POLICE PENSION BOARD
MINUTES OF REGULAR MEETING
OCTOBER 29, 2021
Call to Order -- Chairman Tim Wood called the meeting to order at 10:00 a.m.

III. Vote to Excuse Absent Board Members
Chairman Wood announced that there are no absent Board members.

There was no one present in chambers or on Zoom who wished to speak
V. New Business
A. Vote to affirm Tim Wood as an elected Board Member for a four-year term
Mr. Killgore reviewed that Tim Wood's four-year position was up this month. He asked
Detective McDonough to describe what was done to secure nominations for this
position. Detective McDonough described that he had inquired of Captain Wood if he
would be willing to take on another four years, to which Captain Wood responded in
memo form that he was interested. A memo as well as an email were sent out to the
members inquiring if anyone else desired to fill the position. Nobody responded in the
timeframe given. The timeframe expired, and no one showed interest.

Captain Wood called for a motion affirming that Captain Wood will be on the Board for
another four-year term. A motion affirming that Captain Wood serve on the Board for
another four-year term was made by Mr. Williamson, seconded by Ms. Ring, and
approved unanimously via voice vote.
B. Discussion and vote to hold future meetings at 6:00 p.m.
Mr. Killgore stated that there was a gentleman who had a lot of experience and was
interested in filling the vacant Board seat. However, he took anotherjob, and he cannot
get away during the daytime. Mr. Killgore stated that it was thought generally for citizen
members a night-time meeting would draw some candidates who would not otherwise
be able to serve because of the schedule. Mr. Killgore said he consulted Ms. Jensen as
well as Morgan Stanley as far as their scheduling to attend at night-time meetings. It
was the consensus that they would accommodate the Board if that was what they
wanted to do. In talking to the City Clerk regarding the scheduling of night-time
meetings here at City Hall, the facility is used during most nights other than Thursdays.
On Thursdays the Marine Resources Council uses the City Chambers. They are
usually out of here by 4:30, so perhaps a meeting could be held as early at 5:00 p.m. on
a Thursday night once quarterly for the regularly scheduled meetings. He added that
the City has a policy that meetings start at 6:00 p.m., but this Board is independent of
the municipality. He called for questions/comments from the Board members.
Ms. Jensen clarified that if there are only three trustees that comprise the Board, any
vote must be unanimous. Otherwise, three trustees constitute a quorum.
Ms. Ring stated that there are some citizens who cannot drive at night in addition to the
citizens who cannot come during the day. She herself has a difficult time driving at
night, as at 6:00 p.m. it is dark during the winter. She suggested moving it up to 5:00
p.m. It was the consensus of the other Board members that 5:00 would be acceptable.
Captain Wood called for a motion. A motion keeping the schedule at 10:00 a.m. was
made by Ms. Ring and seconded by Detective McDonough. After discussion, Ms. Ring
withdrew her motion, and Detective McDonough withdrew his second. Following more
discussion, Captain Wood made a motion that the meetings in the future be held at 5:00
p.m. on Thursdays, which was seconded by Detective McDonough and approved
unanimously via voice vote. Mr. Killgore stated that he will confer with the City Clerk's
office as to whether it is possible to move the December 10 meeting to December 16'
at 5:00 p.m. Mr. Killgore stated he will send out an email to Morgan Stanley and anyone
else Involved describing the change in the time and date for the December meeting.

There being no further business, Chairman Wood adjourned the meeting at 10:25 a.m.
