MINUTES OF REGULAR MEETING

Mr. Boettjer brought the meeting to order at 1:07 p.m. All participants introduced
themselves.
Mr. Boettjer stated the PEA is asking that the City provide them an overview of what the
City is looking to do as far as wages go and how that would work.
Mr. Carlisle stated that at the last meeting the City had provided the union representatives
with the peer survey study. The City asked that the union membership look at that as far
as wages and benefits that are paid in other communities. Ms. Charles said the
membership did meet, and it was difficult to come up with a number that the City was
looking for. Mr. Carlisle said that it is not so much in the wages, but on the benefits side
with leave, sick time, etc. Ms. Charles said that one of the things that keeps people here
is the benefit package. Money is an issue also, but part of the retention is the benefit
package that is provided.
There was extended discussion among the parties regarding wages, benefits, and the
history of those items. Mr. Carlisle stated the purpose of this meeting is to go through
these contract negotiations, a copy of which was provided to each participant. He
reviewed that the parties met previously and had some discussions about wages and
benefits. He would like to go through the contract and TA (tentatively agree) to everything
except those items which the union representatives wish to bring up at this meeting.
Mr. Boettjer asked if the union would be able to get the projections for each employee
because there are so many different variables. Mr. Carlisle said that will be provided. Mr.
Carlisle stated that the City would like to institute a minimum so that he can start hiring
people at the minimum pay for each classification. Mr. Boettjer clarified that the union
representatives are in agreement with the City so that the City will be allowed to start the
proposed minimum immediately. Mr. Carlisle said it would begin in the next pay period.
He further clarified that the City is only adjusting the new proposed minimum salaries at
this point. This will include both the new hires and current employees.

Below are the Articles of the Collective Bargaining Agreement that were addressed at this
meeting.
Agreement -- It was tentatively agreed that the "PEA" be changed to "Union." Mr.
Carlisle added that Mr. Anon had suggested this at the PBA meeting just prior to this
meeting, and Mr. Carlisle opined that where "PEA" is mentioned it will be changed to
"Union." Mr. Boettjer agreed.

Mr. Carlisle stated that the spreadsheet on employees' salaries should be
available by the end of this week.

Mr. Boettjer announced that there are two different colleges where there are
no fees of any kind for an associate's degree or a bachelor's degree.

Mr. Carlisle stated that the union representatives would need to authorize Ms. Watson to
email the spreadsheet on individual employees' wages to the City employees. He added
that the City cannot guarantee that all employees will open their emails containing the
spreadsheet on wages. Mr. Boettjer agreed that the City does not have responsibility as
to those emails being read. He also suggested that if the City is going to send that
spreadsheet out, to also send out the tentatively agreed copy.
Mr. Carlisle stated that the next meeting will be held on Tuesday, August 30t" at 1.30
p.m. Mr. Boettjer agreed. Mr. Boettjer concluded the meeting at 2:50 p.m.
A
