We at the Department of Utility Services appreciate the City's invitation to present to the City
CO\Ulcil our future plans for completion of the Sebastian water expansion project. We look forward
to the opportunity to provide a brief overview of the project. The purpose of this letter is to confirm
our placement on the September 8,1999 agenda.
It is our Wlderstanding that we are scheduled for the beginning of the meeting. To assist us in our
presentation, we request the use of as many of the City's poster board easels that may be available.

The 'Sebastian Charter Committee has completed our review of the Sebastian City Charter.
Furthermore. the Committee bas conducted two public hearings as required by the Cbarter. I am
happy to report that during the public heariDgs DO opposition was expressed for any of the
recommended Charter modifications.
I am requesting that I be added to the Septemba' 8, 1999, City Council Agenda in order to fulfil our
Charter requirements which mandate a report by the Committee to the City Council. After my
presentation, I will ask that the City Council iDsUuct the City Attorney to develop the appropriate
ordinance for first reading at the September 22, 1999, City Council meeting.
I have enclosed the Committee's recommendaticm which will be discussed during the September 8,

Proposed Amendment #3:
Amend Sections 2.03(a), 2.04(a), 2.06(c) and 4.l2(a) to change council terms
from two to four years.
Section 2.03(a) is amended as foUows:

Amend Section 3.03(a) to provide for removal of charter officers without
cause if pursuant to contract.
Section 3.03(a) is amended as follows:
(a) Any Charter officer may be removed from office for cause_or with<rut
cause ~ursuant to the terms of an employment agreement. by a majority vote
of the entire city council.

charges of misconduct shall be served upon the affected Charter officer in

known address of the affected Charter officer. The suspended Charter officer
shall have the right to a hearing before the City Council upon request. The
suspended Charter officer shall be given a reasonable period of time in order
to prepare for such hearing. At the conclusion of the hearing, the suspended
Charter officer shall be removed if the City Council finds, by a vote of at
least three (3) council members that cause exists to support such removal. In
the event that at least three (3) council members do not find that cause exists
for removal, the suspended Cbarter officer shall be immediately reinstated to
his or her Charter office.

Reported on a situation on the Riverfront whereby a property owner of an odd shaped lot has
submitted an application for development on the east side of Indian River Drive and cannot build a
house which is wider than 500/. of lot. He received the consensus of Council to bring back an
ordinance which redefines the measurement point at the midline of the lot to determine the actual
width for unusually shaped properties. It was also suggested that perhaps square footage or an
average of the front and rear property line widths could be averaged to determine the lot width.

Vice Mayor Neuberger closed the public hearing at 8: 19 p.m.
The City Attorney advised that the Planning Conunission rejected this ordinance, therefore his best
opinion is that approval will require a super majority which means that four atTumative votes of
Council would be needed. He said, from a govenunental standpoint, waivers of ordinances are
generally within the pervue of Councils.

Ray Gerace, Georgia Boulevard, Sebastian, discussed a butterfly aviary and shaded garden he installed in his
yard which bas resulted in a Code Enforcement violation and questioned the code prohibiting placement of a
"structure" in an easement The City Attorney said Mr. Gerace's problem is that the structure is within the
side yard setba(:.k: and that it was suggested be should apply for a variance.

The City Attorney explained procedures that would have to take place before Council could take any action,
stating that City COWlcilhas no authority over the matter at this time.
At this time, the City Attorney stated: "I need to go back and correct myself on the last ordinance (0-99-11)
that was addressed. Its a type of super majority that's required in the Land Development Code but itS a
different type of super majority. A straight up super majority means you have to have 2/3 of the voting
membership, which would mean four people, but this specifically says an affinnative vote of three members
no matter how many people vote. So if you had a three person quorum it would have to be 3-0, four people it
would have to be at least 3-1, so its not a pure super majority in the Land Development Code, it states
specifically an affmnative vote of three members of the COWlcil, so at this time I guess it would be
appropriate actually for the Vice Mayor to declare that the ordinance did pass."
Vice Mayor Neuberger declared that Ordinance No. 0-99-11 had passed.

