1. Mayor Hill called the Special Meeting to order at 5:01 p.m.

A. Discuss Process Goine Forward
Mayor Hill said there have been some changes since the last meeting that he thought it
would be important that Council should have discussions on.
The City Manager stated at the last meeting there was a statement to go ahead and present
the future land use map (FLUM) to the Planning and Zoning Commission in September
and then there was a statement to hold off on presenting the FLUM until there is an
annexation agreement. He said staff would like to present the FLUM to the Planning and
Zoning Commission on September 15 for a recommendation. He noted that staff did
notice the meeting in case Council agreed with presenting it however the advertisement
could he pulled if they did not want to continue.

He also stated that the Community Development Director did put together a time line
based on statutory requirements for the annexation for which they could provide
comments on. (See attached)
He asked for clarification on proceeding with the FLUM to the Planning and Zoning
Commission.
Mayor Hill said at the last meeting, Council gave staff a head nod to tap the breaks until
there is an annexation agreement but his understanding is that the land owner is not very
amenable to that. He said he is not willing to gamble on the future control of the growth
and development that will occur over the next several decades. He said he would like to
give clear direction to the City on what they would like to see going forward.
County Administrator Jason Brown and County Attorney Dylan Reingold were in the
audience and Vice Mayor Jones asked Mr. Brown to clarify that the City is working with
the County.
Jason Brown, County Administrator, confirmed for the record, they have had discussions
with staff and the land owner which have been positive so far. He said they appreciate
the opportunity to provide input and look forward to getting those comments in writing to
the City next week.
Vice Mayor Jones said he was okay with continuing their due diligence as they move
forward with the annexation agreement. He said he would like to move forward.
Council Member Nunn said he favored bringing the PLUM to the Planning and Zoning
Commission in September and moving forward otherwise they will lose the annexation
and the development will still happen and affect them the same but Sebastian won't have
any control or money from it.
Council Member Dodd said if he had the schedule presented tonight before last
Wednesday, he wouldn't have said a word; he made those comments because they were
the best thing for the City and its residents. He has no problem now that he sees the
schedule.
He said he was still concerned that they don't have definition of mixed use which can be
up to 10 units per acre. He noted that the County Administrator did say on the Bob Soos
Show that he didn't think that's what Sebastian envisions, which he agrees with him.
However, there is ample opportunity for confusion to set in, and the confusion creates
dissention and dissention creates problems. He said he has no issue with it going
forward.
MOTION by Council Member Dodd and SECOND by Mayor Hill to adopt the schedule
entitled "City of Sebastian Legal Process — Graves Brothers Annexation FLUM — August
2022" with one modification that under City Council, Second Reading set for September
13ih, the word "adopt" is removed.

The City Manager explained that it was written with the word "adopt' because staff
didn't want to predispose Council's decision on that hearing. He recommended that the
hearing be opened on September 131h and then Council make their decision.
FRIENDLY AMENDMENT by Council Member Dodd and SECOND by Mayor Hill to
remove his recommendation to remove the word "adopt."
The City Attorney said he was hopeful to have a draft annexation agreement by the
second reading scheduled for December 14".
Council Member MCPartlan said following his remarks at the County Commission
meeting on August 16, he asked to have the County Administrator, County Attorney and
possibly the County Planner to come to discuss what has happened so far and let Council
know what their concerns are. However that was not how it was listed on the agenda
under his matters.
He also asked that Jeff Bass and the Sebastian River Improvement District come to a
meeting but they were not listed on the agenda a few meetings ago.
The City Manager said the Sebastian River Improvement District was listed on that
agenda but it was pulled off. He explained that since 2019, if a Council Member would
like something listed on the agenda, it would go under their matters and if there is a
consensus, it would move to the next agenda as an item. He said he misunderstood what
he was asking for after the August 16'h Commission meeting.
He said he was here the last time the (2019) annexation went through with a vote of 5-0
and now two of the three Council Members that supported the previous annexation are
now asking for it to be slowed down. He asked if anybody else was receiving a message
that he isn't getting.
Council Member Dodd said if there was a communication issue between the City
Manager and one of the Council Members it was up to the City Manager to fix that. He
said he disagreed that staff didn't have a clear message last Wednesday, but in a
conversation with the land owner something was said that made the City Manager rethink
that. He said staff received a clear message last Wednesday as well as May 25 when
Council agreed to the annexation. If they had a schedule it would have been different.
Council Member Dodd asked when the applicant provided the map for the Planning and
Zoning Commission meeting. The Community Development Director advised a map
wasn't needed for the Planning and Zoning meeting but for the adoption of the
annexation. She stated it was received a week ago and at that time the applicant found
the map was incorrect.
Council Member Dodd noted there is no miscommunication between Council and staff.
There seems to be a misinterpretation of whether that communication was clear. He said
it was clear, staff has acted as expeditiously as they could on what they had. He noted
that they could not have increased this time table because they didn't have the data. The

2019 annexation died because the City published an incorrect map and he asked if they
wanted to take a chance and publish another incorrect map.
He said the meeting has been noticed for the Planning and Zoning Commission meeting,
he asked that they move forward under the schedule, recognizing it can be done by
December W. He called the question.
Council Member Nunn said he did ask if a motion was needed to move Council Member
McPartlan's item on the agenda but there was none. He called the question.
Council Member McPartlan said when he zoomed into the meeting, he asked if they
would be receiving stomtwater fee money from this annexation. He recalled in the last
annexation agreement, he thought there was an estimated $340,000-375,000 stormwater
fee. The City Manager said the current annexation administrative stormwater fee would
be $67,000.
Council Member McPartlan said he did go back to the October 2019 meeting where the
estimate was $325,000 and now this is a much larger piece of property with a lower
estimate of $67,000. He noted this was why they need the annexation agreement with all
of those factors. He said he was for this annexation but he wanted to make sure
everything is done correctly to make Sebastian sustainable.
Public Input
Kelly Dixon said she would appreciate it if Council went forward with the annexation.
Patti Sullivan said she thought staff was doing a wonderful job for the City and the
residents.
Grace Reed, Sebastian, said they can't lose this opportunity to bring the property into
Sebastian.
Louise Kautenburg said the annexation would provide more jobs, commercial space, and
recreational space for the additional population that has been approved through other
projects.
Sherrie Matthews, Sebastian, said all parties have the same concerns to be informed
properly, transparent, and move forward. She said if the annexation process was
explained for the community it would help the misinformation in the community.
Sharon Herman said Sebastian has to grow or else soon the City won't have the
opportunity at all.
Karen Jordan said she trusted Council is doing the right thing.
Sharon Tyson said she has been involved in planning meetings across Florida. It
concerned her that they haven't reviewed an agreement to see what infrastructure will be

needed; and she wasdisappointed that people don't understand how important counties
are to municipal infrastructure.
Mayor Hill clarified that the City was not against the County; sometimes they disagree on
things and things are said but it is called discourse. Discourse happens and it's good; he
was happy with the direction that Council was moving and called the roll.
