We are requesting that you bring your backup from the October 1, 1997 workshop as follows:

"Comprehensive Plan Amendments - Second Draft" dated August 21, 1997
Revised pages 4, 6, 8, 15, 16, 33 and 36 as recommended by Planning and Zoning and presented to
City Council on September 26, 1997
Minutes of thc October 1, 1997 workshop are attached.
The Director of Community Development will provide color coded maps when they are ready.

Mayor Barnes called the Workshop to order at 7:15 p.m.

Previously Distrihut~
The Director of Community Development said he would give an overview of the Comprehensive
Land Usc Plan, stated two workshops will probably be needed for review of proposed amendments,
and that thc transmittal hearing will be conducted on December 10, 1997.
His prescatation included the following topics: 1) What is the Comprehensive Land Use Plan; 2)
Required Elements; 3) Optional Elements; 4) 9J-5 Florida Administrative Code; 5) Consistency; 6)
Level of Sa'vice; 7) Concurrency; 8) Evaluation and Appraisal Report (EAR); 9) Contents of the
EAR; 10) the Sebastian Comprehensive Land Use Plan; and, 11) '91 Goals, Objectives and Policies
Tom Tcmpia distributed an outline of his presentation and then briefly reviewed thc proposed
amendments as presented to Council as "Comprehensive Plan Amendments ~ Second Drat¥' dated
August 21, 1997 and revised pages 4, 6, 8, 15, 16, 33 and 36 as recommended by Planning and
Zoning and presented to City Council on September 26, 1997.
The Director of Community Development noted the current and proposed color-coded future land
use maps displayed on the wall.

City Council input began with Mrs. Sullivan. She cited many areas for question to Mr. Tempia.
During hex review thc following changes occurred:
· City Council concurred with the policy of replacement of mobile homes as noted in policy 1-
2.1.6.
° Adding tl~ word "no" before "wor~" in policy 4-4.1.1.
· Adding the wo~d "public" bgfore "potable" in policy 4-4.2.1.
· Deleting "1994" in policy 5-1.1.
Mayor Barnes called recess at 8:35 p.m. and rcconvencd thc workshop at 8:48 p.m. Ali members
present at roll call were present when thc workshop rcconvened.
Mrs. Sullivan continued and the following ocxan'red:
Add definition of coastal areas.

Mrs. Sullivan continued and discussion took place on policy 5-1.4. Mr. Tcmpia said the last
sentence in that policy should have been stricken.

Mr. Paul had no comments at this time.
Mayor Barnes began his review of proposed amendments and he inquired about elimination of
industrial zoning in the area of the twin pairs, and elimination of COR (Commercial Office
Residential) zoning. The City Manager suggested staff come up with alternatives to proposed RMU
(Riverfront Mixed Use) zoning, should Council not agree with it as proposed.
The following occurred during Mayor Barnes' review:
Date changed to January 1999 in policy 1-3.3.
Changed Louisiana Avenue to Louisiana Avenue/High Street in policy 2-1.1.1

Mayor Barnes continued.
Policy 4-2.1.A. 1 to be included and date amended
References to other past dates in current book need to be changed
Suggested height be measured f~om the crown of road on Riveffront
Suggested language to allow City to enforce established speed zones on river
Warren Dill, representing property owners Harold Adams and John King, distributed two letters to
Council relating his concerns for the Planning and Zoning Commission's vote to change the land use
and rezone commercial property owned by Mr. Adams and Mr. King to residential, noting both
properties had already received final plat approval and one had also received site plan approval. He
suggested that if Council is going to remove COR (Commercial Office Residential) zoning it be
replaced with CL (Commercial Limited) and allow residential as a conditional use or special
exception. Discussion followed on this matter.
The Director of Community suggested that following input from Mrs. Cartwright and Mr. Taracka at
the October 15, 1997 workshop, Council first look at the proposed future land use maps, and 1)
discuss the proposed RM. (Riverfront Mixed Use) district; 2) deletion of industrial adjacent to the
twin pairs and 3) tho COR issue.
5. Mayor Barnes adjourned the workshop at 10:30 p.m.
