MINUTES
WEDNESDAY, OCTOBER 27, 2021 —6:00 P.M.

1. Mayor Dodd called the regular City Council meeting to order at 6:00 p.m.
2. A moment of silence was held.

Council Member Bob McPartlan read and presented the proclamation to Colonel Zickert.
21.145 B. Proclamation National American Indian Heritsoe Month — November 2021 —
AcceDted by Members of the Dauchters of the American Revolution
Mayor Dodd read and presented the proclamation to Members of the Daughters of the
American Revolution who asked that the residents remember the Native Americans in
their historical learning.

Mayor Dodd announced the upcoming events in addition to the Exchange Club's Junior
Blue Water Open which will be at Riverview Park on Saturday, October 30 from 8:30 am
to 1:30 pm
He also said on December 9 at 9:00 am, the final new map for the redistricting would be
reviewed and approved by the Indian River County Commissioners. He noted the map
included positive new changes that he would like to think that Sebastian helped to
formulate.
7. PUBLIC INPUT
Grace Reed, Sebastian, said she has spoken about the importance of the right to vote,
and on the Supervisor of Election's website it is noted that only 10% vote -by -mail ballots
have been turned in so far for Sebastian and Vero Beach. She asked the public to
contact the candidates personally to make their own informed decisions instead of
relying on social media posts. She thanked the current Council for working diligently in
getting the City back on track.
Andrea Ring, Quarry Lane, said she has received her tax bill and thanked Council for
working diligently on the budget. She asked the public to vote for who will do the best
for the City as a whole.
Patti Sullivan, Sebastian, thanked the Council Members for their service. She said she
has lived here for nine years and loves the fact this is a wonderful retirement community
but as they move forward she asked Council to focus on families.
S. Mayor Dodd adjourned the City Council meeting and convened the Community
Redevelopment Agency meeting at 6:18 p.m.

MOTION by Mr. Nunn and SECOND by Mr. McPartlan to approve the minutes of the
May 26 and September 29 meetings passed with a unanimous voice vote. (5-O)
B. Fafrpade. Si�n & Landscaoe Prooram
I. Consider Grant Request from Purple Pelican Car Wash - 13020 U.S.
Highway 1 (Transmittal, Summary, Application)
The City Manager said Mr. Arvanitis owns the car wash on US 1, the improvements will
do a lot for that location, and he believed it was a deserving project.
John Christino spoke in favor of the grant.
MOTION by Mr. Jones and SECOND by Mr. Nunn to approve the grant request for the
Purple Pelican Car Wash.
Mr. Nunn said he has talked to the owner who is doing a lot to improve the location with
sound barriers and landscaping.

C. Septic -to -Sewer Proqram
i. Consider Additional Grant Request from Ronald Sypher - 1683 N. Central
Avenue (Transmittal, Letter, Quote)
The City Manager said when the original grant was approved in 2021, it was discovered
there were two separate septic systems at the site and the Board has considered
second systems in the past. He requested the additional funds to decommission the
second tank.
MOTION by Vice Chairman Hill and SECOND by Mr. Nunn to approve the grant request.

Funding in the Amount of $527,823 for Sewer Utilities at the Sebastian Municipal
Airport (Transmittal, R-21-29, Amended FOOT PTGA#447623-1-94-01)
A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA,
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDED PUBLIC
TRANSPORTATION GRANT AGREEMENT WITH THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) FOR THE ESTABLISHMENT OF SEWER UTILITY
SERVICES AT SEBASTIAN MUNICIPAL AIRPORT AS IT RELATES TO FM447623-1-
94-01 "ESTABLISH SEWER UTILITY SERVICE' PROVIDING FOR CONFLICT;
PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING FOR AN EFFECTIVE
DATE.
21.147 C. Authorize the City to Enter into Contract with Comcast for the Public Education
and Govemment Channel Circuit for a Period of Three Years at an Annual Cost
of $5,700.00 (Transmittal, Order Form, Sole Source Certificate)
21.148 D. Approve the Purchase of One 2022 Ford Explorer Using Sourcewell Contract
#2022 120716-NAF & 060920-NAF for the Total Cost of $35,018.00 for Use of
the City Manager (Transmittal, Quote, Sourcewell Contract)
21.149 E. Approve Alcoholic Beverages for the Sebastian Fitness Staff Party at the
Community Center on December 11, 2021 from 6:00 p.m. to 11:00 p.m. -

Item B - Resolution No. R-21-29 -Additional Fundino for Sewer Utilities at the Sebastian
Municipal Aimort
Mayor Dodd said he pulled the item to give the public a chance to speak on the
expenditure. The City Manager said he received information today that additional
money would be available from the St. Johns River Water Management District to assist
with their effort in providing sewer to the west end of the airport. He recommended
approval.

