R-22-02 A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ESTABLISHING A CITY OF SEBASTIAN CENTENNIAL TASK FORCE; PROVIDING FOR RESPONSIBILITIES; PROVIDING FOR DISSOLUTION; PROVIDING FOR CONFLICTS; PROVIDING FOR SCRIVENER'S ERRORS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sebastian is a municipal corporation of the State of Florida with such power and authority as has been conferred upon it by the Florida Constitution and Chapter 166, Florida Statutes; and WHEREAS, the City of Sebastian was incorporated as a City on December 8, 1924 and will celebrate its 1001h anniversary in 2024; and WHEREAS, City Council intends to create a Centennial Task Force to help develop, support and implement the City's plan to commemorate the City's Centennial; and WHEREAS, the task force shall work to promote, support and encourage participation in Centennial activities and events that will showcase Sebastian's rich historic past, inspire appreciation for growth and development and promote a sustainable future. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA: SECTION 1. Establishment of the City of Sebastian Centennial Task Force. There is hereby established a temporary "City of Sebastian Centennial Task Force" in accordance with Section 2-166 of the Code of Ordinances. The Task Force shall consist of the City Manager, City Clerk, Leisure Services Director, and Records Specialist. SECTION 2. Responsibilities. The Centennial Task Force shall meet to consider the recommendationsof key residents, business and civic organizations who wish to propose and contribute celebration ideas, activities and events. The City Manager will be authorized to expend funds in accordance with City policies. The meetings shall be governed by the Sunshine Law, including advertised notice and minutes. The Task Force shall provide the opportunity for public comment at all meetings. Bi-monthly reports of the planning, coordinating, budgeting, marketing, and sponsorship shall be provided to City Council. SECTION 3. Dissolution. The Centennial Task Force shall terminate December 2024. SECTION 4. CONFLICT. All resolutions or pans of resolutions in conflict herewith are hereby repealed. SECTION 5. SCRIVENER'S ERRORS. Sections of this resolution may be renumbered or re - lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee without the need of public hearing, by filing a corrected or re -codified copy of same with the City Clerk. SECTION 6. EFFECTIVE DATE. This Resolution shall take effect upon its adoption. The Centennial Celebration meeting was called to order at 10:00am 2. COMMITTEE PURPOSE The City Clerk welcomed everyone and thanked them for attending. The City Manager spoke about the centennial celebration being incorporated around the city events throughout the year. The events would start in December 2023 and end on December 8, 2024. 3. STAFF OVERVIEW The City Manager said the events will drive the celebration. He stated since we are starting early there will be plenty of time to get the different event committees on board. The City will create a separate Facebook page for the Centennial Celebration. The ideas can be submitted to staff and they will post them. 4. SUB -COMMITTEE FORMATION A. How manv sub -committees The Leisure Services Director said staff came up with five sub -committees and asked the Committee Members which sub -committee they would like to lead. B. List of names to serve on sub -committees Centennial Celebration Committee Meeting April 25, 2022 Page 2 Each committee leader will choose who they would like to serve on their sub -committee. C. Discuss sub -committee coordinators Sally Maio and Joann White chose the Historical Committee. The Parade and Special Events Committee will be led by Mark Gingras. Beth Mitchell and Patti Williams will lead the Merchandise and Marketing Committee and Patti Williams and Michelle Morris will work with the Sponsorships Committee. It was decided by the committee to ask the Art Club to direct the Art Committee. They will work with the Fine Art & Music Festival staff and also with the local schools to sponsor a contest for students to portray a picture of what Sebastian means to them. D. Vision The committee suggested having a weekend event in December 2024. The events would begin on Friday with light -up night, Saturday with the Brewfest in the afternoon and a parade including fireworks in the evening. The committee would like Sunday December 8, 2024 to be designated solely for the Centennial Celebration. The committee suggested a 52 week calendar on the City Facebook page and have the upcoming events posted weekly. E. Action Plan The committee talked about several of their ideas for the yearlong celebration which included: • Big name concert. • Have a speaker go to the schools and give history lessons to the students and also air those lessons on Channel 25. • Banners and centennial flags along the city streets. • Collect historical photos from residents. • Find residents that are 100 living in Sebastian, video tape their story and save them at the museum for everyone to listen to. • Reach out to the Skydivers to sponsor an event. • Treasure Hunt • Time Capsule F. Budget Beth Mitchell asked if the City was planning any big events for the centennial like the anniversary clock that was dedicated during the 75t' Anniversary. The City Manager said the City will set up a budget once the events are talked about and agreed upon. 5.