SU~RYSTATEMENT
,This ordinance simplifies the Water Restriction Plan to change the three-day a week
. irrigation back to specified days of the week and remove that restriction from the year-
round. Various miscellaneous restrictions are removed to simplify the Plan.
The ordinance has been revised in accordance with the directions given at the 7/28/99
meeting, with the considerations expressed in the memo of this date.
RECOMMENDED ACTION
For 8/11/99 meeting:
Move to pass Ordinance 0-99-12 on first reading, schedule second reading and public
hearing for 9/08/99 and authorize City Clerk to advertise for the same.

AN ORDINANCE OF THE OTY OF SEBASTIAN, INDIAN RIVER COUNTY,
FLORIDA, AMENDING THE mY OF SEBASTIAN WATER RESTRICTION PLAN;
PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Chapter 102, Article IV, of the Code of Ordinances for the City of Sebastian constitutes
the "City of Sebastian Water Restriction Plan"; and
WHEREAS, recent changes to the Water Restriction Plan have raised issues that merit reconsideration
thereof; and
WHEREAS, the City COWlcil finds that the interests of the citizens will be best served by amending the
Water Restriction Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE OTY COUNOL OF THE OTY OF
SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, as (ollows:

That section 102-81 of the Code of Ordinances, City of Sebastian, Florida is hereby
amended to read as follows:
Sec. 102-81.
Year-round restrictions.
Outdoor irrigation by any manner is prohibited between the hoW'S of 9 a.m. and 5 p.m., year-
roWld.. However, air conditioning systems utilizing water source heat pwnps shall be permitted to utilize
the discharge water of said system for irrigation purposes at any time notwithstanding any provision of
this article to the contrill)'.

The curtailments and restrictions of water uses provided. for in sections 102-83 and 102-84,
below, shall be implemented upon a declaration at any time of a water shortage emergency by the city
council and shall remain in effect until such time as the city council shall declare such emergency to be
at an end.

amended. to read as follows:

installations.
Parcels with odd-numbered addresses are only permitted to irrigate on Monday, Wednesday and
Saturday. Parcels with even-numbered addresses or no addresses are only permitted to irrigate on

Landscaping installations on residential or commercial parcels that have been in place for thirty days or
less shall not be subject to the three day a week limitation of Section 102-83.

amended to read as follows:
Sec. 102-91. Use restrictions for public facilities.
Custodians of publicly-owned facilities may submit a water-use plan to the city manager that., while
considering the manpower restraints of the entity, balances the same against the policies of water
conservation such as evaporation avoidance and spreading out the times and days of irrigation. The city
manager may approve or reject said plan, or approve the same with modifications. Modifications to a
rejected plan must be resubmitted within three days. The provisions of a plan approved hereunder shall
be enforceable as a provision of this Article.
Section 7. That section 102-94 of the Code of Ordinances, City of Sebastian, Florida is hereby
deleted and reserved..
Sel;;tion 8. That section 102-95 of the Code afOrdinances, City of Sebastian, Florida is hereby
amended to read as follows:
Sec. 102-95. Penalties.
(a) Except as provided below, violators of this Article shall be subject to the following penalties:
( I ) First offense; citation amoWlt of S25. 00, maximwn fine upon conviction in county court
of S75.00;
(2) Second offense; citation amount of$50.00, maximum [me upon conviction in county
court ofSI50.00; and

determine that any part of this Ordinance is invalid or unconstitutional, the remainder of the Ordinance shall
not be affected and it shall be presumed that the City Council of the City of Sebastian did Ilot intend to enact
such invalid or unconstitutional provisioll. It shall further be assumed that the City Council would have
enacted the remainder of this Ordinance without said invalid or unconstitutional provision, thereby causing
said remainder to remain in full force and effect.
Section 11. EFFECflVE DATE. This Ordinance shall take effect following its adoption by
the City Council.

