Background: If Aaenda Item Reauires Expenditure of Funds: Total Cost: n/a Attachments: Veterans Advisory Board Meeting Minutes from December 6th, 2021 VETERANS ADVISORY COMMITTEE MINUTES MOND", DECEMBER 6, 2021, 3:00 P.M. CITY COUNCIL CHAMBERS 1225 MAIN ST., SEBASTIAN FL 1. Chairman Gary Shaw called the Veterans Advisory Committee meeting to order at 3:05 p.m. 2. The Pledge of Allegiance was recited by all. 3. Present Gary Shaw, Neil Baumgartner, VFW Member Kim Paskiewicz, VFW Auxiliary Member Gary Spiecker, American Legion Member Stephen Hamedin, 4. Meetino Chair Makes Announcements -- None 5. Aaenda Modifications -- None 6. ADDroval of Minutes — ADHI 5. 2021 Hearing no corrections/additions from the Committee members, Chairman Shaw called for a motion. A motion approving the Minutes of the April 5, 2021 meeting as presented was made by Mr. Baumgartner, seconded by Mr. Hamerlin, and approved unanimously via voice vote. 7. Unfinished Business -- None 8. Public Input -- None 9. New Business A. Wreaths Across America Mr. Rick Lewis identified himself as a resident of Sebastian as well as being one of three local coordinators for Wreaths Across America in Indian River County. He described the history of his group and how the program has increased in the number of wreaths that VETERANS ADVISORY COMMITTEE PAGE 2 MINUTES OF MEETING OF DECEMBER 6, 2021 have been placed over the last several years. He described the program and the communities that are included in his group. The ceremony this year is on December 181h. Placing the wreaths in Sebastian will begin at 10:30 a.m. and 10:00 a.m. at the other sites. The ceremony in Sebastian will take place at Riverview Park at the memorial at 12:00 noon. He reviewed the speakers and the groups who will be present. He called for questions. He also stated that one of the ceremonial wreaths is the POW/MIA wreath. He suggested that a plaque be obtained to be placed somewhere at the Memorial to honor those individuals. Mr. Shaw agreed that this is a good idea and suggested that, between the VFW and the American Legion, those organizations could come up with the funds for a plaque. Mr. Shaw stated that the City will need to identify where the plaque could be placed. Mr. Benton said he would do some research on it to see what the options are. He will try to have some information at the next meeting of the Advisory Board. He also stated that the City will have a speaker and microphone in place at the Veterans Memorial for the ceremony at 12:00 o'clock. Mr. Lewis also stated he is soliciting members of the veterans' organizations to become members of the Wreaths Across America group. B. Pearl Harbor Day planning and responsibility Mr. Shaw stated everything should be in place by now. Mr. Benton requested that the communication between his office and the veterans' groups be improved in preparation for these events so that he has adequate time to make sure that everything is ready. Mr. Shaw stated that the veterans will prepare a chart that shows all the events, dates, etc. Mr. Benton said everything is ready for the Pearl Harbor Day event, which starts at 12:30 p.m. There will be chairs, a microphone system, sound system, and the MIS Department will record and live broadcast the event as has been done since COVID began, and it will also be live broadcasted on the City's Channel 18, Facebook, and You Tube. Mr. Shaw applauded the job that the City's employees do in setting things up. Mr. Shaw inquired if the Police Department is going to take over the 9-11 ceremony continuously. Mr. Benton said he believes that is the case, but he will reach out to the Chief of the Department, and he will have an answer at the next meeting. 10. Staff Matters A. Christmas Parade Mr. Benton reminded the Committee to make sure that the veterans groups register for VETERANS ADVISORY COMMITTEE PAGE 3 MINUTES OF MEETING OF DECEMBER 6, 2021 the parade. The parade will be held on Friday, December 10 starting at 6:30 p.m. at the Main Street boat ramp and will go south to Riverview Park. If there is anyone who wants to participate who has not yet registered, contact his office or the Chamber of Commerce, and they will get them registered and ready to go for the parade. Mr. Shaw will check to see if any other groups are going to be involved. Mr. Benton said the Honor Guard will lead the parade, and then there will be the typical lineup as in the past. 11. Board or Committee Member Matters Mr. Spiecker asked if there could be someone to post these veterans events on the bulletin board at the Chamber of Commerce. Mr. Benton said he would work on having that done. He will also see that everything gets posted on the marquee signs in front of City Hall and Riverview Park. 12. Items for the Next Aaenda and Date: January 10. 2022 at 3:00 mm. Mr. Benton stated the next meeting is scheduled for January 10, 2022. He scheduled that meeting because the Board has not met recently. That will lead the Board into having the discussion about next years events --which organization is in charge of which events. The Four Chaplains Memorial Service Is typically in late January or sometime in early February. He will have all that information in January. There was also discussion regarding the Board members for next year. Mr. Benton added that he will have a list of all the events for 2022 at the January meeting, and the Board can decide who is in charge of which events. 13. Adioum There being no further business, Chairman Shaw called for a motion.
