SUMMARY
According to Dan Eclds, City Engineer, the City Council established a policy regarding the
use of reinforced concrete pipe for drainage purposes when side lot drainage pipe is required.
The Skydive Sebastian parking located at the Airport had a site plan approval from the
Planning & Zoning Board. This approved site plan provided for RCP (Reinforced Concrete
Pipe) as the selected drainage culvert pipe in the parking lot. However, the Engineer of
record for Skydive Sebastian has substituted a different type of pipe without prior approval
for the site plan changes.
The City Council has the authority to authorize the replacement pipe, and since the current
use of RCP is understood to be City Council policy, the applicant and the staff request
review and consideration regarding the following:
1. Is the use of RCP for drainage still the policy of City Council?
2. Is staff authorized to approve change?
RECOMMENDATION
The basic requirements for culvert drainage pipe on City property is life expectancy. In
this regard, reinforced concrete pipe has a 100 year life expectancy and corrugated metal
pipe (CMP) is approximately 20 years.

Dear Clay:
I have received your letter of May 10th, 1994 referencing a
request for information as to the City Council decision for the
exclusive requirement of reinforced concrete pipe. At the
workshop meeting of March 3, 1993, I presented to Council a
revised Resolution for the installation of side lot culvert pipe.
At that meeting, an analysis was presented to council that I had
prepared for the regularly scheduled City Council meeting of July
10, 1991. The analysis was a comparison of the cost of
reinforced concrete pipe to corrugated metal pipe. I tabulized
four different pipe costs including polypropelene. The cost of
24" ADS polypropelene was almost twice the cost of reinforced
concrete pipe. I believe, it was at this meeting that Council
identified their desire that all culvert pipes to be reinforced
concrete pipe because of its 100 year life expectancy. In
regards to your request for information on ADS pipe, a
presentation for that pipe was not specifically identified.

As requested by the City Council meeting of June 26, 1991. I have made an
ievaluation of RCP verses CMP. As City Engineer, ! recommend the installation
tof RCP in lieu of CMP. The two property owners on Wentworth have asked that the
City consider amending the side lot culvert agreement to transfer responsibility
tof maintenance of the culverts to the City rather than the property owners and that
ithe City pay the cos% difference f~om the standard 24? CMP and the larger pipe
~size that is required. Staff has reviewed this request and find it to be reasonable
and the City should make every effort to encourage property owners to install
;culvert pipes and to participate in the cost under certain circumstances where it
,requires pipe sizes larger than the standard 24' culvert.
R~COt.~ENDED ACTION
iMove to approve the request of the property owners on Wentworth Street for the
!City to pay part of the cost to install approximately 125 feet of 30' RCP sidelot
drainage culvert the City's expenditures would be the difference between 24' CMP
and 30' RCP and not to exceed $2000.
Move to direct staff to make recommendations to the City's current side lot
drainage agreement to transfer the maintenance responsibility from the property
owner to the city and to allow the city to pay the excess cost of a required
culvert that exceeds 24" in diameter and that culverts would be installed subject
'to the issuance of permits by the City Engineer.

for the cost of material and a local contractor for %he cost
of installation, the breakdown is as follows:

As indicated from the table RCP is the most expensive culvert
pipe whereas the CMP is the least expensive. ?]ue average
cost difference is ~.67 per lineal foot. if 125 LF of pipe
is installed then the additional cost on the average would be
approximately $2~0. The concrete pipe will last three to
four times longer and has better flow characteristics then
the metal pipe. 7T~e better flow characterJsuics will allow a
30" RCP culvert to be installed where a 36" CFL~ is required.

Dear Dan:
Thank you for your letter of May 5, I look forward to your help in the resolution of this matter, i would
like to present this matter to the Sebastian city council for resolution. In an effort to gather the information
that you have suggested that would be helpful in preparing the presentation for the council, I would like to
ask for a copy of the back-up material that you gave to the council when the decision was made to only use
reinforced concrete pipe on city owned property. I would be particularly grateful for any of the
information on ADS pipe that was included in the presentation.
AS you know, this project is on City land but is privately maintained by the tenant, much as any other
commercial project where the owner is responsible for the maintenance of the facilities. If you could,
please memorialize in writing the decision process where in ADS was not considered to be an acceptable
material for use as a drainage culvert pipe and reinforced concrete pipe was deemed acceptable from your
position as the City's engineer. I ask this favor as this material has been deemed to be acceptable for other
commercial projects in the City of Sebastian and I would like to have the council evaluate this request in
the same manner as other commercial projects in the City are viewed.