OIAPTER 102. ARTIa..E IV. WATER RESTRICTION PLAN.
(IF ADOPTED AS PROPOSED IN 0-99-12)
Sec. 102-76. Sho rt title.
This article shall be known as the "City of Sebastian Water Restriction Plan."
Sec. 102-77. Definitions.
The following words, terms and phrases, when used in this article, shall have the meaning ascribed to
them in this section, except where the context clearly indicates a different meaning:
Water means water taken from:
(1) . Any public water system;
(2) Any groWldwater system, including shallow and deep water wells drawing water from the
Florida aquifer, or
(3) Any swface water system.
1he systems enwnerated are intended to include, but are not limited to, any system that uses any groWldwater or
interconnected swface waters for a watersource, im:spective of whether the system is publicly or privately owned.
Water shortage emergency means a declaration by the city COWlCit that a water shortage exists.
Sec. 102-78. Applicability.
The provisions of this article shall apply to aU individuals, legal entities and their agents who use water,
as defined in this article, within the city.
Sec. 102-79. Enforcement.
(a) Every city police officer shall be authorized and empowered to enforce the provisions of this
article through a noncriminal citation, with jurisdiction vesting in the county court upon failure of the violator to
pay the same. However, where the offense is designated a misdemeanor, the officer shall issue a Notice to Appear
before the county court
(b) Additionally, the city code enforcement officers are authorized to enforce the provisions of this
article under the citation method of Code section 2.194.
(c) The following enforcement notification guidelines shall be in effect for this article and shall
supersede any conflicting provision of Code Section 2-194:
(1) If personal contact is made with the violator, the officer shall require immediate
compliance;
(2) If personal contact cannot be made with anyone having ownership or control of a
residence found to be in violation of this article, the enforcement personnel shall leave
a notice of violation posted on the front door thereof requiring compliance within 24
hours;

(3) If the notice remains posted wxlisturbed at said location 24 hours later, a second notice
of violation shall be sent by certified mail with return receipt to said address; and
(4) If said violation continues more than 24 hours after delivery of the second notice, the
violator shall be cited.
Notwithstanding any provisions of this subsection to the contrary, if enforcement persormel has proof the
premises is actively occupied, the requirement of a mailed second notice is waived.
Sec. 102-80. Exceptions to article.
The city manager shall have the authority to permit a reasonable use of water in any case necessary to
maintain adequate health and sanitation standards as set forth in the county health code or when needed to
perform maintenance and repair on an irrigation system. These permits may be issued with conditions, shall be
issued free of charge and shall only be issued upon the showing of good cause for the uses requested.
Additionally, a pc:mtit may be issued when necessary for the economic viability of a business venture, subject to
the terms and cOnditions set forth above, for a fee ofS20 for a permit of limited duration oron an annual basis
for a fee of $50.
Sec.l02-81. Year-round restrictions.

Filling is permitted for new and existing recreational facilities. including pools. water slides and.
swimming areas. Drainage is only pennitted onto porous surfaces. No draining into sewers is permitted. Adding
water to maintain levels is permitted for both new and existing recreation facilities.
Sec. 102-94. is deleted and reserved.
Sec. 102-95. Penalties.
(a) Except as provided below. violators of this Article shall be subject to the following penalties:
(1) First offense; citation amount ofS25.00. maximwn fine upon conviction in county
court ofS75.00.
(2) Second offense; citation amount ofS50.00. maximwn fme UpOIl conviction in

SUMMARY
Repair of the Main Street Boat Ramp is in the current Capital Improvement Budget. The ramp is
undermined, the concrete ramp surface has eroded and become smooth, causing it to be very
slippery and the ramp is not at the optimum slope. Originally, the staff planned only to address
the undermining issue, but now wish to expand the scope of work to include replacing the ramp
altogether. This recommendation is based upon two factors: 1) additional grant money has been
made available from Small Waterway Projects Program (SWPP) (through Indian River County)
to offset the cost of the ramp replacement and 2) there is a patented design available that provides
a very cost effective solution for ramp construction. This transmittal is to seek Council approval
for single source procurement to Randall G. Tedder Construction, Inc. for the ramp replacement.
This vendor has a national copyright and trademark issued by the U.S. Patent Office. The Tedder
Boat Ramp System is a unique system that requires no dewatering. This system has been used
as a single source vendor by the Department of Environmental Protection. Mr. Tedder and his
ramp design has been used extensively at other public boat ramps and has recently been approved
by Indian River County and is installed at the Donald McDonald Park. The patented design
involves installation of precast double tee panels. This system will minimize ramp downtime to
only one week of construction as compared to a minimum of four weeks using traditional pour in
place concrete requiring a cofferdam. The ramp replacement will cost $74,900. Indian River
County will be supplying $30,000 of SWPP money to be paid directly to the vendor, $12,500
from Florida Inland Navigation District (FIND) will be reimbursed to the City and the remaining
$32,400 will be supplied from the City CIP hudget /{;i1

