Massarelli, Community Development Director~~''' Comprehensive Plan re: Aquifer Recharge Areas At the last workshop, there was some discussion as to the area affected by the new definition of an aquifer recharge area. Attached are three maps showing the extent of the recharge area based on the proposed amendments. Also attached is a copy of the aquifer recharge map from the current comprehensive plan. The area covered by the new definition appears to be actually larger than what was depicted on the existing map. From a technical point of view, the new definition is more defensible than the old map. Item 1. Third Draft Comprehensive Plan Amendments. Attached is a memo from Mr. Tempia outlining the revisions as requested by the Council. Also attached is the third draft o£ the Comprehensive Plan Amendments, dated November 6, 1997. The action required is identifying any other changes to the Comprehensive Plan or the proposed amendments. Item 2. Riverfront Area Land Use Map. At the last workshop, I provided five maps depicting possible future land use scenarios for the Riveffront Area. The required action is to direct the staff as to which scenario the Council wishes to have the staff include in the future land use map. This direction will also allow the staff to proceed on the Riverfront recommendations. Item 3. Overall Future Land Use Map. Previously, the recommended revised future land use map was reviewed. A copy is on the wall in the Council Chambers. The required action is identifying any changes to the recommended map so that it may be finalized. Item 4. Commercial Office Residential (COR) Future Land Use Classification. The Local Planning Agency and the Staff recommend the deletion of the COR future land use classification. It is the opinion that this classification has not worked as expected. It has resulted in a variety of residential uses from the construction of a single family house on US 1 to a multifamily housing project on Louisiana. The commercial activity is similar to limited cormnercial. It is recommended that the areas classified as COll, be changed to Cl, CG, or RM8. The required action is to provide guidance to the staff as how to proceed. Item 5. Definitions. The Council had requested that some terms be defined. The definitions are included in Mr. Tempia's memo. A secondary industrial concentration is situated along the FEC Railroad at CR 512. Lesser concentrations of industrial development are situated along other segments of the FEC Railroad.
