NEW BUSINESS: PUBLIC HEARING As James and Nancy PatersQn z .i.n Reqards to ~ ~ Block 232, Sebastian Hiqhlands Unit 10 is R_~_questing ~ Variance from Section 20A-3.4(D) (6)~b) of the Land Development Code to Allow a Nine Foot, Two and Three-Quarter I.nch ~ Side Yard Setback, Whereas the Code Requires a Ten Foot Side Yard Setback The Director of Community Development explained criteria for determining the variance, presented an overhead of the subject easement, and gave a brief presentation. Frank Cormier, Sunshine Quality Construction, addressed City Council. In reponse to Mrs. Damp, the Director of Community Development advised that the survey error was discovered after the slab was poured and framing and trusses were in place and the variance was then applied for. Discussion took place relative to concurrence of the abutting property owner to grant one foot of easement, lack of submittal of a slab survey, and variance criteria. MOTION by Oberbeck/Freeland I would move for the approval of the variance as requested on the Peterson property - Lot 30, Block 272, Unit l0 based on the evidence offered in the record. Mrs. Damp inquired why Williams, Hatfield and Stoner was ranked fourth and whether John Van Antwerp sitting on the committee was a conflict of interest. The City Manager explained the consultants' presentations, ranking criteria and negotiation procedures. GENERAL The contractor shall provide all materials, labor, supervision, equipment, and tools necessary to satisfactorily place and compact asphalt pavement at the Barber Street (formally Stratton Avenue) Railroad Crossing in accordance with FEC Railroad requirements. SCOPE OF WORK The work is to rehabilitate the existing crossing of the railroad in accordance with the Florida Department of Transportation, Department of Highway Standard Index 560, Type T Modified. The approach paving is to be of material and workmanship in accordance with FDOT Standard Specification for Road and Bridge Construction. The railway will remove all paving and crossing material in an area in length of the crossing approximately eight (8) feet both sides of the center line of the tract. The tract will be rehabilitated and raised approximately one (1) inch above the current elevation. The railway would then be reinstalled with the concrete segments of the road service. The contractors responsibility would be at the direction of the railway supervision, install all asphalt material to reconstruct the roadway service, include filling of the volume between the tract rails and crossing slab segments. The raise in the tract elevation will require a feathered distance beyond the surface area. Eckis, P.E City Engineer/Public W~frks Director Evaluation report for stormwater culverts for use within publicly owned property. At the City Council workshop meeting of June 1st, 1994, staff was directed to make an evaluation of the City's policy for culvert installation within publicly owned property. This evaluation is for Council's use to make a decision on the type of material to be allowed for culvert pipes that will be in the best interest of the Citizens of Sebastian. The analysis will focus on the following characteristics: 1. Materials 2. Smoothness Coefficient 3. Resistance to Abrasion 4. Cost Analysis/ 100 yr life cycle 5. Past track record. MATERIALS Typically four types of material are used for culvert pipe installation as follows: 1. RCP (reinforced concrete pipe) 2. CMP (corrugated metal pipe) 3. CAP (corrugated aluminum pipe) HDPE (High Density Polyethylene) I I I I I i I I I SMOOTHN~S S COEFFICIENT Considering the HDPE and RCP, both have a smoothness coefficient that produce the same flow characteristics. Each pipe has a smooth interior surface. Each are capable of flowing the same volume of water at the same slope. The corrugated metal and aluminum pipe are not a smooth wall interior. They have corrugations which lead to an increase of the roughness coefficient. Typically, they are required to be a half pipe size larger than their smooth wall counterparts. In other words wherever a smooth wall interior pipe is to be used, its corrugated counterpart would require the pipe of the next size larger than the smooth wall. RESISTANCE TO ABRASION The single most contribution to pipe failure is abrasion. 95% of pipe failure occurs due to this single factor. If you ever examined a pipe which has collapsed under the road, one of the first things you will notice is that at the bottom of the culvert pipe has completely deteriorated or is completely riddled with holes. This is due to the continual effects of sand and sediment carried by the stormwater scouring along the bottom. During the years, the scouring takes its toll on the culvert pipe until the bottom is completely worn away. In conjunction with the effects of sedimentation is the oxidation of corrugated metal pipe. This process begins because of the coating material is removed exposing the metal surface. Due to this phenomenon, the corrugated metal pipe can immediately be eliminated from consideration. The life expectancy of the corrugated metal pipe is approximately twenty years and the City is faced with replacing many of the culvert pipes that were installed by GDC back in the late 50's and early 60"s. Ideally the City should consider culvert pipes that last forever or the ones that have the greatest life expectancies. As compared to the cost of future replacement, corrugated metal pipe is one of the cheapest to install but it would have'to be replaced three times in 100 year period makin9 the corrugated metal pipe one of the most expensive. The rate of deterioration or wear due to scouring is dependant on three items. 