SUMMARY
As you probably are well aware, most software programs must be updated for Y2K compliance.
Unfortunately, the Building Department isn't immune to the Y2K Bug and must update our
current software in order to preempt the loss of all building permitting and contractor licensing
data.
We have been inquiring with our current software vendor, SBCCI, for approximately 2 years in
receiving updates and Y2K compliant software for the Standard Soft program we are currently
using. The most recent promise was that we would receive the updated software by August 23,
1999. After several failed promises we began searching for alternatives. Furthermore, the Y2K
compliant Standard Soft program isn't compatible with the Windows NT operating system that is
installed on the Citywide Network. Therefore, we felt it was imperative to begin searching for
alternative software programs.
On the following pages you will find price quotations from 3 software vendors. Our
recommendation is for purchasing the Infonnation Management Services (llvIS) Building Permits
Manager software program. The Building Permits Manager software will interface with the IMS
Occupational Licenses Manager software the City Clerks office is currently using and the Citizen

the Citizen Services I Code Enforcement programs to the City of Sebastian. Il'vIS is proud to be the

with the ll\1S Occupational Licenses Manager Contractor information, and with the Citizen Services
property file. Should you choose to purchase the programs, we will require a 25% deposit, and will
schedule installation and training upon receipt. .
An integral part of the Government Information Manager is the Total Performance Agreement
(TP A). The TP A assmes you of maximum efficiency in task accomplishment. l1YfS provides all
software maintenance during the TP A period for all IMS software, including on-site training and
phone support. IMS will provide universal program updates to your IMS Building Permits Manager
and Code Enforcement Manager during the life of the TP A. Your monthly TP A would cost $48.25
for Building Pennits, and $19.95 for Code Enforcement, which can be billed monthly, quarterly, semi-
annually or annually.

The IMS Building Permits Manager can free you from the burdensome paperwork load

determined for you. Building Permits Manager will keep track of contractor license expirations. This

Annual Software Maintenance (ASM)
For 10 licenses, there is an ASM charge of $600 per license, which entitles the City to all
software upgrades and 25 minutes in telephone support per license, ger month, or a
total of 4 hours and 10 minutes. Any support used in excess of this monthly allotment
would be invoiced.at $100 per hour.
The total cost of this contract is $6,000 annually, and is paid in advance each year.
Implementati~n
AJi5 you may know, the implementation of CltyView generally involves the creaticn and
duplication of the client's existing business process using CityView. This will inv!)I'/e the
analysis of current systems and requirements in each of the three departments. and
utilizes the resources and experience of Municipal Software.
Although the exact scope of the implementation is yet to be determined, we have
attempted to provide a blue print for a traditional implementation of CityView usin; our
Comprehensive Delivery method in each of the three phases.
. ComDrehensive Deliyery Method
This method of implementation is designed to provide the best possible pn(zuction
system. It provides a forum for incorporating the knowledge of the staff on.site ~i nd. the
17 years of experience that Municipal Software has had in delivering solutions tlJ.other
local governments. It is particularly useful for departments that are cors:dering
streamlining or re..engineering how they do business.
As previously explained, we are recommending a phased implementation. Eact: phase
will involve the delivery of the core elements within each department, accompiished
using the following steps.
1. Data Collection
a) Site Visit
One day spent at the client site to observe and assist in defining the business
process to be automated. A demonstration of CityView is providec initially.
followed by end-user interviews to help us understand your process. Inf')i"mation
regarding the sources of data, technical environment and forms requir~t will be
determined. This information is then incorporated in the development of a
smarter system in subsequent steps.

