SPECIAL MEETI~IG ITEMS Mayor Cal-twfight said the interviews were scheduled for approximately 45 minutes each and suggested applicants be short listed to the top two or three after the interviews. Valerie Settles - 9:00 ~t,11~ (Part Time Contract) Ms. Settles gave a brief history of her education and experience, stating her revised proposal was to be a pm-time contract attorney. She then responded to questions from City Council. The interview ended at 9:36 a.m. and Mayor Cartwfight called a recess. 2. J~hn Krieger, Jr. - 9:45 a.rm (In-House) Mr. Krieger gave a brief history of his education and experience and handed out a document supporting hiring him as an in-house attorney. Sqlecfion of City Attorney Discussion took place on the costs for an in-house attorney as opposed to using a contract attorney. Both agreed on either Rich Stringer or Valerie Settles in no particular order. Special City Council Meeting April 13, 1996 Page Five Following further discussion on additional costs for an in-house attorney, Mr. Taracka and Mayor Cart-wright amended their rank to place Valerie Settles as first and Rich Stringer as second. Discussion took place on Ms. Settles' suggested range and there was a consensus for approximately $40,000 to $50,000 as pm-time depending on start up costs. Mayor Cartwright suggested rather than determining a figure at this meeting, the City Manager and Human Resources Director negotiate with Ms. Settles to determine exactly what she wants. The City Manager said he could bring back a figure to the next meeting and Mayor Cartwright suggested that perhaps a special meeting could be called prior to the regular meeting. Discussion took place on relocation expenses, and there was a general consensus that those expenses would not be offered at this time. MOTION by Cartwright~aracka I move that the Council selection in order is Valerie Settles, Rich Stringer and Ferguson and Ferguson and we authorize the City Manager and Human Resources Director to begin negotiations and do the appropriate background checks. STAFF PRESENTATION The City Manager received a consensus of City Council to reschedule the August 21 Falcon Cable Forum to August 12, 1996. Mrs. Damp stated she would be unable to attend. The City Manager introduced the new Chief of Police, Randy White and commended Captain Puscher for the fine job he did as Acting Chief of Police. i. Opening Comments - City Manager The City Manager commended the Finance Director and all participants in preparation of the 1996/97 fiscal year budget and gave a brief overview of the proposed capital projects budget. ii. Overview of Budget - Finance Director The Finance Director distributed an analysis of the fiscal year 1996/97 budget (see attached) and fielded questions from City Council. iii. Detail Operating Budget Review Legislo, tiy¢ 10-511 No changes to proposal for Legislative. City Manager 1 l-512 The City Manager said all departments' budget reflect required increased salary amounts including management personnel, taking into consideration that management personnel may be considered for 0-3% increases. Mayor Cartwright recommended that the same system be utilized with the 0-3% with the lump sum bonus. City Council concurred. As discussed during the annual budget process, both the City Clerk and the City Manager will have a performance appraisal done annually on (or before) their anniversary date. Kay OS:-Ialloran's anniversary date is 12/08/95. Please fill out the attached form and remm it to me no later than December 8. Remember that these documents are public reformation and anyone can request to see (or have copies of) the evaluations. When.all the responses are returned for the City Clerk's evaluation, I w/Il process any increase, effective 12/10/95. B = Performance is beloW expectations The evaluation can be done either individually and compiled into one form, or done all together at a Council meeting. A majority by the Council of one rating would prevail (ie. 3 'E"s and 2 "M"s would equal an "E", excellent rating.) You would have to decide the specific amount or % age that the officer should receive as a result of the evaluation. This could be done when the evaluation is finalized and discussed at a Council meeting (along with recommendations for setting goals for the upcoming year). I have tried to get as much information as possible from City staff.
