Following further discussion on additional costs for an in-house attorney,
Mr. Taracka and Mayor Cart-wright amended their rank to place Valerie
Settles as first and Rich Stringer as second.
Discussion took place on Ms. Settles' suggested range and there was a
consensus for approximately $40,000 to $50,000 as pm-time depending on
start up costs. Mayor Cartwright suggested rather than determining a figure
at this meeting, the City Manager and Human Resources Director negotiate
with Ms. Settles to determine exactly what she wants.
The City Manager said he could bring back a figure to the next meeting and
Mayor Cartwright suggested that perhaps a special meeting could be called
prior to the regular meeting.
Discussion took place on relocation expenses, and there was a general
consensus that those expenses would not be offered at this time.

INTER-OFFICE MEMORANDUM
TO: MAYOR AND DATE: August 30, 1995
CITY COUNCIL MEMBERS
THRU: JOEL KOFORD ~[/,//
CITY MANAGER
FROM: WENDY WIDMANN, DIRECTOR RE: PERFORMANCE
HUMAN RESOURCES APPRAISAL FORMS
Enclosed, per the Council's request, are copies of performance appraisal forms that you
may wish to use in evaluating the City Manager and the City Clerk. I have also
included a copy of their respective job descriptions as approved by Council and a copy
of the City Charter pertaining' to the role/responsibility of these two charter officers.
The spec/tic job evaluation forms look at eight (8) major areas of responsibility of these
two positions as the basis upon which assessments are to be made. Descriptions under
each area of responsibility are meant to clarify the meaning and content of the area. A
suggestion for rating each area is as follows:
E = Performance exceeds expectations
M = Performance meets expectations.
B = Performance is beloW expectations
The evaluation can be done either individually and compiled into one form, or done all
together at a Council meeting. A majority by the Council of one rating would prevail
(ie. 3 'E"s and 2 "M"s would equal an "E", excellent rating.) You would have to
decide the specific amount or % age that the officer should receive as a result of the
evaluation. This could be done when the evaluation is finalized and discussed at a
Council meeting (along with recommendations for setting goals for the upcoming year).

To: Mayor and Members of the City Council of the City of Sebastian
From: Valerie F. Settles, Applicant for City Attorney Position
In order to assist you in evaluating whether to hire an in-
house City Attorney and establish a legal office at City Hall, I
have compiled a preliminary list of what it would cost to establish
a one attorney legal department at the City of Sebastian. I have
tried to get as much information as possible from City staff. The
Legal Department would consist of the following: 1) a small
office with standard City issued furniture; 2) use of a conference
room for meetings; 3) a computer with a CD-Rom reader and a monitor
(if the City does not own an extra one, a top of the line model can
be purchased for approximately $2500); 4) a separate phone line;.5)
a portion of a secretary's time. Consistent with what has become
standard practice at many large firms, the City Attorney should be
computer proficient, so that a full time secretary is not
necessary. The part time services of an already employed City
secretary could be used for filing, scheduling, faxing and
answering the phone. 6) reference materials. Library materials
should be limited to Florida Statutes and the Florida.
Administrative Code and a subscription to Lexis, an online research
provider. The statutes and other reference materials are available
on CD-Rom. Accordingly, physical space for a library is not
necessary.
Cost Estimates
Small Office & Furniture*--S750
Separate Phone Line*--S450 per year (includes Internet connection)
Portion of Secretary's Time*--S1600 (Based on sharing a secretary
with the Finance Department.
Computer and Printer (includes CD-Rom reader and modem)--S2500
Reference Materials--CD-~OM--(Fla Statutes, Cases, Digest
Code)--S1500
Lexis Online Research Service--S100
month=S1200 yearly (this is the
practitioner rate. There may be other
discounts for government entities.)