Following the review of each phase. the Change Control Document wiil be
completed and will list the tasks that are required to complete the phasf;. This
process wiU'be completed by the projed manager working in conjunction '...,;11 the
project leader from the City. In completing the Change Control Docwrr ant a
rationale for each item must be provided as well as a priority assigned ',0 each
item. Some items may be able to be completed while on-site with the as~ ;stance
of the project manager. Upon return from the site visit, the project maneger will
determine time estimates and costs to the changes listed. At this point the client
can determine which items staff members may want to complete therm:elves

sources of digital data the City may have, induding your assessment or property-
based data, any historical data in digital fonnat, as well as any digital r,lapping
data, and Cdnvert it to CityView. In discussions prior to the preparation (>f this
proposal. you indicated there is historical data in digital format which is C~I; :ently

End-User Training
An outline of some of the training courses offered by Municipal Software is
included as part of this proposal.
The most important step In the implementation of any software is the trr.ining.
After the system has been developed and delivered. the training of th.9 users
should take place. It should include SyStem Administration training for aL least
two staff members. and CityView Essentials training for the 10 potental 'end-
users. Additional training might Include training that will empower your :Staff to
create new forms and reports in order to see their system evolve tev new
applications.
It is suggested that each department be responsible for the Essentials TrCi!ning
for each of their end-users. as well as one of the more advanced courses. As a
result, the City will have Individuals trained in the administration of the CityVlew
system. form design and report writing. each of which will benefit all departments.
Essentials Training is a full. two-day course Intended as an introduction to
CityView to provide users with a comprehensive overview of Ci~View's
capabilities and functionality. .
The one-day System Administration course allows students to participate in the
setup and configuration of their CityView system, with the trainer. and provides
additional insight and the skill-set to act as CityView System Administrators.

Designer is a one-day course intended to provide key operators with the
advanced skills required to design and customize fonns.
Reporter is also a one-day course intended to provide operators with advanced
skills required to utilize CityView's own report generator.
Based on the number of users indicated, we have estimated that there will be a
need to train at least 10 users. The cost of training is as follows:
System Administration - one day for 2 students @ $200 each for a total of $400;
CityView Essentials - two days for 10 students @ $200 each for a tr:.'tal of
$2,000; Designer - one day for 2 students @ $200 each for a total cf .$400;
Reporter - one day for 2 students @ $200 each, for a total of $400; plus 51,000
per day per course, for a total of $8.200, plus expenses.
7. Go Live
It is important for each department to select the date for going, with the
knowledge that CityView has been designed to facilitate any changes thiJt may
become necessary over time. Once implemented. CityView will allew ~he
business processes and systems in each of your departments to evolve.
Expenses
Most data conversion and customization work can be performed from our C~;i;es in
Victoria using couriers, fax, and the Internet (e-mailed attachments). All site visits for
training and data collection/user-review will have costs including travel, me~1 and
accommodation billed at cost upon return. A budget should be established f0,r travel
expenses.
As previously noted, It is our recommendation that each of the user-reviews for Phase I
and Phase 11 be combined with the initial site visit for data collection purposes of the next
phase of the project in order to facilitate savings for the City.
Summary
We would like the City of Sebastian to become a CityView client. We unders'toJnd the
need to deal within budgetary realities and we have tried to include all costs the City
might incur to implement CityView successfully.

phase of implementation for each of the departments. using the Comprehensive Delivery

Applied Aquatics has an annual contract for canal spraying (base contract) and ditch spraying
(change order #1) to control vegetation growth. The Department of Public Works wishes to
expand their contract to include chemical treatment of roads. Spraying of road edges and cracks
is required to halt or inhibit vegetative growth through the asphalt. This must be done prior to
resurfacing. Chemical treatment was included in the resurfacing bid. The vendors that did
choose to bid this item, bid higher prices than could be obtained if the City were to directly
contract with the service suppliers. The City could piggy-back for this service under a contract
with the City of Port St. Lucie. That contract price is $0.015 per square foot. Applied Aquatics
has the capability to perform this service, therefore, a proposal was requested from them. They
have proposed a price of $0.012 per square foot, which is less than could be contracted through
the City of Port St. Lucie. It is recommended that the City accept Applied Aquatics proposal of
$0.012 per square foot through a contract change order. Approximately 500,000 square feet of
spraying is anticipated or $6,000.