Item D — 2022 Ford Exolorer for Use of the Citv Manacer
Council Nunn stated he was contacted by citizens who had concerns. He stated this
was a new explorer for the City Manager and asked what the purpose was for replacing
his existing his vehicle, which is not too old.
The City Manager said his existing vehicle would be used by staff to go to conferences
because the current vehicle staff Is using had just broken down. In regard to the added
tow package, the City Manager said it was needed because it is never known when it
would be needed.
MOTION by Council Member Nunn and SECOND by Vice Mayor Hill to approve item D.
Mayor Dodd said he was interested in beginning to make the transition from the old style
to the new style; noting Council unanimously passed Sustainable Sebastian and this
was the perfect opportunity to make the shift and to consider the possibility of
purchasing the first electric police car or something like that. He was not against the City
Manager having a car but it is something that is going to be used primarily for people's
transportation and he would like to begin making the shift to sustainable vehicles.
Vice Mayor Hill said that discussion should have taken place during budget process.
Mayor Dodd said at that point he approved funds, but they didn't approve the
appropriation which is a different issue; it was time to begin the shift from old to new.
Council Member Nunn said he agreed with the Mayor on the concept that they should
start looking at this from here out.
Council Member Jones asked if there was a second vehicle that is being used that is not
fuel efficient. The City Manager said his vehicle and the Community Development
vehicles are the same year but the Community Development vehicle is currently broken
down.
In response to Council Member Nunn, the City Manager said he could look at a hybrid
for the next vehicle.
John Christino said when the Planning and Zoning Commission considered the site plan
for the new compound, he recommended wiring for at least three charging stations
before they start pouring concrete and look at putting a station here at City Hall in the
next budget.
Bill Flynn asked if the City could buy the trucks off the slate bid. It was pointed out that
this was a piggyback off of a state bid.

21.150 A. Acorove Continuing Consultant Service Aareemenls for Enaineerino and
Planning at the Sebastian Municipal Airport Services with Infrastructure
Consulono & Enaineerina (ICE). Kimlev-Horn. and Hanson Professional Services
(Transmittal. Score Sheet)
The City Manager said the selection panel ranked these firms and given his experience
with the firms, the City would be wise to solicit these firms to do work at airport.
MOTION by Vice Mayor Hill and SECOND by Council Member Nunn to approve the
continuing consultant agreements passed with a unanimous voice vote of 5-0.
21.151 B. ADorove the Aareement for the Right of Envy to Homeowner Association
Subdivisions for Emeraencv Debris Removal (Transmittal. Aareement. Letter.
List
The City Manager said this agreement would allow the City to clear the private
subdivisions and be reimbursed by FEMA. He asked Council for approval.
MOTION by Council Member Nunn and SECOND by Vice Mayor Hill to approve the
homeowner association agreement for emergency debris removal passed with a
unanimous voice vote of 5-0.

A. Council Member Jones said a few days ago he attended a Marine Resources Council
conference in Rockledge on how to protect the lagoon and waterways where he learned
a great deal. He was grateful for the opportunity.

B. Council Member McPartlan - None
C. Council Member Nunn said he received his tax bill and he was excited to see his
Sebastian taxes went down. He thanked the CFO and staff for the tax reduction.
He said his son was highlighted in the TCPalm today regarding his Navy service and for
those interested, they could read about his son's work on the submarines.
He thanked the citizens for their trust and the opportunity to sit on Council and he hoped
to continue serving.
D. Mayor Dodd
i. State Leacue of Cities Meetinq
Mayor Dodd said he was on the advocacy team for the Florida League of Cities and
there was only one session that would be worth attending at the upcoming conference,
so he didn't feel it necessary to go and asked to strike this item. He said he will probably
go to Tallahassee in January with the City Manager to address some of the issues the
Legislature wants to pass every year to make City government obsolete.
He thanked City staff for the work that they do, they deserve our kudos.

19. Being no further business, Mayor Dodd adjourned the Regular City Council meeting at
6:41 p.m.
