CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA I. Mayor Hill called the Regular meeting to order at 6:00 p.m. and announced that May 1-7 is National Municipal Clerks week. He commended City Clerk Jeanette Williams and dedicated the meeting to her. 2. A moment of silence was held. 3. Council Member Jones led the Pledge of Allegiance. 4. PROCLAMATIONS. AWARDS. BRIEF ANNOUNCEMENTS 22.077 A. Proclamation — Sexual Assault Awareness Month — Aoril 2022 - Mindi Fetterman and Horlensia Mahon. The Inner Truth Proiect Mayor Hill read and presented the proclamation to Ms. Fetterman and Ms. Mahon. Regular City Council & CRA Meeting April 27, 2022 Page 2 22.078 B. Proclamation —Mental Health Awareness Month —May 2022 - MiloThornton. Director. New Horizons of the Treasure Coast Mr. Thornton was not in attendance. Council Member Nunn read the proclamation for the record. Brie(Announcements: Friday, May 6 — Sebastian River Area Chamber of Commerce Concert in the Park — 5:30 — 8 pm - Chemistry Vice Mayor Jones announced the upcoming concert. 7. PUBLIC INPUT Dr. Karen Hiltz introduced herself and said she was a resident and candidate for the upcoming vacant Florida House seat. 8. RECESS CITY COUNCIL MEETING AND CONVENE THE COMMUNITY REDEVELOPMENT AGENCY MEETING A. Aonroval of Minutes— January 26. 2022 CRA Meetina MOTION by Mr. MCPartlan and SECOND by Mr. Nunn to approve the January 26, 2022 CRA minutes passed with a unanimous voice vote. (5-0) B. Fiscal Year 2021 CRA Annual Report in Accordance with F.S.163.371 - Accept and Forward to Citv Council (Transmittal. Report) The City Manager said this was the annual report required by Florida Statute and asked the board to accept it and advance it to City Council. MOTION by Mr. Dodd and SECOND by Vice Chairman Jones to accept the 2021 CRA Annual Report and forward it to City Council. Roll call: Vice Chairman Jones -aye Mr. Dodd - aye Mr. MCPertlan - aye Mr. Nunn - aye Chairman Hill - aye Motion carried. 5-0 9. ADJOURN THE COMMUNITY REDEVELOPMENT AGENCY MEETING AND RECONVENE THE CITY COUNCIL MEETING 10. CONSENT AGENDA A. Approval of Minutes — April 13, 2022 Regular City Council Meeting Regular City Council & CRA Meeting April 27, 2022 Page 3 22.079 B. Fiscal Year 2021 CRA Annual Report in Accordance with F.S.163.371 - Acceptance by City Council (Transmittal, See Pages 11-26 for Report) 22.080 C. Approve the Third Party Insurance Settlement Agreement with Robert Hanneman at No Cost to the City and Authorize the City Manager to Execute the Required Documents (Transmittal) 22.081 D. Approve the 2022-2023 Dates for the Craft Club of Sebastian Events at Riverview Park (Transmittal, Letter, Application, List, Certificate) 22.082 E. COMMITTEE REPORTS & APPOINTMENTS 22.083 A. Indian River County MPO Citizen Advisory Committee — Sebastian Representative (Transmittal, Applications, Advertisement) i. Interview, Unless Waived. Submit Nominations for the 2"d Sebastian Representative on the IRC MPO Citizens Advisory Committee Council Member McPartlan nominated Amber Cerda to move up as the regular member. Vice Mayor Jones seconded the nomination. Council Member Norm requested to waive the advertising requirements and appoint Joseph Harrison to the vacant alternate position. Council Member Dodd seconded the nomination. The City Attorney read the title to Ordinance No. 0-22-04 and Mayor Hill opened the public hearing at 6:15 p.m. The Ci7 Manager said this was put together to add some industrial uses at the airport and 130' Avenue site to encourage sustainable growth. He noted that they might want to add on page 68 under (f) Outdoor Storage, Secondary Containment, and Open Air Storage, that no storage of vehicles or vehicles for recycling shall be stored for more than 48 hours so there wouldn't be salvage yards to pick parts from established. The Community Development Director said the City has 308 acres designated as industrial and about 35 acres of heavy industrial scattered around the City. She displayed the areas on the overhead projector noting heavy industrial areas need to be by the heavy transportation corridors and as presented, they are consistent with the surrounding land uses. There was no public input. Regular City Council & CRA Meeting April 27, 2022 Page 5 MOTION by Council Member Nunn and SECOND by Vice Mayor Jones to pass Ordinance No. 0-22-04 on first reading. Council Member Dodd thanked staff for putting this heavy industrial code change together. Mayor Hill thanked Council for their willingness to listen to members of the public. In response to Council Member McPartlan's suggestion that the 48 hours should include 48 `business" hours, Council Member Nunn made an AMENDED MOTION that was SECONDED by Vice Mayor Jones to include the City Manager's suggestion to include vehicles or vehicles for recycling in Sec. 54-2-5.6A(f) and Council Member McPardan's suggestion to include 48 business hours. The Community Development Director noted that in the conditional use criteria for recycling centers there is a designation of 48 hours and suggested that 48 business hours could be added there as well. UNFINISHED BUSINESS - None 14. NEW BUSINESS 22.049 A. Annrove the Solicitation of an Auditine Firm to Conduct the Annual Financial Audit and Annrove an Auditor Selection Committee to Include Two Members Sueaested by Staff and Vote on One Citv Council Member by the Citv Council (Transmittal. F.S.218.391. RFP 22-08) The City Manager asked Council to approve the Auditor Selection Committee to include Bruce Hoffman and Larry Napier along with a member of Council to solicit and select an auditing from. Mayor Hill and Vice Mayor Jones nominated Council Member Dodd to be the Council appointee to the selection committee. MOTION by Mayor Hill and SECOND by Council Member Nunn to approve Bruce Hoffman, Larry Napier and Council Member Dodd to the auditor selection committee passed with an unanimous voice vote. 5-0 15. Council Member Nunn asked the residents who have received the surveys recently sent out by the City to be sure to fill them out and send them back in. D. Council Member Dodd reported that the Earth Day event was a resounding success with a lot of advertising for the Sustainable Sebastian initiative. He said the Natural Resources Board does a great job for the City noting there is world renowned talent on the board. He also said he received interest for the hanging oyster containers that at the Working Waterfront. He asked if there could be information posted on the website. Mayor Hill said he would be interested in a grant program for the businesses along the river to place additional mats. Vice Mayor Jones said when he pulled the mats up at the Earth Day event that were placed last year, he found new filter feeders on the mats indicating their efforts are working. He said he liked the idea of placing additional mats. E. Mayor Hill - None 19. Being no further business, Mayor Hill adjourned the Regular City Council meeting at 6:31 p.m. Approved at the May 11, 2022 Regular City Council meeting.