A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, . FLORIDA, AUTHORIZING CITY MANAGER TO
APPLY FOR FLORIDA RECREA TION DEVELOPMENT
ASSISTANCE PROGRAM GRANT; PROVIDING FOR

WHEREAS, the FLORIDA RECREATION DEVELOPMENT ASSISTANCE
PROGRAM assists municipalities in the provision of outdoor recreation sites and facilities;
and
WHEREAS, the City of Sebastian has benefited from such program in the past
and will further benefit from participation in the same;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCn.. OF THE
CITY OF SEBASTIAN, as follows:
Section 1.
A UTHORlZA TION.
The City Manager or his designee is
hereby authorized to apply for a FLORIDA RECREATION DEVELOPMENT
ASSIST ANCE PROGRAM grant and to take all necessary steps in order to obtain said
grant, including executing the application and any other required documents.
Section 2.
CONFLICTS.
All resolutions or parts of resolutions in
conflict herewith are hereby repealed.
Section 3.
EFFECTIVE DATE.
This resolution shall take effect

AGREEMENT
THIS AGREEMENT entered into this day of September, 1999, between
the City of Sebastian and Skydive Sebastian provides that
WHEREAS Skydive Sebastian has been awarded the honor to host the 1999
United States Parachute Association National Skydiving Championships in Sebastian,
Florida, September 17th through October 2, 1999 (hereinafter called the "Event"); and
WHEREAS .the estimated attendance for the first week (September 17th-
September 26) is 600 competitors per day with an additional spectator count of 200 per
day, based upon average figures were taken over a 12-hour period at previous Nationals
held in Eloy, Arizona and Perris Valley, California. For the second week of the event, the
estimated attendance is 200 competitors with the same amount of additional spectators
(200); and
WHEREAS this Event can provide favorable publicity and economic benefits for
the City; and
WHEREAS the needs of the residents of the area, other business tenants of the
airport, and the safety ofthe public are a vital concern in undertaking the Event;
THEREFORE IN AND FOR CONSIDERATION of the mutual promises herein,
the sufficiency of which is acknowledged by the parties, the following agreement is made:
I. Basic Event Safety
Skydive Sebastian is responsible for the compliance of its staff, spectators and competitors
with the provisions herein, as well as recognized safety standards for skydiving and
airplane operations. Towards that goal, Skydive Sebastian shall at a minimum perform the
following:
A. Skydive Sebastian has hired and will retain throughout the Competition, a
nationally-recognized authority in skydiving safety as the Meet Director for this event
whose job is to make sure that the participants and the drop zone staff follow the
specifications and rules set forth by the United States Parachute Associations and their
Basic Safety Requirements as set forth in Exhibit "A", attached hereto. The Meet Director
shall also ensure that the participants display sportsman-like conduct during this event.
B. Skydive Sebastian shall also provide a Supervisor of Plane Safety to direct
and coordinate the air traffic generated by the event, and enforce pilot compliance with all
safety rules. A pilot briefing that will be held prior to the event with the Supervisor of
Plane Safety, all of the pilots and the City Airport Manager. Skydive Sebastian shall
provide personnel to work under the supervision of said Supervisor of Plane Safety to man
the Unicorn system at the airport during competition times, for the purpose ofinfonning

approaching pilots that the Event is underway and that skydivers are present at the site,
however, no additional information or direction is required to be given, such as wind
conditions, optimal runway selection, or other standard landing instructions.

