HomeMy WebLinkAbout2022 - Transmittalnna SEBASTIAN HOME OF PELICAN ISLAND CRA AGENDA TRANSMITTAL Council Meetine Date: January 26, 2022 Aeenda Item Title: Sebastian River Area Public Mural Program (SRAPMP) Recommendation: Support polity to create the Public Mural Program Background: A Public Mural Program is presented by the Sebastian River Area Chamber as a Community Arts and Cultural initiative within the Community Redevelopment Area (CRA). The Chamber proposes to create guideline and program parameters, receive/review submissions, approve artist renderings, approve paint and mural supplies, and execute the agreement between artist and business owner (mural recipient). The Sebastian Area Chamber would like to initiate the Public Mural Program in cooperation with the City of Sebastian Community Redevelopment Agency (CRA). In 2018 the Chamber met with Staff and presented to City Council a similar program which did not get implemented. At the time there were concerns regarding conflicts with the existing sign code and performance overlay districts. In addition, the City does not have written policy regarding murals. Staff recently met with Chamber staff to determine parameters required to support this program. Staff recommends that this program be placed under the guidance of the Chamber as a public art program and not regulated under the responsibilities of the City. This will allow the program to meet the Intent of promotion of the Cities history and increate tourism. Murals would continue to be covered under general improvements within the City. Several recommendations have been presented for consideration by the CRA Board. A Public Mural Program policy regarding the mural program be approved (See Attachment 1) A definition of "mural" be added to Sec. 54-5-22.2 Definition of terms (See Attachment 2) A modification is added to Sec. 54-3-16.3. Exemot signs that _include "Murals" with defined parameters (See Attachment 2). Murals determined to be advertising for the business shall be considered a "sign" and shall be included in the calculations of allowable sign area. Sec 54-4-21.6 Waivers allows for the Planning and Zoning to consider a waiver of the provisions of the Performance Overlay, including Sec 54-4-21.A.6 Colors. Additional limitations should be considered within the policy program: • 1 mural per building • 100%oflwallor200sf • Only 10%of the mural may be text • Mural may not face single or 2-family residences If Aeenda Item Reouires Exoenditure of Funds: Budgeted Amount: 0 Total Cost: 0 Funds to Be Utilized for Appropriation: 0 Attachments: 1.