1. The particle size of the sand and sediment 2o Velocity 3. Material of the culvert pipe. Keeping the first two items constant, materials can be tested using an abrasion testing method. To determine the average abrasion values for pipes made of various materials, a section of pipe is tilted back and forth with an abrasion mixture of quartz sand. The abrasion can then be plotted for different materials as a function for a number of cycles. See' Table 1 & FiG. 1. Another method, to test the abrasion resistance of pipes, involves pumping a sand , water mixture at a flow velocity of approximately 20 feet per second. Comparing time to perforation is dependant upon the abrasion resistance factor and the wall thicknesses. See FiGure 2. Using the comparison of these two methods as its shown on the attached charts, the HDPE pipe is 5.83 times more resistance to abrasion than concrete pipe. However, considerinG the thickness of the materials, Divide the respective wall thicknesses by the abrasion resistance factors as follows: HDPE 0.25 inches/0.012 = 20.83 RCP 3 inches/0.07 = 42.85. Ratio:42.85 divided by 20.83 is 2.6 RCP vs HDPE. Therefore using the above example from figure two the concrete pipe will take approximately two times longer to be perforated than the HDPE pipe or eight hours. The technicial information I received.from the manufacturer for the HDPE pipe references a stress strain relationship from a hydrostatic loadinG, concludes the fifty year life expectancy. This trend tends to agree with the above calculation because the concrete pipe has a 100 year life expectancy or twice as long as the HDPE. The corrugated aluminum pipe can now be eliminated. Referring to Table 1 Wear Rates of Plastic and Metals Under Abrasive Slurries, using coarse sand, the aluminum pipe has a rate of wear, 30 times Greater than HDPE for 7 feet per second and 16 times Greater than HDPE for 15 feet per second Given the same wall thickness. Recapping the CMP and the CAP has been eliminated. The HDPE has a life expectancy of fifty years whereas the RCP has a life expectancy of 100 years. COST ANALYSIS/IO0 YRLIFE CYCLE The installation costs for reinforced concrete pipe is approximately twice the cost of the HDPE because of its weight difference. Typically twice as much HDPE pipe can be installed within the same time period as reinforced concrete pipe. The cost of materials are relatively similar for both pipes. '1 i I I I I I I I I I I I i i I I I i I' i i I I I I I I I I I I I I I I I The cost analysis will be for an initial installation cost for the RCP and the initial installation cost and replacement cost for the HDPE. The life cost cycle of a 100 years would require the replacement of the HDPE at least once during this analysis. The cost for road removal and replacement was not considered for this exercise. Prior to preparing this report, I contacted the representative for the technical information used in this report. I explained how the City was purchasing RCP through the state contract. He explained that the company had been making progress with state agencies to use their material and he expects HDPE to be on the state contract possibly next year. He explained since my last evaluation of pipes approximately two years ago, the price for the HDPE has decreased and he has sent me his current price list which will be considered in the cost comparison chart below. PAST TRACK I~ECOP~D It must'be noted that the field testing for HDPE is somewhat limited. Early installations of.this pipe date back approximately twenty years, no other information regarding the life expectancy is available through field testing. It is also note worthy to understand that the HDPE pipe may be suitable in those cases where minimal flow rates are expected. The tendency of the lower flow rates coincide with the smaller pipe size diameters due to the small volume of water which is expected to be conveyed. Conversely, as the larger pipes convey larger volumes of water the velocity will substantially increase. Proper engineering design of culvert pipes is to establish a maximum velocity of 7 feet per second with a average velocity of 2.7 ft per second to insure that the pipes can keep themselves clean. CONCLUSIONS I would recommend that City Council establish a policy to install reinforced concrete pipe within all publicly owned property. However, allow the use of HDPE pipe when it can be demonstrated that the velocity flow rates would not exceed three feet per second. This would allow the installation of the HDPE pipe in special locations such as the airport industrial area which can provide a cost savings to the developer without significantly effecting the life expectancy of the pipe. This can also serve as a field study area. Most drainage applications would have intermittent exposure. Polyethylene pipe has good abrasion resistance compared to the other plastics tested. It is reported that it has replaced metal for mine tailing slurries for this reason. The Saskatchewan study indicates plastics used for pipe considered in the study are comparable or better than metals in resistance to abrsaion by sand slurries. The study is based on sand slurries circulating at reasonably high velocities. In situations where larger aggregate are transported, abrasion or scour would be expected to be more severe for both metal and plastic pipe. In Germany (2), using an abrasion testing method developed by Dr. Kirschmer of Technische Hochschule Darmstadt, a test specimen one (1) meter long is tilted back and forth with a frequency of 21.6 cycles/minute while containing an abrasive mixture of 46% by volume quartz sand (with a particle size of 0-30mm) in water. The resultant flow rate is 0.36 m/s (I.18 fps). As shown in Figure 1, abrasion can then be plotted for different materials as a function of the number of cycles. 'Tests conducted to de'termine the effects of bends on the relative wear rates (Figure 2) showed about a four (6) times better wear resistance for HDPE over steel. These tests' were conducted with both'7I and Iii by volume quartz sand to water mnixtures with an average flow velocity of 23 fps (4). FIGURE 2.
