Attached hereto is request from Mr. J. N. Bardwell for variance
to zoning ordinance.
The area for which variance is requieated is presently zoned
C-2 Commercial.
The City Council requests your Board to take necessary action upon
Mr. Bardwell's request.

Dear Sirs:
Enclosed is a plat of the Indian River Hills subdivision.
Marked is 150 foot of land on both sides of old highway
U.S. # 1 which I am contemplating purchasing. This land
being marked as lot 15 and } of lot 16.
I am interested in building a seafood processing plant on
this land. In order to do so; I must locate my residence
on this property so as to be available 24 hours, 7 days a
week.
Adjacent to the north of this property is an abandoned
filling station. To the south is a drainage ditch and on
the other side of tnat is a fishing marina. Coupling that
with a fish processing plant I do not believe that build-
10% ing a house would be economically feasable in a comercial
zone.
It is my understanding that city ordinance number 202
prohibits mobile homes in this area. For the reason listed
above, I respectfully request a variance to this ordinance
for this property. I of course will comply with all other
ordinances and will submit my plans to your board for approval.
In my openion, the above is the best use of this property
and the requested variance will certainly allow additional
tax revenue for your city.
I will be willing to appear before your board if necessary.
I will appreciate any help that your board can give me.

As agent for Mr. Walter Bennett, Boa 28 Cross Highway,
Amagansett, L. I. New York, I hereby request that the variance
requested by Mr. & Mrs. Bard -dell be granted.
.-, This variance is necessary to their business which is to be
located on Lots 15 and the Nouth 1/2 of Lot 16 in Block 2 and Lots 5
and the North 1/2 of Lot 6 in Block 2 of Indian River hills Subdivision
in the City of Sebastian, which Mr. and Mrs. Bardwell are buying
subject to this variance.
I would like to point out that this land was zoned okay
for this at the time the present owner purchased it and was re -zoned
in July of 1968 without their knowledge.

I find I will be unable to attend the meeting Thursday night
so am enclosing some papers regarding the variance Mr. Bardwell is
requesting in order to put a trailer on the property which he plans
to buy on which he plans to erect a seafood processing plant in
Indian River Rills S/D in the City.
I believe the only property owners from which you wish to hear
are to the west of the subject property. I called Mr. Bennett who now
owns the sul3ject property and his sister who owns 100 feet back of him,
on contract is sending a _letry�r.of no_%4test,. The next past owner
on Central venue—wrsMf-rs. R—alpb TJi11Ter ho lost her husband recently.
On short notice I have attempted to get in touch with her and under-
stand she has sold and I do not know the new owner but I would like to
point out a letter,from Col Jordan, of March 27, 1967, enclosed, to
Mr. Bennett stating that the property in question is commercial and
at that time permitted trailer parks and in the past a U10.00 permit
has been issued to permit a single trailer in that zoning.
I would also like to point out that it is unfair to ask
property owners fronting on Central Avenue to comment on what is to
happen on Indian River Drive some 500 feet away and facing on another
street.

Dear Rufus:
We are enclosing a verifax copy of the letter we received
from Virginia Simons who owns the 100 feet of property west of the
property that Mr. Bennett was trying to sell to the Bardwells for
the purpose of erecting a plant and on which they were asking for a
variance for the purpose of placing a trailer on the property.
We would appreciate a letter telling us what the decision
was on this request.

Dear fir. Duerden:
The application of Mr. Bardwell was discussed and considered
at a meeting of the 3oard of Adjustments at City Hall, City of
Sebastian, on-hursday, February 12, 1970.
The 3oard voted unanimously to grant to iGr. Bardwell only, his
request for placing on commercial property a trailer to be used
as his home.
This grant also is contingent upon the Board's receipt of a letter
stating no objection to the trailer from the new owner of
Mrs. Miller's property.