C. Skydive Sebastian also will provide buses to take the competitors from
Skydive Sebastian to the loading area, as shown in the attached Exhibit "B", using the
taxiway running from East to West. A bus lane shall be delineated with orange traffic
cones (or such suitable substitute as is accepted by the City Airport Manager) along the
perimeter of said taxiway. The buses will travel at a maximum rate of 30 MPH. and be
operated in a manner calculated to prevent congestion on the taxiway and runways and
add to continuous flow of traffic. No later than September 16, 1999, Skydive Sebastian
shall provide proof to the Police Department that all bus drivers meet statutory drivers
license requirements.
D. Skydive Sebastian will use signs to direct spectators to designnic:,' "C','.![!,'.
areas adjacent to the Event Tent shown in Exhibit "B". Except for an access pOint at the
designated Manned X-ing shown in Exhibit "B", the viewing area will be enclosed with
standard temporary "Orange-Glo" safety fencing. Skydive Sebastian will provide a
"crossing guard" equipped with a whistle to assist spectators in crossing the taxi ,yay and
to stop pedestrian traffic upon the approach of an airplane on the taxiway. Safety fencing
shall also be provided to restrict access to hazardous areas as deemed necessary by the
Meet Director, City Airport Manager or City police.
E. All staff members will wear shirts at all times during the Event that will
jdentify them as staff. Skydive Sebastian shall hire two security officers, licensed through
the state of Florida and wearing identifying shirts at all times, to patrol the grounds from
sunset to sunrise everyday during the Event
F. During the day Skydive Sebastian shall provide for at least one off-duty
police officer patrolling the dropzone and, for the first 3 days of the Event an off duty
officer shall be hired to assist the staffwith any potential parking problems. Skydive
Sebastian will have these contracts with off-duty officers, as well as additional
contingency contracts, in place by September 10, 1999. The actual number of officers
needed shall be reasonably determined by the Police supervisor based upon the
circumstances existing at the Event at any given time.
G. Final authority as to health and safety issues requiring immediate corrective
actions shall rest with the supervising officer of the Police Department, whether the Chief
of Police or his designee, who shall, following consultation with the Meet Director or
Airport Manager, have authority to suspend the Event as needed in the exercise of the
police powers of health and safety.

II. Parkin2 and Traffic Flow
Parking for this event is limited, and Skydive Sebastian shall make every effort to prevent
spectators and competitors from illegal parking or use of private property for parking. The
following minimum measures shall be taken:
A. Areas that are already designated as "No Parking" with road signs will be
re-enforced by banners and flags to prevent people from parking in the wrong place.
Skydive Sebastian will also let people know that correct parking will be enforced.
B. West Airport Drive shall be temporarily designated for one-way traffic
running from the entrance at the northernmost point on Roseland Road and exiting from
the access road to the south. Event parking shall be allowed diagonally along the access
road coming off West Airport Drive, but shall not impede the flow of traffic exiting the
site.
C. In the event that the designated parking areas in Exhibit "B" approach
capacity and the need for overflow parking is anticipated, such overflow traffic shall be
directed to the vacant field adjacent to the taxiway to the south of the Skydive Sebastian
site (said field being the one traditionally used by model airplane flying at the airport site).
At such time, Skydive Sebastian shall place safety fencing along the taxiway to direct
pedestrian traffic back down the roadway to the Event site.
D. Skydive Sebastian shall maintain an agreement with a charitable
.organization of its choice to assist with directing parking during the Event. Members of
said organization will be wearing appropriate clothing, which will be identifiable by
spectators and competitors, and may solicit donations from patrons of the Event.
E. Patrons of the Event shall be directed away from parking areas belonging
to other tenants of the airport, and Skydive Sebastian shall provide signage and
appropriate temporary barricades for these private parking areas. However, in no event
shall a patron of these other tenants be impeded or prevented from accessing and parking
at the businesses of other airport tenants. Skydive Sebastian shall provide readily
identifiable passes to be utilized by these other tenants to facilitate the ease of access
through the controlled parking points.
ID. Medical Emer~ency Provisions
Skydive Sebastian and the airport manager have designated the East Entrance of the
airport as Emergency access entry. A medical emergency/first aid station shall be
designated in or adjacent to the Event Tent. These provisions will be made known to all
emergency personnel by Skydive Sebastian.

All recovery vehicles will be equipped with 2-way radios and mobile phones to assist in
recovery of off site landings or parachutes. The vehicle operators will be in contact at all
times with the drop zone office.
IV. Sanitation
Skydive Sebastian will provide such additional sanitation sites to various areas of the
Event site as determined by the Airport Director to be needed. No loose animals shall be
allowed upon the airport property during the Event.
V. City Assistance
The City shall utilize its sweeping brush_equipment to clear the runways and taxiways
prior to the ;I;:vent. Further, the City shall provide temporary use of available traffic cones
and barricades during the Event. Skydive Sebastian shall reimburse the City for its
additional equipment and personnel expenses by remitting one thousand ($1000) dollars to
the Office of the City Manager no later than September 14, 1999.
