and pollutant loading value for each of these non- residential ERCs will be assumed to be equivalent to the pollutant load associated with that produced by a residential homesite. (there will be no distinction made between the pollutant load from a residential home or that of a commercial use). 2.4 Inventory and Tabulation of Results SBS will prepare an Excel spreadsheet listing all developed parcels that currently utilize a septic.system (estimated to be 129 parcels). This list will include for each parcel: the numerical designation depicted on the conceptual plan, the site address, the existing use and intensity/ density of the site, estimated sewage generation (utilizing 64E-6 sewer generation rates and methods), estimated cost to connect, distance from parcel to closest directly connected surface water (directly connected to IR Lagoon), and the estimated pollutant reduction (phosphorous and nitrogen) in lbs/ yr or kg/yr anticipated as a result of connection to the IRCIDUS sewer system. 2.5 Report A typewritten report summarizing the scope, data, assumptions, and results, together with the above listed deliverables will be prepared and presented to the city. This is NOT included in the above listed estimated reimbursable amount Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of the Scope of Work complete. All payments must be received by the Engineer within 30 days of the date of an invoice. Any payments received after said date will be subject to a late interest fee of one and one half percent (1 - 1/2%) per month. The client shall be responsible for all attorney's fees, court costs, and related expenses inCUITed in the event that payment is not timely made and proceedings are brought by the Engineer to collect sums owed. RATE SCHEDULE The following rates will apply to actual time devoted by Schulke, Bittle & Stoddard, L.L.C. staff to this project computed to the nearest % hour.
